February 1, 2006
The Community Aesthetics Board met on February 1, 2006. The meeting was
called to order at 5:42 P.M. in the Council Chambers of the Municipal Complex
located at 10500 N, Military Trail, Palm Beach Gardens, Florida, and was opened
with the Pledge of Allegiance.

II. MILITARY TRAIL GRANT PROGRAM
Keehran Richards presented the Board with all the applicants that applied for the
• Military Trail Grant. Keehran went over the background, policies, and criteria of
the grant program. She stated the grant is a 75/25 match which means the City
will pay 75% of approved improvements while the homeowner must pay
25 %.said improvements. The maximum amount of a grant is $3000.00 per single
family home and $5,000.00 per mulit- family home. The Military Trail Grant
Committee consisted of Ross Gilmore, Forestry Technician, Cheryl Levy,
Administrative Assistant and Keehran Richards, Planner.
Each house that applied for a grant was presented to the Board through
photographs and information regarding each application.
1) Agudo Residence — 9458 N. Military Trail
The applicant is requesting to widen and re- asphalt driveway, paint, and
landscape. Staff recommends $2715.00 to resurface driveway but not widen.
Staff cannot approve painting the house because the work was already in
progress and the criteria states that the work cannot be done or in progress prior
to the grant being approved. A motion was made to approve by Carolyn Waters,
was seconded by William Olsen. The motion passed in a 6 -0 vote.

The Board reordered the agenda to allow for the residents who were present at
the meeting avoid waiting for their property to be discussed. The Board started
with numbers 7. 10 and 11 and went back to the original order of the agenda.
2) Gores Residence — 9444 N. Military Trail (Originally #7 on list)
The applicant is requesting pressure cleaning, landscaping, replacing damaged
wood, and painting. Staff recommendation: Landscaping and pressure cleaning.
Staff feels paint is in good condition and the wood was already in the process of
being replaced prior to grant approval. Amount of grant recommended: $1500.00
Mr. Gores was in audience and spoke on behalf of his home. He stated that
there is rotten wood that is not shown in the pictures and he would like the board
to consider adding this to the grant. Ross Gilmore stated that the wood he is
talking about is near the back of the home and is not visible from Military Trail
and therefore cannot be included in the grant. A motion to approve $1500.00
was made by Gail Vastola. Sherry Levy seconded the motion and it passed 6 -0.

3) Lawson Residence - 9496 N. Military Trail (Originally #10 on list) —
The applicant is requesting to seal the driveway, replace shutters, and replace
front door and the windows. Staff recommended $218.00 to seal driveway. Staff
feels the windows, doors and shutters are in good condition.
Ms. Lawson spoke on behalf of her home. She said the windows are broken and
cannot be repaired.
Gail Vastola made a motion to approve $218.00 and Sherry Levy seconded the
motion and it passed 6 -0.

• 4) Manson Condominium # 1 -10270 N. Military Trail (Originally #11 on list)
Applicant Request: repairing chain link fence. Staff recommendation is for
$539.00 to repair fence. The representative from the Mason Condo Association
stated there was an error in the presentation and the Condo Association had also
requested money to landscape that was omitted from the presentation. After
much discussion Staff restated the recommendation amount to $2338.50 for the
fence and landscaping.
Gail Vastola made a motion to contact the Condo Association to see if the
amount of the landscaping has already been budgeted to be replaced. If not,
then to award the Manson Condominium $2338.50. If the association has
already budgeted for the landscaping the amount of the grant will be $2339.00 to
repair the fence.
Donna Wisneski suggested redoing the motion for clarity by having it say that the
board supports staff's recommendation currently for $2,338.50. Gail Vastola
added this is based on discussion with the condo association that the money is
not already in their budget. If it has been included in their budget, it will not be
included in the grant. Bettie Marks seconded the motion. The motion passed

5) Ambroise Family - 9482 N. Military Trail — (Originally #2)
Applicant is requesting to repaint shutters, pave walkway, install light fixtures,
and paint driveway. Staff is recommending $992.00 to repaint the shutters
instead of replacing the shutter. They are also recommending approval to pave
the walkway, install light fixtures and painting the circular driveway. The color of
the paint is subject to approval by staff. William Olsen made a motion to accept
staff's recommendation for $992.00. Gail Vastola seconded the motion with the
condition of staff approving the paint color. There was discussion regarding the
color of the paint. The motion passed 6 -0.

