A Development Review Committee meeting will be held on Thursday, April ia, 2005 at

following development application:
Petition SP- o6- 02 -04: A request Mr. Ryan B. Johnston, of the Johnston Group, on
behalf of Normac Development, LLC, for site plan approval to allow the construction of a
50,000 square -foot, three (3) story office building within Phase 2 of the Banyan Tree
Planned Unit Development (PUD). The currently vacant subject site is located at the
northwest corner of Northlake and MacArthur Boulevards.
The applicant will be in attendance at this meeting. Our office requests your participation in
the review of this project. Please review this request and attend the meeting if possible,
bringing written comments. If you cannot attend, please forward any comments or
outstanding issues relative to the subject petition to our office. Should you have no

We have the following comments:
• The applicant shall provide a written response to all comments, indicating
how each comment has been addressed.
Certification Issues
The applicant shall include all relative information for the existing and
proposed conditions along MacArthur Boulevard to include, but not limited to,
existing and proposed lane widths, pavement markings, striping, and signage,
curbing, surface materials, and limits of improvements and shall comply with
the recommendation of Palm Beach County Traffic Division's in their letter

dated December 6, 2005 and conditions of approval in the City's Traffic
Consultant's letter dated December 14, 2006.
2. The applicant shall provide a photometric plan meeting all applicable
requirements of LDR Section 78 -182 for City review and approval.
3. The applicant shall identify the proposed light pole locations on the site plan,
engineering plans, and landscape plan in accordance with LDR Section 78 -46.
4. The applicant shall identify the existing and proposed curb radii at the project
entrance. Per LDR Section 78 -508, minimum curb radius at the project
entrance shall be 30 feet.
5. The applicant shall identify all internal curb radii along the fire emergency
access route to be a minimum 20 -foot inside and 45 -foot outside.
6. The applicant shall provide a detail for the proposed on -site asphalt pavement
meeting the requirements of LDR Section 78 -499. The applicant has provided
a detail of the on -site paver brick area, which meets the requirements of LDR
Section 78 -499.
7. The applicant shall provide a detail for the proposed off -site asphalt roadway
and proposed off -site paver brick roadway meeting the requirements of LDR
Section 78 -499.
8. The applicant shall provide bicycle parking spaces in accordance with LDR
Section 78 -411 through 78 -414. The applicant shall also identify the number of
required and proposed bicycle parking spaces within the Site Data Table.
9. The applicant shall show the proposed handicap sign and handicap ramp
locations in plan view on the site plan in accordance with LDR Section 78 -371.
10. The applicant shall provide pedestrian crosswalks and handicap ramps at the
project entrance at MacArthur Boulevard, at the shared project entrance at
Northlake Boulevard, and at the intersection of Northlake Boulevard and
MacArthur Boulevard.
11. The applicant shall show and identify a public access easement for the public
sidewalk within the boundaries of the project in accordance with LDR Section
78 -46.
12. The applicant shall relocate the loading spaces to minimize traffic congestion in
accordance with LDR Section 78 -363. The applicant shall also stripe and
clearly mark the loading spaces.

