MINUTES
FEBRUARY 23, 2004
The Parks and Recreation Advisory Board met on February 23, 2004. The meeting began
at 7:05 p.m. The Pledge was done in unison.
Members present: Mary Ann Hedrick, Phil Milton (Sheryl is out, possible Phil called in,
so don't mark excused or unexcused); Bert Premuroso, Wendy Walker, Dave Lill,
George Schmidt, and Ernest Volonte.
II. ADOPTION OF MEETING DATES
a. HOLIDAY RULE
If a holiday falls on a Third Monday, it will be rescheduling for the prior Monday or
Monday after. This was approved and seconded.
b. SUMMER MEETING NEEDS
It was suggested by the chair as to whether we should continue meeting during the
months of June and July, because lack of activity.
Tory made a motion that we continue to meet in the months of June and July.
This was approved and seconded.
The Board Meeting Dates are: Februig 23- rescheduled for February 16`h —
President's Day, March 15`h, April 19 , May 17'x', June 213', July 19'h, August I6th,
September 20'', October 18'', November 15'x', December 20th.
III. NEIGHBORHOOD PARK DIVISION
a. SURVEY RESULTS PRESENTSTION
Charlotte Presensky -a short presentation -a survey was mailed to the community
regarding Ilex Circle. There were 720 mailed. 106 returned, 63 interested 43 opposed
Some of the Questions were:
1. Would you use the park?
2. Would you like to see a half basketball court?
3. Would you like to have picnic tables?
4. Would you like to have benches?
If you have issues on other services besides the park, we have the following person
available to answer you questions. Chief Stepp - Police Dept.; Michael Morrow- Public
Works; Mike Kelly- Parks Division; Jack Doughney- Community Services; Kelvin Wise -
Code Enforcement.
. A resident brought the Neighborhood Park to a budget hearing, the Council requested to
the staff to further talked to the resident.
. The Chair stated, after looking over the survey, I would like to apologized, that we are
not putting something out there and don't care what you think. Happy to see the number
of people here and hope we can keep this meeting in an orderly manner.
This committee is here to gathering information from the residents.
b. PUBLIC INPUT
. Comments by the residents- please state your name and address when you make your
comments.
Craig- resident for seven years don't want the park, possible beautification.
Linda- resident for thirteen years, sidewalk next to bedroom, have been robbed don't
want the park.
. Jim - lived on the north side not interested with benches; use the bridge as an escape
route.
. Dan- bridge is a nuisance; too much foot traffic between school maybe build a sub
station for the police officers.
Art- didn't receive a survey don't need the park.
Pat- impact our lives in a negative way
Bob- doesn't want the park and no benches.
Scott- why do we need a development?
Howard- don't want the park too much traffic had money stolen from mailbox.
David- had five police foot chase with dogs, escaped through the bridge.
Donna- beautify but don't invite park participation.
Nick- had items stolen out of garage doesn't want the park.
Lisa — continues to leave as a vacant lot.
Kathleen- how does it get decided? Survey from residents to vote yes or no. Can
taxpayers and rentals make comments? Agrees with other residents.
Walter- supports every one and their input.
Pat- in the area where she lives, kids don't have anywhere to play, they need a park.
Michael- small trees so that fugitives don't hid, fence the area.
c. BOARD DISCUSSION
Heard a lot about beautification without hiding spots; will work with the School District
with the improving the school and enhancing the area.
Mike questioned- what would it cost to re sod? Beautification will require irrigation.
Tory- is there a limited to access; look into the bridge of opening and closing
Chief Stepp- problem is the footbridge a large number of students uses that bridge every
day. Opening and closing every day would a problem for an officer to do this, possible
have an electronic device to open and closed?
IV BUDGET FY 05/06
On March 15'h will be our budget meeting to discuss the capital improvement.

Edna- we need to build a park.
Pat- can we direct our questions to Jack.
Kathy- vacant land or parcel land
Bob- is there any property on the other side of the bridge, where you can establish a
park.

The meeting was approved and seconded to adjourn at 8:25 p.m.
