HomeMy WebLinkAboutMinutes RAB 041805PARKS AND RECREATION ADVISORY BOARD April 18, 2005 Minutes The Parks and Recreation Advisory Board met on April 18, 2005. The meeting was called to order at 7:06 PM in the Council Chambers of the Municipal Complex, located at 10500 North Military Trail, Palm Beach Gardens, Florida, and opened with the Pledge of Allegiance. I. ROLL CALL Members Present: Bert Premuroso, Mary Anne Hedrick, Ernest Volonte, Phil Milton, Wendy Walker, and Carolyn Chaplik. Members Absent: Tory Buckley and David Lutrin. Also Present: Charlotte Presensky, Staff Liaison / Community Services Division Director; Mike Kelly, Parks Director. IL APPROVAL OF MINUTES The Board approved the minutes from the February meeting in a 6 -0 vote. III, ITEMS BY STAFF LIAISON Alan Leyland has resigned from the Board because he's moving out of the city. Charlotte gave the board an update on questions they had asked at the last meeting. She stated that the Howell Watkins meeting will not take place for several months because the project is not ready to go at this time. The meeting will probably take place in the fall. Staff is currently working on the questions for the new recreation survey. The survey will appear in the Fall brochure so there's still plenty of time to complete it. In reference to the skate park, staff has followed up with the skate park users and there is a skating competition coming up on April 30, 2005 called the Gardens Grind. There will be more conversation with the skate park users at that event. Charlotte feels they are aware that the board is trying to incorporate the lighting into the new budget and since it now gets dark later due to day light savings time they are able to use the park later into the evening. Budget Development Charlotte stated that she is still in the first stage of the budget planning process which includes personal development and requests. She said she is still waiting on projections from impact fees. Allen Owens, Finance Administrator is scheduled to come to the May meeting to discuss the budget and future projects with this board. Hurricane Update Mike Kelly reported to the Board that the majority of the hurricane repairs have been made. The Plant Drive basketball courts have all new lighting. There are still a few repairs that need to be made but for the most part most of the repairs have been completed. All the information has been submitted to FEMA and they are just waiting for their response. Charlotte added that the City is hosting a hurricane seminar on April 20, 2005 at the Burns Road Community Center. The set up will be similar to a trade show where they will be different companies with booths giving the public information. There will also be a presentation from Steve Weagel, the Meteorologist from WPTV. City staff will also give information about how to prepare for the upcoming hurricane season. IV. OLD BUSINESS Project Update Charlotte shared with the Board a slide presentation regarding the park projects that are being developed in the City. She thanked the board for all their hard work over the years in helping to develop these projects and follow them through. The presentation included the update of Ilex Circle, The Dog Run, Thompson River Linear Park, City Park, Lake Catherine Softball Complex, and the Bums Road Community Center. The Grand Opening of the new pool will be on Memorial Day weekend. Burns Road Community Center Closing Plan The City received bids from two companies for the construction of the Community Center. The bid should be awarded by City Council in early May and the anticipated start of construction is in June. Summer Camp will be held at the Community Center as opposed to the planned relocation to Palm Beach Gardens High School. Staff felt for safety precautions it would be better to close the Community Center in the fall instead of the summer. Palm Beach Gardens High School will be used in the fall to hold some of the programs that are held at the Community Center. V. NEW BUSINESS FRDAP Grand Update/Status Charlotte reported that there is a possibility that the City might not receive grant funding this year. The City's application score was lower than in past years and there were over 200 applications submitted for the grant. Charlotte feels there is a 50/50 chance that she will receive money. She will keep the board up to date on the grant process. Tennis Center This item was tabled until next meeting Education Advisory Committee Survey Charlotte informed the board that the Education Advisory Committee put out a survey about adult education. Since the survey was released, the area school board superintendent indicated that Palm Beach Gardens High School will once again become a Community School and offer adult education classes. Charlotte asked that the board check out the survey on the City's website. Comments from the Board Ernest Volonte asked Mike Kelly about the timing of the ball park lights. Mike stated that the lights go on at approximately 6:30 PM. VIII. ADJOURNMENT There being no further business to discuss, the meeting was adjourned at 7:53 PM.