13. The applicant shall verify the number of proposed parking spaces on -site and
identify the seven shared parking spaces in accordance with LDR Section 78-
46. We have identified 204 proposed parking spaces within the project
boundaries. The applicant has correctly identified 217 required parking spaces
in accordance with LDR Section 78 -345.
14. The applicant shall identify all proposed drive aisle widths in plan view in
accordance with LDR Section 78 -344.
15. The applicant shall add the following note to the site plan in accordance with
LDR Section 78- 344(f)(2): "All striping, excluding parking stalls, shall be
installed with thermoplastic material."
16. The applicant shall provide a stop sign and stop bar at the project entrance at
MacArthur Boulevard and identify the existing stop sign and stop bar at the
shared project entrance at Northlake Boulevard in accordance with LDR
Section 78 -46.
17. The applicant shall provide appropriate on -site signage (i.e. stop signs, stop
bars, no parking signs, loading zone signage, etc.) in accordance with LDR
Section 78 -46.
18. The applicant shall identify RCP on the Paving, Grading & Drainage
Preliminary Design in accordance with LDR Section 78- 524(2), which requires
all drainage pipes under load- bearing surfaces to be RCP.
19. The applicant shall identify the existing and proposed drainage system/drainage
pattern along MacArthur Boulevard, the modified project entrance at
MacArthur Boulevard, and the extended deceleration lane at Northlake
Boulevard in plan view on the engineering plan.
20. The applicant shall identify the proposed modification to the existing curb inlet
within MacArthur Boulevard at the south side of the modified project entrance
in plan view on the engineering plan.
21. The applicant shall identify the proposed modifications to the existing rip -rap
collars where Phase 2 connects to the existing drainage system in plan view on
the engineering plan.
Non - Certification Issues
1. The applicant shall provide a Type F Curb detail and Curb Transition detail for
City review and approval.
2. The applicant shall provide a copy of the approved South Florida Water
Management District (SFWMD) permit for Phase 1. The applicant states in

their narrative and drainage statement that Phase 1 was designed to
accommodate the development of Phase 2.
3. The applicant shall provide surface water management calculations for Phase 2
signed and sealed by a professional engineer registered in the State of Florida
for City review and approval.
4. The applicant shall provide hydraulic pipe calculations and exfiltration trench
calculations signed and sealed by a professional engineer registered in the State
of Florida for City review and approval.
S. The applicant shall provide the structural numbers for the proposed asphalt
pavement in accordance with LDR Section 78 -499, Table 41. The applicant
shall provide a table indicating the layer, materials, LBR/FBV, material
thickness, FDOT layer coefficient; the SN for the pavement section, base
section, and subgrade section; and the total SN for the total pavement section
and the required SN in accordance with the FDOT Flexible Design Manual.

1. Not Satisfied. The money placed into escrow for the beautification of the road
shoulders and median adjacent to Phases 2 and 3 shall be addressed when these

The applicant shall address the drainage for the MacArthur Boulevard
improvements.
3. Satisfied. The sidewalk along Northlake Boulevard for Phases 2 and 3 of the
PUD shall continue the meandering path that has been established in Phase 1.
The applicant has shown an existing meandering sidewalk adjacent to
Phase 2 along Northlake Boulevard.
4. Satisfied. Phase 2 shall be limited to 38,500 square feet of retail space, as
referenced in the August 21, 2001 Traffic Equivalency Statement prepared by
Yvonne Ziel Traffic Consultants, Inc. The square footage may be amended in
the future through amended traffic analysis or traffic equivalencies prepared by
the applicant, successors or assigns, and approved by the City. (Planning and

The Traffic Impact Analysis prepared by Kimley Horn & Associates, Inc.
dated November 22, 2005 which proposed to replace the previously
approved 38,500 square feet of retail use with 20,000 square feet of
professional business space and 30,000 square feet of medical office space
with the build -out date extended to December 31, 2008 was reviewed and
approved by Palm Beach County Traffic Division on December 6, 2005
and the City's Traffic Consultant, McMahon Associates, Inc. on December
14, 2005.
Conditions of Approval per Ordinance 11, 2003
1. Ongoing. Construction access for Phases 1, 2, and 3 shall only occur from
Northlake Boulevard; no construction access shall be permitted from
MacArthur Boulevard. (Planning and Zoning)
Condition will remain ongoing until construction completion acceptance.
2. Not Satisfied. The applicant, successors or assigns shall submit a revised
traffic analysis with the submission of the development application for Phase 2.
The traffic analysis for Phase 2 shall show the exit from the site onto
MacArthur Boulevard as a right -out only. Subsequent amendments to the PUD
to include Phase 2 shall reflect said access point as described above. (Planning

The current site plan does not identify a right -out only exist at MacArthur
Boulevard.

