Needs to be public record. • Draft of Accelerated Permitting Program was introduced. Palm Beach Gardens would be breaking ground as very few cities have a written program in place. It was suggested that the EDOC members review the draft and respond with their thoughts. The draft document will be emailed to all members of the EDOC. • Ed Sabin introduced Susan Miller, Planner, and Barbara Pinkston - Taylor, Principal Site Planner, for Palm Beach County. • Land Use Designation of Palm Beach Park of Commerce and Comprehensive Plan Amendment Process, presented by Susan Miller. o A map showing the land use of Palm Beach Park of Commerce was distributed and discussed. Boundaries, land use designation, vacant land, industrial, commercial and the Economic Development Center were pointed out. o Palm Beach County Comprehensive Plan, Future Land Use Element was discussed. 1. United Technologies Corporation (Pratt - Whitney) Protection Area Overlay. Palm Beach County protects critical industrial, manufacturing and research and development activities from encroachment of incompatible uses and activities. 2. Allowable land use designations in the UTC are industrial, including the Economic Development Center category, and conservation, including the Water Resources Area category. Commercial and Commercial Recreation future land use designations are prohibited, except for parcels which hold Commercial or Commercial Recreation designations prior to the adoption of the 1989 Comprehensive Plan. 4. Limited permit uses include residential, hotels, motels, medical and dental offices, and hospitals and medical centers. o Palm Beach Park of Commerce approved as PIPD (Plan Industrial Park Development) in 1981. 1. Document distributed showing break down of uses and approved acreages. o Comprehensive Plan Amendment Process 1. Amendment process is initiated. Typically takes 13 months to complete. Starts in October and in March. State mandates the process. 2. Staff prepares analysis and recommendation. 3. Public Hearing is held by Local Planning Agency 4. Public Hearing of the Board of County Commissioners 5. Florida Department of Community Affairs reviews proposed amendment and issues objections, recommendations and comments report 6. Public Hearing: Board of County Commissioners adoption 7. Florida Department of Community Affairs reviews adopted amendment and publishes notice of intent in newspaper to find adopted amendment in compliance 8. Amendment becomes effective as of notice of intent, if the notice is not challenged 9. Site - specific amendments proceed with rezoning process and site plan review process ■ Zoning 101, presented by Barbara - Pinkston Taylor: o Booklet entitled Palm Beach County Planning /Zoning & Building, PBG Development Committee Meeting was distributed. 1. Website and zoning districts discussed. 2. Future land use designation graph discussed. a. Industrial can come into zoning process and have it re- zoned. Charts show different review processes required in order to proceed. b. Special uses discussed. c. Development Review Committee (DRC) generates site plan, confirms site plan meets requirements. Class A — forwarded to Board of County Commissioners. Class B — Conditional Uses — requires zoning approval — 3 -4 months. d. Small scale amendments pass quicker than large scale. 3. Intergovernmental Park Amendment Committee ([PAC) — packet is sent to this committee by Palm Beach County for review. This sets up forum for objections. Very few objections — only one in five years. Interlocal Agreements regarding the western Northlake corridor and eastern areas were discussed. 1. Western Northlake corridor: County concerned about chipping away at roads, designated rural parkway. Must go to Council for approval. Will be preparing list on neighborhood uses. 2. Eastern: Joint Planning Agreement — North Palm Beach, certain properties and Palm Beach Gardens, certain properties. o Palm Beach County trying to stabilize area. Identify property, land use intent. Palm Beach County gets involved when notified by municipality of pending annexation plans. County sends zoning file to municipality and jurisdiction is relinquished. • ULDC — Palm Beach County has Citizens Task Force — takes recommendations for different language (categories) • Next month's topic was discussed. Develop strategies and outline — use strategic outlines — business meeting. Meeting adjourned at 9:30 am. Dolores Key, Economic Development & Marketing Administrator t' DRAFT ONLY Targeted Expedited Permitting Program The City of Palm Beach Gardens seeks to diversify its economic base and provide the citizenry value -added employment opportunities through the recruitment and expansion of targeted industry groups. To accomplish this goal, the City of Palm Beach Gardens offers a Targeted Expedited Permitting Program to expedite the planning, zoning, and building permitting process. The Targeted Expedited Permitting Program is available to companies that are expanding operations or moving into the City so that employment may be created at a faster pace. Companies must meet specific criteria, as established by the City Council, in order to qualify for the Targeted Expedited Permitting Program. The Targeted Expedited Permitting Program provides qualifying projects an efficient process to resolve issues in a timely manner through face to face meetings with a City representative without sacrificing any requirements as established by the City's Codes of Ordinances. As with any project, the City of Palm Beach Gardens reserves the right to deny a proposal that is deemed to be detrimental to the quality of life of the citizens. Qualifiers for the Targeted Expedited Permitting