ECONOMIC DEVELOPMENT ADVISORY BOARD
January 13, 2005
Minutes
The Economic Development Advisory Board met on January 13, 2005. The meeting was
called to order at 8:30 AM in the Council Chambers of the Municipal Complex, located at
10500 North Military Trail, Palm Beach Gardens, Florida, and opened with the Pledge of
Allegiance.
I. ROLL CALL
Present: Elaine Beers, Frank Compiani, Lou Gaeta, Eric Habecker, Mark Murnan,
Casey Steinbacher, Kenneth Kahn, James Kissel.
Members Absent: David Haysmer.
Also Present: Dolores Key, Staff Liaison and Economic Development/Marketing
Administrator, Allyson Maiwurm, Executive Assistant to the City Manager, and Susan
Bell, Public Information/ Recording Coordinator.
II. SELECTION OF OFFICERS
The Board elected Kenneth Kahn as Chair and Lou Gaeta as Vice Chair in a 7 -0
vote.
III. APPROVAL OF MINUTES
The Board approved the minutes from the December 8, 2004 meeting.
IV. ITEMS BY STAFF LIAISON
Economic Development Element
Dolores Key reported that the Economic Element, Ordinance 48, 2004, was passed
by City Council in a 5 -0 vote. It will now go to DCA for a twenty -one day mandatory
waiting period for any objections to be filed. Dolores does not anticipate any
objections and will keep the Board posted.
Scripps - Florida Update
Dolores stated the Scripps - Florida is still in limbo and there are still many unknowns.
The Board would like to have either Ron Ferris or a City Planner come to speak at
the next meeting to discuss the Scripps project. The Board would also like to extend
an invitation to Tech - Village Partners to make a presentation in order to obtain
• accurate and up -to -date information about Scripps.

Presentation on Re- Development Opportunities in Palm Beach Gardens
Talal Benothman, Planning and Zoning Division Director along with Richard Marrero,
Planning Intern gave a presentation on the five to ten year projected re- development
opportunities in the City. Talal pointed out each commercial property that has
potential for redevelopment. There was discussion about some of the projects and
Talal gave his feedback to the board for each individual project.
Traffic Concurrency
The Board discussed traffic concurrency and what they can do to help businesses
such as Anspach to be able to expand in the City. Dolores stated that she doesn't
understand how existing corporate citizens cannot be allowed to reach their full
potential and how the movement of cars supersedes economic development. Since
the Economic Development Element is in place the Board can now come up with a
formal strategy to deal with traffic concurrency and set goals for the future. The
Board feels that this topic has to be a top priority in order to keep current businesses
in the City. It is much easier to keep your current business happy because statistics
show that only 200 companies a year, in the entire United States, will move )6 their
business. This City has to create a strategy to help the companies that are already
here. The Board agreed that ultimately, the County makes the decision on the
• number of trips being used. The Board suggested coming up with a long -term
strategy that will bring some leverage to the system which could incorporate the
buying nd selling of trips and /or the creation of a special district. The Board would
like 9(e Dan Clark, the City Engineer, to come to a future meeting to give more
information on traffic and possibility of trading or selling trips for the good of the
economic development in the City.

NEXT MEETING
The next meeting will be held on February 10, 2005. The Board would like a
presentation from Tech Village Partners and to have a discussion on traffic
concurrency issues as it affects redevelopment.
V. ADJOURNMENT
There being no further business to discuss, the meeting was adjourned at
9:51 AM.