1. "Applicant shall copy to the City all permit applications, permits, certifications
and approvals. " (City Engineer)
2. "Applicant shall provide all necessary construction zone signage and fencing

3. "Prior to construction plan approval and the issuance of the first land alteration
permit, applicant shall provide cost estimates in accordance with LDR Section 78-
309 and 78 -461 and for on -site project improvements, not including public
infrastructure, or landscaping and irrigation costs for review and approval by the
City. The cost estimates shall be signed and sealed by an engineer and landscape
architect registered in the state of Florida and shall be posted with the City, prior

4. "The construction, operation and /or maintenance of any elements of the subject
project shall not have any negative impacts on the existing drainage of
surrounding areas. If, at any time during the project development, it is
determined by the City that any of the surrounding areas are experiencing
negative drainage impacts caused by the project, it shall be the applicant's
responsibility to cure said impacts in a period of time and a manner acceptable
to the City prior to additional construction activities. " (City Engineer)
5. "Prior to issuance of the first land alteration permit, applicant shall submit
signed /sealed /dated construction plans (paving /grading /drainage and
water /sewer) and all pertinent calculations for review and comment". (City

6. "Prior to construction plan approval and the issuance of the first land
alteration permit, applicant shall schedule a pre permit meeting with City

7. "The applicant shall provide a letter of authorization from the utility easement

Applicant
Staff has reviewed the above - referenced petition and has the following comments:
It is staff s professional opinion that the proposed site design and architecture are
not consistent with the requirements of Condition 18 of Ordinance 41, 2001
(attached). More specifically, the proposed building does not "frame" the open
space in and around the Banyan Tree; and it does not appear that the building
was designed so as not to overshadow the Banyan Tree. Staff is suggesting that
the building be designed so that it is prominently oriented towards the Banyan
Tree yet maintains emphasis on the site's location at a gateway and transition
point into the community as required pursuant to Section 78- 23o(b)(3).
2. The applicant shall review the requirements of the Northlake Boulevard Overlay
Zone (NBOZ), Division 3 of the City's LDRs, and demonstrate compliance with
the requirements contained therein. Additionally, the required setbacks and
building height shown on the site plan shall be those identified in said Division.
3. The applicant shall demonstrate compliance with Condition 17 of Ordinance 41,
2001 relating to the architecture for Phase 2.
4. The site plan data identifies seven (7) parking spaces that are proposed to be
"shared" with the Blood Bank. Since off -site parking is not permitted by Code,
the applicant shall clarify this issue with staff.
5. The applicant shall provide a colored elevation for review by staff. The applicant
shall be aware that colored, three - dimensional perspectives of major
architectural elevations are required to be submitted prior to a hearing before
PZAB.
6. The applicant is proposing to extend the build -out date for the project to
December of 20o8. The applicant should anticipate conditions of approval in the
approving resolution similar to the requirements for an administrative time
extension to a project's build -out date pursuant to Ordinance 10, 2003.
7. The applicant shall be aware that pursuant to Condition No. 8 of Ordinance 17,
2003, prior to site plan approval for Phase II, the City shall be reimbursed for 1/2
the cost of the MacArthur Boulevard improvements, as defined in said ordinance.
8. Staff is not in support of having signage at the top of the building facing the
residential community to the north.
9. The applicant shall be aware that pursuant to Section 78- 43(h), the Growth
Management staff will request that this petition be reviewed at an advertised
workshop at the Planning, Zoning and Appeals Board in order to obtain
comments from the adjacent residents.
The applicant shall respond, in writing, to the comments listed above, and submit eight
(8) copies of all plans, whether amended or not, unless otherwise specified, and
associated documents upon re- submittal.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PALM
BEACH GARDENS, FLORIDA, PROVIDING FOR THE APPROVAL OF
AN APPLICATION FROM SOUTH FLORIDA BLOOD BANKS FOR
REZONING OF 12.64 ACRES OF LAND LOCATED ON BOTH SIDES
OF MACARTHUR BOULEVARD, ON THE NORTH SIDE OF
NORTHLAKE BOULEVARD (PARCELS 12.04 AND 12.05), AS MORE
PARTICULARLY DESCRIBED HEREIN, TO A PLANNED UNIT
DEVELOPMENT (PUD), AND THE APPROVAL OF THE "BANYAN
TREE" MASTER PUD PLAN FOR PHASE 1 OF THE PUD TO
CONSTRUCT AN APPROXIMATELY 40,900 SQUARE -FOOT OFFICE
BUILDING (BLOOD BANK); PROVIDING FOR CONDITIONS OF
APPROVAL; PROVIDING FOR WAIVERS; PROVIDING FOR
SEVERABILITY; PROVIDING FOR CONFLICTS; AND PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, the City of Palm Beach Gardens received an application (PUD- 01 -09)
from the South Florida Blood Banks for approval of the "Banyan Tree" Master Planned
Unit Development (PUD) Plan and the first phase of the PUD located at the northwest
(Phases 1 and 2) and the northeast (Phase 3) corners of Northlake Boulevard and
MacArthur Boulevard, so as to construct a 40,900 square -foot office building (Blood
Bank) on the western portion of the 7.43 -acre Parcel 12.05, as more particularly
described in Exhibit "A" attached hereto; and
WHEREAS, the list of approved and conditionally approved uses for Phases 1, 2
and 3 of the Banyan Tree PUD are listed in Exhibit "B" attached hereto; and
WHEREAS, the approvals of Phases 2 and 3 of the "Banyan Tree" PUD Master
Plan shall be done as future amendments to the "Banyan Tree" PUD approval, including
review by the Planning and Zoning Commission and City Council; and
WHEREAS, the Growth Management Department has recommended approval of
the rezoning of Parcels 12.04 and 12.05 and the "Banyan Tree" Master PUD Plan for
Phase 1; and
WHEREAS, on October 23, 2001, the City's Planning and Zoning Commission
reviewed said application and recommended that it be approved with the requested
waivers, subject to certain conditions stated herein.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF PALM BEACH GARDENS, FLORIDA:

