Br, Jonathan l PLANNING, ZONING AND APPEALS BOARD REGULAR MEETING April 12, 2005 MINUTES Meeting of the Planning, Zoning and Appeals Board of the City of Palm as, Florida, was called to order by Chair Craig Kunkle at 6:30 P.M. in the nbers of the Municipal Complex, 10500 North Military Trail, Palm Beach ida, and opened with the Pledge of Allegiance to the Flag. report by the Growth Management Administrator. Secretary for the meeting, called the roll for the Planning, Zoning and Kunkle Barry Present son (1St alternate) Rubins (2nd alternate) Absent Charles Hereford A request by Urban Design Studio, agent for Narragansett Realty II, Inc., for a rezoning 6f the Wachovia Bank building (aka Admiralty I building) from General Commercial (CG -1) to Planned Unit Development (PUD) Overlay with an underlying zoning of CG -1. The 2.51 -acre site is located at the southeast corner of PGA Boulevard and Military Trail. Mr. Solomon asked about modifying the LDR's since there was i io point to having a sign that was blocked from view. Mr. Wiseman advised staff s pos tion was that the requirements should be changed as long as the sign was tastefully done and the right size. Mr. Benothman explained that staff was currently drafting a jew sign code, working with the City Attorney. Mr. Solomon stated he had no problems xtith that. Mr. Prese t expressed his support and noted previous review of this same request had been denie . Mr. Wiseman reported the request was denied in April 1995 and February 2003, beft re the sign was obscured by the tree growth. Mr. Benothman noted the previous rc quest to have the sign on the parapet was denied by City Council because the building w s not visible from I -95. Mr. Panc ak made a motion to recommend to City Council approval of Petition PUD -05 -0 . Mr. Pennell seconded the motion, which carried by unanimous 7 -0 vote. A request y Mr. Doug Rhudy of Palm Beach Gardens Christ Fellowship, Inc., for approval tf an amendment to the Christ Fellowship North Campus Planned Unit Development (PUD) to allow the incorporation of the 20 acres of land lying immediate east of the existing North Campus into the PUD and to allow the development of an approximately 159,180 square foot expansion to the North Campus. The existing 20 -acre North Campus is generally located on the north side of Northlake Boulevard approximately one (1) mile west of Military Trail. Chair Ku le called for ex -parte communication and reported he had met with Don Hearing last week to better understand this petition. Mr. Hansen reported he had met with the applicant about six months ago and about two weeks ago. Mr. Present and Mr. Solomon both reported meeting with Don Hearing and the pastor 6 -8 months ago. Mr. Pennell reported he met with Mr. Hearing in October. Mr. Panczak reported he met with Mr. Heari p- also. Chair Kule declared the public hearing open. Hearing no comments from the public, a motion wa made to continue the public hearing. MOTION Mr. Solomon made a motion to continue the public hearing and recommendation to City Council for Petition PUD -03 -01 to a date certain of May 10, 2005. Mr. Panczak seconded the motion, which carried by unanimous 7 -0 vote. NEW BU In responsc to a question of whether the Oakwood Grill sign at PGA Commons asked for a waiver f r placement of the sign, Mr. Benothman advised it had been approved within the projects special Master Signage Program. Other developments that also had such programs vrere Legacy Place and Downtown at the Gardens. Mr. Present reported he had driven by Wackenhut and seen their new sign. Mr. Benothman advised they had a vertical sip that was damaged by the hurricane and had kept the same signage but added their logo io red. Mr. Present commented it stood out.
