HomeMy WebLinkAboutMinutes EDAB 021005ECONOMIC DEVELOPMENT ADVISORY BOARD February 10, 2005 Minutes The Economic Development Advisory Board met on February 10, 2005. The meeting was called to order at 8:30 AM in the Council Chambers of the Municipal Complex, located at 10500 North Military Trail, Palm Beach Gardens, Florida, and opened with the Pledge of Allegiance. 1. ROLL CALL Present: Frank Compiani, Lou Gaeta, Eric Habecker, David Haysmer, Kenneth Kahn, James Kissel, Mark Murnan, Casey Steinbacher. Members Absent: Elaine Beers. Also Present: Dolores Key, Staff Liaison and Economic Development/Marketing Administrator; Natalie Wong, Senior Planner; Kara Irwin, Senior Planner; Charles Wu, Growth Management Administrator; Clinton Glass, Mike Smolak and Reid Hotaling from Tech Village Partners 11. 11. APPROVAL OF MINUTES The Board approved the minutes from the January 13, 2005 meeting with minor corrections. 111. ITEMS BY STAFF LIAISON Honda Classic Dolores informed the Board that the City will not be accepting the offer of a� sky box at The Honda Classic. The City has declined the in -kind contribution for the sky box since the location of the Scripps project has not been determined, as of date. Bio 2005 The City has reserved a 10' X 20' space for this year's Bio2005. Due to the success of last year's show, the City has opted to secure a larger space. Traffic Concurrency — PGA National DRI Dolores gave the Board background on the PGA National DRI. She stated that there are 5 business projects that are not completed and therefore at risk. Some of these are Bascom Palmer Eye Institute, LRP Publications expansion and PGA National Resort expansion. The City has heard, via the grape -vine, that the Department of Transportation has taken a very hard stand. DOT has stated, to the effect, that after August 29, 2005, they will object to the City to issuing any Certificates of Occupancy in PGA National DRI. This means that any project that is not complete by August 29, 2005, will not be allowed to occupy their building. The City is collecting data to show that value -added jobs are at risk. Dolores will update the Board when more information is available. IV. NEW BUSINESS Tech Village Partners Il: Presentation by Clinton Glass and Reid Hotaling Clinton Glass and Reid Hotaling from Tech Village Partners 11, a collaboration between Centex Homes and Lennar Homes, gave a presentation titled "Mecca/Vavrus, Imagine Creating your Legacy ". The presentation was based on bringing The Scripps Research Institute to the Mecca/Vavrus properties. The presentation highlighted: environmental benefits; sale benefits; live, work, play, and learn benefits; economic benefits; and a background on Tech Village Partners. They discussed why they felt the Mecca/Vavrus location is the best location for Scripps. Open discussion and questions from the Board followed the presentation. How will Tech Village Partners coordinate the availability of the homes to the need of the workforce? Reid Hotaling replied by saying that Centex and Lennar are experts in this field and this will be done through a planned process. There was discussion about affordable housing. Tech Village Partners stated that, based on the median income, a percentage of the homes will be required to be affordable housing. Price points have not been established for the various housing units because the project is still in the conceptual stage without any approvals. Casey Steinbacher asked if there are required percentages for affordable housing by the City of Palm Beach Gardens. Charles Wu, Growth Management Administrator for the City, stated that Tech Village Partners will have to go through a land use change and zoning process which is very extensive. As the proposed project moves through the workshop process with the Planning, Zoning and Appeals Board, there will be extensive discussion about price ranges, affordability of homes, and the type of market Tech Village Partners is trying to attract. Casey added that she felt that affordable housing must be part of the big picture vision and an essential part of whether the bio- science cluster succeeds or fails in the community. 2 City Initiated Comprehensive Plan Changes to Allow for Economic Development Initiatives in Palm Beach Gardens: Presented by Kara Irwin, Senior Planner. Dolores Key introduced Kara Irwin, Senior Planner, and stated that Kara would be giving an abbreviated version of the presentation that she will be giving to City Council on February 17, 2005. Dolores also stated that Kara had presented the items to the Planning, Zoning, and Appeals Board and all of the elements were passed unanimously. Kara discussed the Future Land Use Test Element, Conservation Element, Capital Improvement Element and the Future Land Use Map Element. Kara gave the Board the background of the proposed comprehensive plan changes, and outlined each element of the proposed changes for the City's Comprehensive Plan. After Kara's presentation, a motion made to endorse staffs recommendations regarding the Comprehensive Plan Elements because the proposed elements were staying true to the Board's original vision: to find opportunities to diversify the economic base of the City of Palm Beach Gardens. The motion passed 7 -0. The Board also asked for a letter to be authored, reflecting their position, and for it to be read into the record at the City Council meeting when the elements were to be presented. Kenneth Kahn, Chair, will attend the City Council meeting and present the position of the Economic Development Advisory Board to City Council. V. NEXT MEETING The next meeting will be March 10, 2005. The agenda will include Traffic Concurrency and City Engineer, Dan Clark of LBFH, will be the speaker. VI. ADJOURNMENT There being no further business to discuss, the meeting was adjourned at 9:43 AM.