SECTION 1. The City Council of the City of Palm Beach Gardens, Florida hereby
approves the rezoning of Parcels 12.04 and 12.05, as more particularly described in
Exhibit "A" attached hereto, to a PUD, and a master planned unit development (PUD)
plan known as the "Banyan Tree" PUD for Phase 1 of the PUD to permit the construction
of an approximately 40,900 square -foot office building (blood bank) on the western
portion of Parcel 12.05.
SECTION 2. Said Planned Unit Development is approved subject to the following
conditions, which shall be the responsibility of the applicant, its successors or assigns:
1. Prior to the issuance of the first building permit, the applicant shall meet all of
South Florida Water Management District's ( SFWMD) requirements, which
includes the certification of the Lake Catherine project, and submit to the City a
SFWMD permit or a letter of approval for the Blood Bank's surface water
management system. The SFWMD approval shall include approval of the water
quality, site storage calculations (shall be consistent with the assumption made for
the Lake Catherine permit issued in 1990), and stormwater discharge
requirements. (City Engineering)
2. Prior to the issuance of a certificate of occupancy, the applicant shall place $8,400
into an escrow account for its share of the beautification of the Northlake
Boulevard road shoulders and median adjacent to Phase 1 of the Banyan Tree
PUD. The money placed into escrow for the beautification of the road shoulders
and median adjacent to Phases 2 and 3 shall be addressed when these phases
request development approval. (Planning and Zoning)
3. Construction access for Phases 1, 2 and 3 shall only occur from Northlake
Boulevard; no construction access shall be permitted from MacArthur Boulevard.