• 6) Castillo Family -9626 N. Military Trail
Applicant is requesting new irrigation and landscaping. Staff recommends
approving $2,077 for irrigation and landscaping. There was discussion regarding
the house having a "For Rent" sign on the lawn. Ross Gilmore stated that there
is no provision for a person renting out there home. A motion was made by Gail
Vastola and seconded by William Olsen. The motion passed 5 -1

Bettie Marks voted against the motion because she said that she does not like
this house because of the yellow color of the house and cannot support this
motion.
7) Conrad Family - 9458 N. Military Trail
Applicant is requesting to install pavers on their driveway. Staff is recommending
$3,000 for the pavers. There was conversation about having the driveway
asphalted instead of pavers. A motion was made by Carolyn Waters and

8) Egusquiza Family 9918 N. Military Trail
Applicant is requesting to widen and replace driveway, landscape and replace
motor in fountain. Staff did not recommend fixing the fountain because this
requires continuance maintenance of which grant monies do not apply. They are
recommending $3,000 to replace and wide the driveway. Gail Vastola made a
motion to approve staff's recommendation and Bettie Marks seconded the
motion. The motion passed 6 -0

• 9) Gardens Isles HOA.
The applicant is requesting installation of two entryway pillars. Staff recommends
$5,000. This improvement must also be approved by City Council. There was
discussion among the Board because the front of this property does not face
Military Trail. This request was actually approved a few years ago and they did
not follow through with the request. Staff feels that this improvement should be
made but the pillars must also be approved by City Council. There was
discussion about the property is not facing military trail. The Board decided not
to vote on this application until all the applications are reviewed to see if there is
any money left.
10. Greg Family - 9508 N. Military Trail
The applicant is requesting to install a mailbox, replace the door, plant shrubs,
hide pipes and valves, replace wooden gate and poles, and replace carport.
Staff did not recommend replacing the car port or the wooden gate because they
appear to be in satisfactory condition. Staff did recommend awarding $1358.00
for the other repairs. A motion was made by Bettie Marks and seconded by
Carolyn Waters to accept staff's recommendation. The motion passed 6 -0.

11) Lavery Family — 9874 N. Military Trail
The applicant is requesting improvements to the irrigation and sod, to screen the
A/C Unit, pressure clean the driveway, and replace the brick fagade. Staff
recommended $1998.00 for all of the improvements except replacing the brick
fagade because the work is already in progress and grant monies do not apply.
A motion was made by Carolyn Waters and seconded by William Olsen to accept
staff's recommendation. The motion passed 6 -0.

• 12) Manson Condo # 3 - 10270 N. Military Trail
The applicant is requesting to install hedges and landscaping and irrigation of
courtyard. Staff recommends $5,000 for hedges and landscaping but is not
including the irrigation of the courtyard because the courtyard is not visible from
Military Trail. A motion was made by Gail Vastola and seconded by Sherry Levy
to accept staff's recommendation. The motion passed 6 -0.

13) Martorella Family - 9360 N. Military Trail
The applicant is requesting to replace the front door and light fixture. Staff
recommends denying this application because the applicant did not give
estimates with their application. Gail Vastola made a motion to accept staff's
recommendation and William Olsen seconded it. The motion passed 6 -0.

14) Marquez Family - 10270 N. Military Trail
The applicant is requesting money to replace their patio. Staff recommends
$388.00 for said repairs. Carolyn Waters made a motion and Bettie Marks
seconded it to accept Staff's recommendation. The motion passed 6 -0.

15. Mlecz Family — 9760 N. Military Trail
The applicant is requesting their driveway resurfaced with a colored texture.
Staff recommends $2500.00 to resurface the driveway with the condition of staff
approving the color prior to the work being done. Gail Vastola made a motion to
accept Staff's recommendation and Bettie Marks seconded it. The motion
• passed 6 -0.

16) Pease Family - 9186 N. Military Trail
The applicant is requesting landscaping and irrigation improvements. Staff
recommends $3,000.00 for said improvements. There was discussion about
removing the Norfolk Pine tree. Charles Wu feels that it would be a hardship to
the applicant to ask them to use most of their money to remove the tree. Gail
Vastola made a motion to accept staff's recommendation and Carolyn Water's
seconded the motion. The motion did not because it was a 3 -3 vote.

