Meeting was called to order at 8:30 am on February 26, 2004.

■ Minutes of the January 22, 2004 EDOC Meeting reviewed and approved.
• Staff Report Presented by Dolores Key
• Targeted Expedited Permitting Program. Third draft addressing concerns arising
from last meeting was reviewed.
1. Allows City to consider expedited permitting for companies that may not qualify
under City of Palm Beach Gardens criteria, but do qualify under Business
Development Board or Florida Enterprise criteria.
2. Suggested that if problems arise, the guidelines will be brought back to the
EDOC for re- consideration — in order to prevent anyone from "falling through the
cracks ".
• Economic Development Financial Incentives — Material was provided to the EDOC
for review.
• The Honda Classic
1. Pending Council approval, the City would have a sky box at the event. EDOC
members would be asked to help the City host the event in the sky box.
2. Sky box invitees would include representatives from Scripps; any vendors of
EDOC members that they would like to attend.
3. Councilman Joe Russo indicated that he would like to be notified if any of the
EDOC members would like to have admittance to the event.
4. On behalf of the Chamber, Casey Steinbacher offered their support at the sky
box.
Open Discussion — The Scripps Research Institute
Background
• Future and planned use at the Mecca and Vavrus properties was discussed.
• Joint meeting with the County, City of Palm Beach Gardens, Business Development
Board and Scripps representatives is being held today.
• Recent newspaper articles were mentioned.
• City has a committee working on the Scripps project. EDOC wants to assist City
staff.

City Attorney Update
• City and County are interacting and gathering information and setting up a process.
• The Master Land Use Plan, published in today's paper, was the original, preliminary,
conceptual plan.
• City Staff and the BDB will determine amount of biotech development to take place —
the square footage and land uses.
• City may process as a DRI (Development Regional Impact). A specific amendment
for Scripps will be expedited under the Office of Tourism and Economic
Development.
• Upon submittal of application, it will take 90 days for review. Completion by
September.
• City would like to jointly plan putting all together as one DRI; however, the County is
opposed to this. They feel it would slow down the process.
• Development of the Vavrus property — will necessitate re- writing the City's
Comprehensive Plan. The City is working on this now.
• City has three constraints which increase the time of planning and the permitting
process:
1. Transportation system.
2. Airport (flight patterns).
3. Environmental. ( Vavrus property has significant wetlands)
Open Discussion
• Reviewed matrix of necessary elements for a sustainable community - not only for
economic development but also growth management. Looking to be pro- active and
looking at the entire cluster. Compared Scripps current site, Research Triangle Park,
Oxford and Business Development Board /City vision.
• Primary objective is to develop a biotech community, including support business,
quality and other amenities that would support a work force.
• County approved $1 million for DRI — team assembled.
• Goal: What magnitude of development are we looking at (County and City).
• Determine how Vavrus property will be handled.
• Status of Vavrus lawsuit. The status of the suit does not inhibit the City in moving
forward. There is a lien on the property. Negotiations are being held.
• Question regarding where the ancillary support for this project is. Airport land zoned
industrial (Interlocal Agreement with the County in place — no residential. North
Carolina went 60 miles out for warehouses because property was less expensive
than in the "hub ").
• Now that the opportunity is here, working with surrounding areas (municipalities)
would be beneficial.
• Land availability and land use. What happens when a valuable opportunity like this
presents itself and, looking ahead, property values rise? Look at planning and
zoning maps — if we control uses, can control economics of the situation_
o In the future, how can Palm Beach Gardens be a facilitator of adjoining communities?
Need to obtain a balance.
• What happens with permitting costs, land development costs, efficiencies associated
with this if one -half of the property is County owned and the other half is City owned?
• Won't need to "re- invent the wheel ". Dr. Michael Luger offered seminars and
education for the City as a resource to move forward. (UNC- Chapel Hill and
Centennial Park in Raleigh)
• Essential - A not - for - profit corporation to oversee the project. A not - for - profit
corporation keeps the philosophy of the development.
• Example - Research Triangle Park: altruistic donations by 10 top businessmen, then
took to governor and it was done.

• in previous meetings attended by the County, Scripps, City of Palm Beach Gardens,
Scripps representatives, State Senators and the Business Development Board, all
but the County shared the same vision. The County has a more narrow vision (they
are "writing the check ").
• The EDOC commended City Staff and Ron Ferris, the City Manager, on their efforts
and representations of the City.
• There should be consistent delivery of governmental services.
• Review zoning through future land use plan to ensure extras for blue collar industry.
• How will EDOC voice their concerns — through recommendations recorded in the
Minutes.
EDOC Recommendations to Council
1. Review zoning overlay (City has a holding zone).
2. Offer municipal services encompassing entire project, either by Interlocal
Agreement or Annexation.
3. Have a non - profit corporation control. Oversight of combined development of
parcels by not - for - profit, broad- based, regional representation.
4. City Staff should review land use agreement of the entire area to maximize
opportunity.
Note: The EDOC would like representatives from Scripps to speak with the committee if their
time allows.