16. The sidewalk and the right turn lane along Northlake Boulevard into Phases 1 and

17. The architecture for Phases 2 and 3 shall contain compatible treatments, styles,
materials, and colors as those approved in Phase 1, including vertical elements
such as towers or design elements, smooth and textured painted stucco surfaces,
cement tile roofing, multi -paned windows of mixed design (flat head and arched
heads), dormer windows or other similar treatments, railings, louvered shutters,
awnings, and entry porticos and building interconnections. (Planning & Zoning)
18. The site layout for Phases 2 and 3 shall reflect and respect the uniqueness of the
Banyan Tree in the MacArthur Boulevard median by employing best urban design
and site planning techniques that emphasize the urban space, pedestrian quality
and city entryway feature. The design of Phases 2 and 3 shall include, but not be
limited to, the following principles:
a. Appropriate spacing and location of buildings that adequately frame the
open space in and around the Banyan Tree area;
b. Sensitive building massing and bulk that do not overshadow the Banyan
Tree;
C. Proper symmetry of site design and architectural treatments for areas
immediately adjacent to the Banyan Tree;
d. Full integration of the Banyan Tree open space with the site design of
Phases 2 and 3 oriented toward the Banyan Tree. This area is not
appropriate for the location of excessive asphalt pavement, dumpsters,
intrusive signage, and loading areas.
e. Careful consideration may include but is not limited to street furniture,
landscape enhancements, accent lighting, public art, and open space that
enhances the pedestrian environment in and around the Banyan Tree.

19. The applicant, successors or assigns shall submit revised traffic analyses with the
submission of the development applications for Phases 2 and 3. The traffic
analysis for Phase 2 shall show the exit from the site onto MacArthur Boulevard as
a right -out only. The traffic analysis for Phase 3 shall show the exit from the site
onto MacArthur Boulevard as a left -out only; alternatively, this access point may
be shown as an ingress only to the site (no egress). Subsequent amendments to
the PUD to include Phases 2 and 3 shall reflect these access points as described

road right -of -way frontage, to allow for a fourth ground sign on the site.
2. Section 78- 508(b) of the City's Land Development Regulations (LDRs) that
requires a 150 -foot minimum distance between a proposed and an existing
intersection, to allow for a separation of approximately 110 feet.
3. Section 6 -2 of the Northlake Boulevard Overlay Zoning (NBOZ) District that limits
the height of a building to 55 feet, to permit a maximum building height of 58 feet.
4. Section 5 -6 of the Northlake Boulevard Overlay Zoning (NBOZ) District that
requires a flat wall sign to be located at the first floor level, to allow for one (1) flat
wall sign immediately below the fourth floor roof line.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY PALM
BEACH GARDENS, FLORIDA APPROVING AN AMENDMENT TO
THE BANYAN TREE PLANNED UNIT DEVELOPMENT (PUD) IN
ORDER TO ALLOW MODIFICATIONS TO THE PREVIOUSLY
APPROVED MASTER PLAN FOR THE PUD AND TO ALLOW AN
EXTENSION TO THE BUILD -OUT DATE FOR THE PUD,
GENERALLY LOCATED ON BOTH THE NORTHEAST AND
NORTHWEST CORNERS OF NORTHLAKE AND MACARTHUR
BOULEVARDS (PARCELS 12.04 AND 12.05), AS MORE
PARTICULARLY DESCRIBED HEREIN; AMENDING CONDITION
NO. 21 OF ORDINANCE 41, 2001 AND CONDITION NO. 4 OF

