MINUTES
AUGUST 21, 2001
The City of Palm Beach Gardens Parks and Recreation Advisory Board met Tuesday,
August 21, 2001, in the Council Chambers at the City Hall, 10500 North Military Trail,
Palm Beach Gardens. The meeting was called to order at 7:1 Op.m.
Members present included: Charles Torrey, Mary Anne Hedrick, Tory Buckley, Mark
Kenigsberg, Phil Milton, Bert Premuroso, Pam Sartory, Jim Maynor. Staff Present
included; Jack Doughney - Assistant to City Manager, Brian McLaughlin - Assistant
Director of Parks/Recreation, Mike Kelly - Supervisor of Parks and Cheryl McQuiston,
Administrative Secretary. Absent: Mayor Joseph Russo and Sue Miller, Director of
Parks/Recreation.
I. APPROVAL OF THE MINUTES:
The minutes from the July 31, 2001 meeting of the Parks and Recreation
• Advisory Board were approved as written.
II. ELECTION OF OFFICERS:
Pursuant to Ordinance 1, 1997, which revised Chapter 46 of the City Code of
Ordinances, an election was held to name a Chairperson for the Advisory Board
and a Co -Chair of the Board. Robert Premuroso was elected Chairperson and
Mary Anne Hedrick as Vice - Chairperson. Copies of the applicable code were
passed out to members.
III. REVIEW OF REFERENDUM ITEMS:
A tentative list of proposed items that may be considered for placement on the
March 2002 bond referendum was passed out. Discussion followed regarding the
estimated costs of the items, and how much each household could be expected to
pay if all or part of the items as proposed was part of the referendum.

Staff was instructed to find out the projected population growth of the City for the
next several years and also to come back with estimates on how much the
• proposed elements of the project would cost a homeowner.
Staff was also requested to supply the results of the needs assessment which took
place about three years ago.
Discussion was also conducted on how best to get the word out to the public
regarding the referendum and how to survey the residents to get their input
regarding the elements of the referendum. Items suggested included the Parks
and Recreation department's program brochure, Cityline, the internet, etc. It was
suggested that when this survey of residents takes place that the residents be given
a list of the proposed District Park recreational activities / renovations of existing
sites and have them indicate the items of importance to them. The survey would
give an overall view of what residents would like the City to offer.
Arrangements are to be made to have Mr. Steve Person, Superintendent of
Recreation for the City of Ft. Lauderdale's Parks and Recreation Department, to
speak to the board concerning the Boards role in a proposed referendum.

JULY 31, 2001
The City of Palin Beach Gardens Parks and Recreation Advisory Board met Tuesday,
July 31", 2001, in the Council Chambers at the City Hall, 10500 North Military Trail,
Paln1 Beach Gardens. The meeting was called to order at 7:00p.m.
Members present included: Mayor Joseph Russo, Jack Doughncy - Assistant to City
Manager, Sue Miller - Director of Parks /Recreation, Brian McLaughlin - Assistant
Director of Parks / Rccreation, Charles Torrey, Tory Buckley, Mary Anne Hedrick, Marl:
Kenigsberg, Phil Milton, Bert Premuroso, and Cheryl McQuiston. Absent: Jim Maynor
and Pam Sartory.
Also present were residents Judy Amsler and Howie Engel.
APPROVAL OF THE MINUTES:
The minutes from the May 22, 2001 meeting of the Parks and Recreation
Advisory Board were approved as written.
II. WELCOME:
The Mayor welcomed the members of the board. He stated he is looking for a
board Nvho would be willing to put the necessary time into delivering a parks
referendumn to the residents in March of 2002. Among items he envisioned for
this referendum included the funding to build the district park, along with funding
to make a series of improvements and renovations to existing city recreation
facilities.
III. DISCUSSION ITEMS:
Sue i\4iller presented the conceptual plan for the district park. Amon, items
proposed at this facility' included a new community center; eater park; an outdoor
amphitheater; a large open space athletic field area; numerous small and large
picnic pavilions and shelters; a nature area; and a court complex featuring sand
volleyball courts; basketball courts. in line skating rinks, and racquetball courts.
Projected development of the park would be approximately S20,000,000 phased
in over a period of tirne.

• Discussion -,vas held regarding a proposal to lease to the school board the property
adjacent to the tower on Lilac Street for the development of a new baseball field
for use by Palm Beach Gardens High School.
Also discussed were how to best get the word out to the residents regarding the
proposed referendum, along with proposed meeting dates of the board and the
appointment /re- appointment of members whose terms expire in September.
IV. MISCELLANEOUS ITEMS:
Judy Amsler, a resident; expressed her feelings on the need for the City to
seriously consider the construction of a dog park.
Howie Engel, also a resident, stated he thought there continues to be a problem of
athletic tears bringing beer into the parks. He also addressed the problems
associated with vandalism at the parks and dogs mauling on the athletic fields.
V. ADJOURNMENT:

§ 46 -31 PALM BEACH GARDENS CODE
ARTICLE II. PARKS AND RECREATION ADVISORY BOARD*
Sec. 46 -31. Establishment.
There is hereby established the city parks and recreation advisory board, hereinafter
referred to as the "board ".
(Code 1987, § 97.15; Ord. No. 1 -1997, § 7, 2- 20 -97)
Sec. 46 -32. Membership and qualifications.
The board shall consist of seven regular members and two alternate members who shall
serve without pay and who shall be appointed by city council. The members of the board must
be bona fide residents of the city and registered voters.

Sec. 46 -33. Appointment and terms of office.
(a) The term of office of each member of the board shall be three years or until their
successors are appointed and qualified, and shall be in staggered terms.
(b) Reserved.
• (c) Vacancies occurring other than by expiration of term shall be filled by the city council for
the remainder of the unexpired term.

Sec. 46 -34. Officers; rules and regulations.
Immediately after appointment, the board shall meet and organize by electing one of its
members chairperson and by electing any other officers as may be deemed necessary. The
board shall have the powers to adopt rules, regulations, and bylaws which are reasonably
necessary to conduct its business.

Sec. 46 -35. Duties.
(a) The board shall have the following duties:
(1) To make recommendations to the city council concerning the visioning and strategic
planning of the development of parks and recreation facilities in the city.
(2) To hold regular meetings every other month and file a written report every other
month of its activities with the city council unless more frequently required or special
reports are requested by the city council.

(b) If any member of the board shall fail to be present at four consecutive regular meetings
