Meeting was called to order at 8:30 am on October 23, 2003.

■ Minutes of the September 25, 2003 EDOC Meeting reviewed and approved.
■ Staff Report Presented by Dolores Key
Economic Development collateral and Wildlands map was presented to the group
1. Discussion regarding color coding of land values. Staff informed group that
individual parcel lines had been eliminated in order to present a cleaner snap_
shot.
2. Land values are based on County appraised value which is generated by the tax
roles.
3. Discussion regarding market value versus appraisal value. It was stated that the
target market (a relocating company) understands the difference between
appraised value and market value. Appraised value is appropriate as the
collateral was developed to promote a municipality.
Open Discussion — Targeted Expedited Permitting Program
• As one of the qualifiers in industrial areas, the group felt that the areas of Biotech and
Corporate Headquarters should be added.
• Within the definition of value added employment, the term "salary" should be
changed to "compensation package ".
• There are inconsistencies in the rules between the state and county for economic
development projects for financial incentives.
• The start date for filling newly created positions should be changed from thirty (30)
days to six (6) months after a company receives a Certificate of Occupancy by the
City's Building Department.
• Discussion regarding average wages —what parameters should be used.
• It was determined that if a company qualifies under the criteria of the Business
Development Board or Enterprise Florida (official economic development
organizations at the County / State level), it would also qualify in the City of Palm
Beach Gardens. If a company does not qualify under the guidelines of the Business
Development Board or Enterprise Florida, it would then need to meet the criteria of
the City of Palm Beach Gardens.

o The City of Palm Beach Gardens should allow companies who have created 50 jobs
within the last year, and expansion is a result of outgrowing their facility, to qualify for
the fast track program.