WHEREAS, the City of Palm Beach Gardens previously approved Ordinance 41,

conceptual approvals for Phases II and III of the PUD; and
WHEREAS, the City of Palm Beach Gardens received an application (PUD -03-
03) for an amendment to the Banyan Tree PUD, generally located on both the northeast
and northwest corners of Northlake and MacArthur Boulevards (Parcels 12.04 and
12.05), as more particularly described herein, to allow for modifications to the previously
approved Master Plan; and
WHEREAS, the Growth Management Department has reviewed said application
and determined that it is sufficient and that it is consistent with the City's
Comprehensive Plan and Land Development Regulations and has recommended
approval of the petition; and
WHEREAS, on May 13, 2003, the City's Planning and Zoning Commission held
a public hearing and recommended approval of the amendment with the conditions
stated herein; and
WHEREAS, the City Engineer received an application to extend the build -out
date for the Banyan Tree PUD, previously established in Ordinance 41, 2001 and
restated in Ordinance 11, 2003, from December 31, 2003, to December 31, 2006; and

WHEREAS, the City Engineer and City's Traffic Consultant have indicated that
the request for a time extension meets the City of Palm Beach Gardens Traffic
Performance Standards and have no objections to extending the build -out date of the

in the best interest of the citizens and residents of the City of Palm Beach Gardens.