Program • Appling companies must fall into specific industry clusters as recommended by the Economic Development Oversight Committee and approved by City Council. Industry areas: • Aerospace / Engineering • Medical / Pharmaceutical • Business / Financial Services • Information Technology • Education • Companies must create at least fifty (50) new positions in the City of Palm Beach Gardens within first two (2) years of operations. • Positions created must be considered value -added employment. • Value added employment is defined when the average salary of positions created are at least 10% higher than the per capita income level in Palm Beach Gardens. This equates to $47,272 / year as of September 2003. • Positions must be sustainable for a five (5) year period of time. • Companies must pass the City's due diligence process to establish solvency and credibility prior to acceptance into the program. • Due diligence may include, but not limited to, a Dun & Bradstreet report and five (5) years of financials. • Due diligence reports must be reviewed by the Economic Development Oversight Committee, City Manager, Economic Development Administrator and Financial Administrator for the City of Palm Beach Gardens. • Companies must receive endorsement from the Economic Development Oversight Committee and approval of the City Council to qualify. • Company must appoint a Project Manager for communication purposes. 1 5 DRAFT ONLY ■ Start date for filling newly created positions will be considered thirty (30) days after company receives a Certificate of Occupancy by the City's Building Department. Benefits of the Targeted Expedited Permitting Program Companies that have been accepted into the Targeted Expedited Permitting Program will receive: • A single Point of Contact for the approval process as appointed by the City Manager or Economic Development Administrator. • Establishment of necessary steps required for project approval in pre - application meeting with Growth Management Division. • Itemized completion timetable. • Priority at every juncture of the review process by City staff and contracted engineering firm, including face to face meetings. • Review by City staff and engineering firm conducted within five (5) business days of submission. • If problems are identified, a face -to -face meeting of all concerned parties will be called within two (2) business days so that a resolution may be found in a timely and efficient manner. • City appointed Point of Contact will be kept apprised of all developments regarding a project by City's Engineering, Growth Management, and Building Departments in order to trouble -shoot and keep sanctioned projects on track. • City's Point of Contact will provide a weekly status report (minimally) to Company's Project Manager. • An economic impact report that will be included with project presentations to Planning and Zoning Commission and City Council. 2 Page 1 of I Dolores Key • From: Habecker, Eric [EHabecker @JJG.com) Sent: Monday, September 22, 2003 1:19 PM To: Dolores Key Cc: 'esabin @3implant.com' Subject: EDOC Meeting Dolores, Unfortunately, I will be in Atlanta on Thursday and thus unable to attend the oversight committee meeting.I did, however, want to provide you with some feedback on the Accelerated Permitting Program (APP). Since I am new to the committee, some of my feedback may have already been discussed. My comments are: 1. I understand the need for the APP, however, it sounds as though Palm Beach Gardens needs to streamline the entire permitting process. 2. I believe the first step should be to map the permitting process from start to finish. Seeing the process mapped will reveal many permitting obstacles. As the process is mapped the employees involved in the permitting process will provide valuable input as to why the permitting process takes so long. 3. After reviewing the draft of the APP, I wonder if the process of determining whether or not a company qualifies for the APP process could be lengthy in itself. 4. Without addressing the overall permitting process the APP will cause all other permitting to be delayed even more. 5. Has anyone reviewed previously approved permits to determine how many of them would have qualified for the APP process over the past two years? This would assist with evaluating the APP criteria. 6. Does the City have any statistical data with regard to permitting'? It would be beneficial to know the permitting process duration, how many permits meet the APP criteria etc. • Call if you have any questions. Regards, Eric J. Currently, all agenda items are due to the City Clerk on the Monday of the week prior to the Council meeting so that agendas can be distributed a week before the meeting. Beginning with the Council meeting of July 3, 2003, please submit your agenda packet (and the electronic version) to the Legal Department no later than 5:00 p.m. on the Wednesday before the item is due to the Clerk. (See attached schedule) If you anticipate agenda items that will be complex, or if items are time - sensitive, please set up a meeting with me to discuss the item as early in the process as possible. Just a reminder — we frequently make changes to the format of resolutions and ordinances. If the changes are substantive, I will e-mail or call, and we can discuss the changes. However, please remember that the "official" version of all resolutions and ordinances is maintained in our office. Therefore, if changes are made by Council at the time of adoption, please send Barbara an e-mail message outlining the changes, and she will incorporate the changes into the document and return a hard copy to you for transmittal to the Clerk for execution.