• After much discussion, there was another motion made by William Olsen to add
a stipulation that the Norfolk Pine be removed in order to be approved from the
grant. Sherry Levy made a second. The motion passed 5 -1

17) Garden Woods HOA
The applicant is requesting to have the Garden Woods sign replaced. Staff
recommends $5,000. This sign is subject to City Council approval. There was
discussion regarding the ability of the condo association to pay for their sign.
There was also discussion regarding the sign being repaired as opposed to
replaced. Donna Wisneski talked about a letter that was sent to the City Attorney
from the HOA. She feels that this is almost a hostage situation and is not happy
with the way the HOA is handling this. Donna made a motion to deny the
request for the grant. Since the chair is not allowed to make a motion Gail
Vastola made the motion and Bettie Marks seconded the motion. Charles Wu
• asked the Board to reconsider their motion. He stated that this application has

• come before City Council several times. The Council directed the HOA to work
through the system and apply for the grant. Charles stated that there is a
stipulation that the new sign will have to be maintained by the HOA. He stated
they have tried to be fair to all the neighborhood associations and he strongly
urges the Board to reconsider denying the application. There was further
discussion regarding the design of the new sign. Charles stated that they can
request that the design of the sign be approved by staff.
Sherry Levy made motion to accept staff's recommendation subject to the prior
approval of the sign. Gail Vastola seconded the motion and the motion passed
5 -1.

18) Redburn Family — 9946 N. Military Trail
The applicant is
requesting to replace the light fixtures, replace the front door and
make landscape
improvements. Staff recommends a total approval of $1028.00
for said repairs.

19) Robinson Family — 9147 N. Military Trail
The applicant is requesting to install a circular driveway. Staff recommends
approving $1500.00 for said repairs. The final approval is subject to the applicant
obtaining a permit for additional curb cut from FDOT. Gail Vastola made a
motion to accept staff's recommendation and William Olsen seconded the
motion. The motion passed 6 -0.

• 20) Rochon Family — 9730 N. Military Trail
The applicant is requesting to add exterior lighting, add a Tuscan column and
trim, replace garage door and make landscape improvements. Staff is
recommending $1445.00 for the exterior lighting and the column and trim. Staff
feels that there is no visible damage to the garage door and the landscaping is
aesthetically pleasing as viewed from Military Trail. A motion was made by Gail
Vastola to accept staff's recommendations and William Olsen seconded the
motion. The motion passed 5 -1.

21) Sloan - Kendall Family -9730 N. Military Trail.
The applicant is requesting to paint the house, replace and stain the wood fence,
replace gutters, replace front door and carport doors, replace wood shutters,
replace light fixture and improve landscaping. Staff recommends granting
$1781,00 to paint the house, replace and stain the wood fence and replace the
gutters. Staff is denying the following improvements: replacing the front door
because the works has been completed and grant monies do not apply, replacing
the wood shutters because staff feels they are in good condition, replacing the
• light fixture because it is not visible from Military Trail and landscape
improvements because the work has already started and some has been
completed and therefore grant monies do not apply. A motion was made by Gail
Vastola to accept staff's recommendations and William Olsen seconded the
motion. The motion passed 5 -1.

22) Trails End Villas - 10747 N. Military Trail
Applicant is requesting to paint buildings and seal parking lot. Staff is
recommending $5,000 to paint the buildings but is not approving sealing the
parking lot because it is not a significant improvement at this time. Carolyn
Waters made a motion and William Olsen made a second to accept staff's
recommendation. The motion passed 6 -0.

23) Zuppinger Family -9818 N. Military Trail
Applicant is requesting replacing the tile roof, and replacement of the front door.
Staff recommends granting $3,000 for replacement of front door and roof tiles.
The building inspector confirmed that the roof has damage and the tiles need to
be replaced. A motion was made by Gail Vastola and seconded by Carolyn
Waters to accept staffs recommendations. The motion passed 6 -0.

The Board took a five minute break and staff recalculated the amount of the grant
awards. The Board came back and reviewed the application for the Garden Isles
HOA. Gail Vastola stated that since there is money left over they should approve
the Pillars for the Garden Isles HOA. She understands that the Board feels the
money would be better spent improving landscaping and removing trees from the
homes on Military Trail but, they are subject to the terms of the grant and they
can only approve what the applicants are asking for. If there was not enough
• money left she would say to deny it but since the money is there she feels they
should approve the pillars. She made a motion to approve the pillars. There was
more discussion about where the location of the pillars will be.
There was discussion about what happens if they don't use all the grant money.
Charles stated that the money will go back in into the general fund. He stated
that since this is the last year they will be doing the grant for Military Trail he
would like everyone to get the most out of the grant.
Gail Vastola reiterated her motion to approve $5,000 that staff is recommending
installing pillars at Garden Isles with a stipulation that the HOA will maintain the
pillars. William Olsen seconded the motion. The motion passed 4 -2.

The final figures for the grant were $52,047 in approved funds. Charles stated
that there are always people that don't follow through with the grant and therefore

The Board approved the minutes from the January 4, 2006 meeting.