special district pertaining to the landscape maintenance of Northlake

The applicant is proposing to add medical use and building square footage that requires
more parking and additional imperious area to the site than previously approved. It is our
opinion that this proposal reduces open space that was anticipated to create a "special"
entryway into the City. We have grave concerns that this proposed project subtracts from
the Banyan Tree PUD and City vision. We have reviewed the Land Development
Regulations for the above - referenced application and provide the following comments:
Certification Issues:
Landscape plans for the proposed site shall follow the standards of the Northlake
Boulevard Overlay Zone as outlined in Section 78 -228 of the LDR. Please revise
the site plan and landscape plan accordingly.
/ 2. In accordance with Section 78 -230 (b) (2) a. of the LDR, design techniques that
lessen the impacts along the Northlake Corridor are encouraged. Please update the
site plan and landscape plan accordingly.
3. In accordance with Section 78 -683 (c) (7) of the LDR, development which occurs
within the MacArthur Banyan Tree Historic Overlay Protection Zone shall
provide for a substantial gateway design to the entrance of the city at that
location, including but not limited to the use of additional hardscapes and
landscaping. We recommend redesigning the building. The design should break
up the mass of the building while creating focal points, an aesthetic entry into the
city, and the respect demanded by the historic Banyan tree. Please revise the site
plan and landscape plan accordingly.
4. The applicant shall revise the landscape plan to provide consistency with the
species and design utilized for the rest of the PUD. An area of special concern is
the plantings along MacArthur Boulevard. The buffer directly adjacent to the
historic banyan tree shall be a minimum 15 feet wide excluding the sidewalk.
Berms shall be utilized similar to the berms used along the east side of MacArthur
Boulevard. Also, all proposed Medjool Date Palms shall be replaced with Florida
Royal Palms.
5. In accordance with Section 78 -228 (1) (3) b. of the LDR, the foundation planting
area for a building of two or more stories shall be not less than 30 percent of the
height of the adjacent wall. The proposed building height would require
foundation planting areas a minimum width of 14.7 feet. Please revise the
landscape plan accordingly.
6. In accordance with Section 78 -228 (1) (3) c. 2. of the LDR, trees and palms shall
be of an installed size relating to the height of the adjacent wall or fagade as
indicated in Table 4 -12. Please revise the landscape plan to show the height of all
trees and palms installed in foundation plantings meeting the requirements shown
in Table 4 -12.
7. In accordance with Section 78 -228 0) (3) of the LDR, divider medians shall be
installed between rows of parking. One tree shall be planted for each 30 linear
feet of a divider median or fraction thereof. The minimum width shall be five feet
of un- encroached landscape area. Please revise the site plan and landscape plan
accordingly.
8. In accordance with Section 78 -228 0) (2) e. of the LDR, all interior landscape
islands shall be a minimum of eight feet in width excluding the required curb. The
proposed plan provides islands which range in size from five to five and one half
feet in width excluding the curb. Please revise the site plan and landscape plan
accordingly.
9. In accordance with Section 78 -228 (g) of the LDR, fifty percent of the landscape
palette shall be from the lists provided in Tables 4 -7A and 4 -7B. Please provide
/documentation on the landscape plan to show this requirement has been met for
the site.
10. In accordance with Section 78 -228 (h) (4) of the LDR, Table 4 -8C shall be used
to determine the amount of points assigned to landscape material. Please revise
the landscape plan to show the proper points assigned to groundcovers based on
the table.
11. In accordance with Section 78 -228 (h) (13) of the LDR, not more than 40 percent
of the total landscape area shall be covered by sod or grass. The landscape plan
denotes the maximum amount of sod permitted but does not show the maximum
amount proposed. Please provide documentation showing this requirement has
been met.
12. Several conflicts exist between the locations proposed for utilities, drainage, and
landscaping. The landscape plan will need to take these locations into
consideration and be designed to prevent changes to the plan after City Council
approval. Please revise the site plan and landscape plan to eliminate all possible
conflicts.
Non - Certification Issues:
13.I recommend relocating the dumpster to a position away from MacArthur
J Boulevard and the historic Banyan tree.
14. In accordance with Section 78 -230 (a) (2) of the LDR, all mechanical equipment
shall be screened from public view utilizing any combination of landscaping and
non - living opaque materials. Screening shall extend at least one foot above the
object to be screened. Please revise the site plan and landscape plan to indicate the
proper screening of all mechanical equipment including the proposed generator.
15. In accordance with Section 78 -228 (h) (14) c. 2. of the LDR, all tree and shrub
beds shall have mulch installed and maintained at a depth of three inches. The
proposed plans have a notation specifying two to three inches of mulch to be
installed. Please revise the notation on the landscape plan to show a minimum
three inches of mulch will be installed.
16. The applicant shall revise the site plan and landscape plan to include the
installation of a six feet wide side walk along Northlake Boulevard matching the
existing sidewalk in front of the South Florida Blood Bank.
17. The project narrative indicates that the drainage for the site will utilize a
combination of exfiltration trench and swales. Please revise the site plan and
landscape plan to indicate the location of the swales.
18. The applicant shall work with the City Forester to donate any of the existing trees
which will not be utilized on -site to the City.
19. The applicant shall work with the City Forester in the development of a landscape
plan for the beautification or the median surrounding the historic Banyan tree on
MacArthur Boulevard.
20. In accordance with Section 78 -228 (h) (6) of the LDR, landscape plans shall be
required to use minimum water conservation techniques such as the following:
moisture - sensing controller (other than rain - switch); drip /trickle /micro irrigation
system; or quality effluent irrigation. At a minimum, I recommend the installation
of a moister - sensing controller. Please revise the landscape plan accordingly.
21. In accordance with Section 78 -330 of the LDR, the applicant shall erect and
maintain protective barriers around the drip line of existing trees adjacent to
proposed improvements. Please provide a detail of the protective barrier on the
landscape plan.
22. The applicant shall revise the landscape plan to remove the Seacoast Utility
Guidelines as they have not been approved by City Council.
Also, please understand that additional information may be requested, and staff
may have additional comments as the review process continues.

