He will attend meetings when issues relating to the Business Development Board are discussed. Dolores Key explained requirement of Sunshine Law. • What is the Sunshine Law? Florida's Sunshine Law is founded on a provision of the Florida Constitution (Art. I, s. 24) approved by the voters in 1992. The constitutional provision is effectuated through Chapter 286.011, Florida Statutes. There are three basic requirements of Chapter 286.011: 1. Meetings of public boards must be open to the public. 2. Reasonable notice of the meetings must be given. 3. Minutes of the meetings must be taken. • No discussion among members outside of meetings regarding matters relating to the EDOC. ■ Minutes reviewed (May 22, 2003) • Motion by Jim Griffin to approve, seconded by Kenneth Kahn • Minutes of the May 22, 2003 EDOC meeting approved. Growth Management Presentation conducted by Charles Wu, Growth Management Administrator. The following areas were discussed. (For further details, please refer to handout of the Powerpoint presentation.) • Boundaries of the City of Palm Beach Gardens were described. Northlake Overlay • Zone — beautification plan, including roads, trees — a long range plan. ■ Congress and Northlake Boulevard (two jurisdictions): Target, banks, restaurants • Streetscape Project ■ Joint Planning Agreement — County asked for Palm Beach Gardens involvement. • Airport (warehousing of goods) ■ Palm Beach Commerce Park ■ Unit 11 • Vavrus property ■ Mecca Farms n LJ • Education Accountability Reports and Crime Statistics for Palm Beach Gardens were distributed. • Next month's topic: Group decided a representative from the County should attend the meeting to discuss the County's perspective on land development and economic development, as well as industrial development (annexation). • It was suggested that future discussions should include how the EDOC can assist regarding expansion and the Business Development Board's overall perspective of the target market.
