The regular meeting of the Municipal Complex Art Task Force of the
City of Palm Beach Gardens, started at 9:30 A.M. in the Council
Conference Room at City Hall, 10500 North Military Trail, Palm Beach

Discussion: Meet the Artist
J. Straus introduced Tim Prentice to the Task Force Members. He then asked the group
since viewing the video that was sent in, which material they preferred for the indoor
piece in the City Hall Lobby. D. Porter said that he preferred Lexan. He did not want
metal or feathers for the piece. H. Ostrout spoke about movement and space. D. Porter
mentioned that the piece should cover all three separate expanses across the lobby
ceiling. T. Prentice then asked how high off the floor could the piece be. Task Force did
say that the piece should fill the volume and could extend down to about 10 -12 feet off
the floor. That number would need to be confirmed after concepts are presented.
There was extensive discussion about the sculpture not coming down so low that it
creates a low artificial "ceiling ". Prentice said he would consider this.
D.Porter asked about the `yellowing' issue with Lexan. T. Prentice felt confident that
• Lexan is a reliable material. His lexan pieces have not yellowed in 15 years and he is not
concerned.
Questions concerning movement came up. T. Prentice said that he can predict the path of
movement to some extent. Piece should reveal itself though as slowly as possible.
Prentice does shy away from any manipulation of his pieces. The magic is the unexpected
movement.
Caren Hackman left at 10:00 a.m.
Task Force proceeded to Council Room to watch Tim Prentice's video presentation.
Back in the conference room Prentice explained that there are two tracks to working on
the lobby project. Track #1 would be responding to the space and working within the
scale of the space. Track #2 would be an attempt to work with ideas that interest him
now. It is his natural desire to make something new and not to repeat past projects.
Prentice thought he would like to create the city's suspended piece with clear lexan vs. a
sandblasted opaque lexan. He also described the idea he had for the project. He thought
he would make 3 separate `mobiles' that would hang independently. They would line up
though horizontally on the same level. They would not be installed on different `planes'.
Prentice felt that the light coming in from above windows would reflect best this way.
• Maintenance and cleaning e mg issues were discussed. Wires may be used to lower the piece to
make it accessible for cleaning. Each piece might only weigh 20 -30 lbs each.
J. Straus emphasized the fact that the piece that Prentice wants to do will not fill the
volume of the space. He knew that was what the Task Force had originally thought they
wanted. The Task Force felt comfortable allowing Prentice to come up with his own
concept drawings. They agreed that the artist knew what he was doing and wanted to
leave it up to him. They did not want to steer him in any particular direction.
E.Jablin asked what the design process would be. Prentice responded that first he would
make sure that the principal would work. An animated video, a miniature model, and
concept drawings would be executed. (Model may need to be returned to artist).
All problems pertaining to weight, size, etc. would be worked out beforehand.
A discussion of color vs. form followed. R. Katz discussed some other sculptures and his
feelings about absence of color.
D.Porter and E.Jablin discussed press releases with the group. D.Porter suggested that we
send out press releases in 3 steps. The first release should be an announcement of our
selection of artists. It would include an explanation of what the Task Force is doing from
the city's art impact fund. The second release could announce the installation and the
• third would be a press release announcing a special ceremony for the public.

J. Blakely thought it would be a good idea to create some linkage to the local colleges.
Both FAU and PBCC have art departments. We could arrange to have Costos Varatsos
and Tim Prentice speak to the art students in lecture series.
D. Porter made a motion to adjourn. R. Katz did second the motion.