Comments:
Applicant shall provide a detailed photometric lighting plan.
1. All lighting shall be metal halide.
2. Landscaping shall not conflict with lighting (to include long -term tree canopy
growth).
3. Provide timer clock or photocell sensor engaged lighting for above or near
entryways and all pedestrian sidewalks.
4. Pedestrian scale lighting shall be used for all street and pedestrian walkways.
It is suggested that the 14' poles be of similar design to the parkway lighting
used within the Mirasol /Jog Road parkway corridor.
5. Provide lighting for entrance sign.
6. Landscaping should not obstruct view of windows, building address
numbers, and walkways.
7. At the time of building permit application, the applicable builder will provide
a street address system for emergency response purposes. Address system
depiction should be 8- 1/2x11 map format.
8. Strategically place directories with arrow indicators for building addresses at
the ingress point at driver eyesight level mounted in a permanent stationary
and durable manner and should remain unobstructed at all times from trees,
shrubs, or anything that would tend to hide or obscure from public access.
9. Numerical Address:
Shall be illuminated for nighttime visibility.
Must have bi- directional visibility from the roadway.
Building numbers for multi- tenant buildings shall be a minimum of
12 "in height and placed in a conspicuous location away from
landscaping. Tenant addressing shall be Vin height and placed at or
above pedestrian eye level.
10. Mail boxes for multi- tenant building should be placed in a high activity and
conspicuous location for enhanced safety and natural surveillance of users.
11. Parkway Preserve/ Meandering paths:
➢ Shall maximize natural surveillance of the pedestrians users through
selective vegetative management practices. Ground cover should be no
higher than 24" and trees having a minimum 7' clear trunk space
creating a natural surveillance window.
➢ Install 14' pedestrian scale lighting.
➢ Sights lines should have a 12' clear distance space at entry points,
curves, mergers, intersections, etc...
➢ Install signage to promote enhanced safety and awareness.
12. Loading Zones /Areas:
➢ With signage designating delivery hours clearly visible.
➢ Should be separate from public parking.
➢ Loading areas should not create dead end alleys or blind spots.
➢ Vehicles may be allowed limited and /or restricted use to
facilitate wide range of uses and to allow police patrols.
Dumpster:
➢ Enclosures should not allow for easy concealment.
➢ Should not create blind spots or hiding areas.
➢ Enough to accommodate all tenants.
➢ Should consider installation of passive infrared activated supplemental
lighting for evening hours.
Bicycle Racks:
➢ Shall be installed near building entrances or in close
proximity to buildings.
➢ Provide convenient access to bicycle parking and security.
➢ Not in parking lots.
13. All Structures shal
I be target hardened, to include but not limited to:
Buildings should pre -wire for an alarm system.
Doors should be equipped with metal plate over thresh- hold of
the locking mechanism.
Rear doors shall have 180 degree peephole viewers /window.
Case hardened dead bolt locks should be installed on all exterior
door with minimum of one inch throw.
➢ Door hinges should be installed on interior side of door or tamper
proof hinges used.
14. Natural Surveillance
➢ Restrooms should be observable from nearby offices.
➢ Hallways should be well lit.
➢ Windows and exterior doors should be visible from parking area.
➢ Parking spaces should be assigned to each employee and visitor.
➢ Parking areas should be visible from windows.
➢ Access points should be equipped with high security locking
devices.
15) For potential criminal activity detection, install a high resolution low lux
color digital video system, with monitoring and photo
processing picture or video printout capabilities.
Surveillance cameras should be strategically placed at
locations like ingress /egress points, elevators, and stairwells
and on each floor of the buildings. The monitoring and
control of surveillance system should be at a central
monitoring office or other designated location if feasible. It
should be posted at all access pedestrian points that the
facility is under video surveillance.
16) Install convex mirrors in stairwell and elevator area.
CPTED CONDITIONS FOR CONSTRUCTION SITE
CRIMES
CPTED Conditions of approval:
1. Prior to issuance of the first building permit, the applicant shall prepare a
construction site security and management plan for approval by the City's
Police Department CPTED Official.
a. The developer /project manager after site clearing and placement of
construction trailers shall institute security measures to reduce or
eliminate opportunities for theft. The management plan shall include,
but not be limited to, temporary lighting, security personnel, vehicle
barriers, construction /visitor pass, reduce /minimize entry/exit points,
encourage sub contractors to secure machinery, tools at end of work
day, fencing with screening and /or any other measure deemed
appropriate to provide a safe and secure working environment.
b. The security management plan shall be maintained throughout the
construction phase of the project. Non - compliance with the approved
plan shall result in a stop -work order for the entire planned unit
development.
