HomeMy WebLinkAboutMinutes RAB 051704PARKS AND RECREATION ADVISORY BOARD MEETING MINUTES MAY 17, 2004 7:00 PM The City of Palm Beach Gardens Parks and Recreation Advisory Board met on May 17, 2004. The meeting was called to order at 7:02 PM L ROLL CALL Members Present: Tory Buckley, Mary Anne Hedrick, Dave Lill, Philip Milton, Robert Premuroso, George Schmidt, Ernest Volont and Wendy Walker. IL Update on Ordinance 17 concerning Boards and Committees (not on agenda) a) All committee members must reapply and restart term effective October 1, 2004. b) All boards and committees will be conducted in a uniform fashion. III. District Park — Long Range Plan a) Inter -local relationship with county still exists. County is interested in continuing the relationship with the city to build the park. b) City staff began looking at ways to allocate funding to go forward with district and is looking to add it to the budget. c) They would allocate $200,000 each year, for five years, to help develop the area. d) Money would come from park impact fees. e) Area would consist of walking trails, picnic areas, bike trails and a possible dog park. f) Surveys show that citizens want this type of facility. IV. Dog Park — Discussion and Staff Recommendations Discussion was regarding an action plan to develop a dog park in the city. a) Residents want a dog park. Calls come in every day about other cities that have a dog park including West Palm Beach and North Palm Beach. b) City ordinance currently states no dogs allowed in any city park. Code and ordinance would have to be changed to allow a dog park. C) The site is a big consideration. Have to be careful as to where to put it. Make sure it is not too close to homes because of barking. d) Parking can also be an issue. e) Staff came up with two possible sites. • City Park — There are no neighbors. The land is available but will have to be cleared. Down side is it could cost about $100,000 to build at that site because of the amount of land that has to be cleared. • Lilac Park — Better possibility because land is already cleared and there is already parking from baseball fields. Cost would cost about $25,000 to build. This would be a temporary site for approximately three years. Then it would move to District Park. f) A motion was made to present Lilac Park as a temporary site for the dog park. The motion was seconded and all were in favor. V. Comments by Board Members In reference to the Lakeside opening comments were made as to how nice the opening event was. Special thank you to the Mayor, Councilman Levy and Councilwoman Delgado for coming to the event. Next meeting will be on June 21, 2004 at the Golf Course. VI.
