Minutes
The Parks and Recreation Advisory Board met on September 19, 2005. The meeting was
called to order at 7:02 PM in the Council Chambers of the Municipal Complex, located at
10500 North Military Trail, Palm Beach Gardens, Florida, and opened with the Pledge of
Allegiance.
ROLL CALL
Members Present: Tory Buckley, Wendy Walker, Mary Ann Hedrick, Philip Milton, and
David Lutrin.
Members Absent: Robert Premuroso, Carolyn Chaplik, and Ernest Volonte.
Also Present: Charlotte Presensky, Mike Kelly, Tim Kasher, Ron Ferris, Chris Tatum,
Amy Luekemeyer, Jack Doughney, and Brad Weissman.
II. APPROVAL OF MINUTES
The Board approved the Minutes from the May 2005 meeting in a 5 -0 vote.
III. OLD BUSINESS
Charlotte presented the PowerPoint Presentation on the District Park. She stated that the
purpose of the meeting was to inform residents about the plans for the park. The park is a
County park and will be developed by the County. She gave the history of the site from
1999 to present. She presented a site plan and discussed the evolution of the park plan.
She also discussed the details of the master plan which provides a balanced mix of active
and passive recreational facilities. The plan sets aside more than 50% of the site in
upland preserves, native vegetative buffers, filter marshes, and a passive lake. She said
the information gathered at this meeting will be passed on to County staff for their
consideration.
IV. COMMENTS BY PUBLIC
I) Beverly Gregory of 335 Pine Hill Trail stated she is concerned about the
effect the park will have on Shady Lakes and the extension of Shady Lakes
Drive.
2) Carl Zedman of Bent Tree is concerned about the traffic and the lighting. He
suggested relocating the entrance of the park so it will not affect the residents
of Bent Tree.

3) Ruth Peeples of Bent Tree stated that 5 ball parks are too many. She would
also like the entrance relocated and the parking area switched with the
location of the maintenance area. She would like the wet lands to be closer to
Bent Tree and not the ball parks. She also feels there is not enough parking
and people will be parking on the street.
4) Leslie Olsen of Bent Tree is also concerned about the lighting. She wanted to
know if there will be a press box at the ball fields because this will increase
the noise. She is also worried about crime increasing.
5) Len Rubin of Bent Tree would like to see the upland preserve closer to Bent
Tree and ball fields closer to I -95.
6) Farhad Kadar of Bent Tree would like to see more soccer fields because there
are not enough in the City.
7) Dawn Reeves of Paprika Lane stated she is upset by the idea of adding a
passive park. She feels that passive activities are not needed. Also, she does
not support adding ball fields but she would like to see clay tennis courts. She
would like every member of the Board and the County Commission to
respond to her request.
8) Debra West of Bent Tree likes the idea of a passive park. She is concerned
about the lighting because Bent Tree is so close to the park. She also feels
there is not enough parking and that will affect the Bent Tree residents. She
would like to see the passive side of the park closer to Bent Tree and the ball
fields moved to the other side.
9) Pat Hughey stated she would like to see Shady Lakes Drive completed to help
with the traffic flow of the park.
10) Karen Cochren of Bent Tree is concerned about the noise. She would also like
to see the entrance moved and parks and passive areas switched.
11) Mike Gregory of Shady Lakes is concerned that County wants an active park
and the City wants a more passive park.
12) Ruth Peeples wanted to know if the schools will be able to use the park since
they have limited facilities.
13) Joseph Lee, Principal of Duncan Middle School, stated that the school is
getting so big that they are taking away the athletic fields. He would like to
see the school be able to use the park fields.
Charlotte Presensky will take all the information and pass it on to the County for their
consideration.
V. COMMENTS BY BOARD
Tory Buckley wanted to know what happened to passive activities that this Board
discussed such as bike trails and jogging.
David Lutrin stated that he thought the Board embraced the design of the park being a
"50150 active passive park" Charlotte stated that the information was passed on to the
County and this meeting was really just to inform public and get their ideas and concerns
about the park. She assured the Board that they are on record as to what their feelings are
about the parks design.
Karen Marcus, County Commissioner, stated that although this is County property the
City will be maintaining the park. As of now, the City is in violation of the Inter -Local
Agreement and she would like this Board to express it's feelings to City Council
regarding moving forward with the development of the Park.
Tory Buckley discussed changing the site plan to move the ball fields to the back of the
park and the passive activities closer to the residential areas. He feels there is a definite
need for more ball fields.
VII. ADJOURNMENT
There being no further business to discuss, the meeting was adjourned at 7:58 P.M.

Dear Commissioner Marcus:
Our Council and Staff both appreciated your time and attendance at the regular meeting of the Recreation
Advisory Board's August meeting. The information provided on the District Park Master Plan was well
received by our citizen group and has gained their support.
As you have seen, the Recreation Advisory Board drafted a letter of support for the project and its master
plan. This letter was forwarded to our City Council as a demonstration of their willingness to be a part of
this important project. As with all public projects, the City and advisory boards take an aggressive stance
on gaining public input from the surrounding neighbors who will be affected by development. Although
this project serves a wide community, those residing close to the park site need to be provided with
adequate information. The Recreation Advisory Board plans to host a public information meeting at its
regular September 19th, 2005 meeting. The participation of county staff and yourself would be greatly
appreciated.
Clearly, this is a positive project for North County residents and we wish to continue to assist in facilitating
the process of development. A City Staff Planner has been assigned to the project and will be happy to
work with your staff through the planning and zoning process. We anticipate an expedited, but required,
review of the project though our development process culminating in the City Council's consideration in
November. I will continue to act as the Council's contact person to the project and remain available to
work with you.
