The meeting started at 10:05 a.m.
Brad Wiseman opened the meeting and explained his concerns with the submittal
documents, Site Plan and architectural aspects of this project. Each issue in Brad's May
25, 2006 memo to Marty Minor was addressed and agreed upon.
Ross explained that on the CAD drawings each layer must be clearly labeled. He
recommends applicant plants trees on the east detention embankment. He stated that
there is a conflict with the water and sewer lines shown on the landscape plans. Parking
spaces must be shown on the Plans and additional open space shall be installed within the
paved portions of the parking area. He wants the area of development covered by sod or
grass to be shown on the Landscape Plan. He wants the rain sensor to be identified on
the plans. The applicant will shift the sign to provide the required landscape area for the
front and side of sign. He wants them to eliminate all the invasive non - native vegetation
adjacent to the project and this must be done within six months from date of approval.
He anticipates that the applicant will have to erect and maintain barriers to protect the
preserve area. He recommends head -to -head parking spaces with grass in between. He
would like a meandering sidewalk, but instead the applicant agreed to keep the sidewalk
in place and put in meandering plants to give the illusion of a meandering sidewalk. He
wants them to go over the landscape plan to recheck the number of points. He also stated
that the site needs to be platted to include preserve and easements.
Judy went over the comments in her memo dated May 24, 2006 to Brad Wiseman about
this project. She first discussed the number of parking spaces and it was determined that
they have or will have a cross access agreement in place. There was discussion about the
calculation of the number of bicycle spaces, Urban Design rounded up. There is a waiver
needed to reduce the parking space width to 9.5'. The applicant will be providing 16.5'
long parking spaces with 2.5 foot overhangs to equal 18 feet. The light poles need to be
shown on the plans. They also need more detail on the turn lanes on Military Trail,
Marty will get in touch with Jeff Hernandez or Bob Zuccaro at URS Corp. Applicant
needs to provide a drainage statement that the water runoff will not impact the adjacent
property. They need to satisfy the requirements of the Traffic Equivalency Analysis
regarding turning movement at access driveways. All curb/handicap ramps must show
on the plans. They need to move the maneuvering apron space near the loading spaces.
The applicant stated that he has a certified Boundary Survey and he will get it to Judy for
review. Applicant will label the dimension and widths of the utility easement on the site
plan and will provide cross sections of the site reflecting the impact on the other site.
Judy went over the alignment of the north access being reconfigured to align with
Gardens Lake Drive and the location of the mast arm. Judy informed the applicant that
the right -of -way dedication must show on the Plat. There was discussion of the
monument sign being 15 feet from the clip, they may have to use one parking space.
They discussed moving the stop sign for north bound traffic due to possible stacking
issues. Judy went over the non - certification issues shown in her memo.
Brad went over various issues brought up by the Police Department in accordance with
the memo of Jules Barone dated May 9, 2006. They deleted the section that stated that
"Parking spaces should be assigned to each employee and visitor ". Brad told the
applicant that the Police Dept. would want each access point to be pre -wired for closed
circuit digital camera surveillance.
Brad told the applicant that Seacoast Utility Authority wants to see the proposed water
main and all proposed electrical cabinet/switch boxes clearly marked on the site plan.
Jim Norquest spoke of information on the site plan regarding hotel rooms and convention
center that needs to come out, existing sidewalk language needs to come out and the
language regarding "future parking spaces" needs to come out. He wants it shown for
clarity how the hotel goes through the site.
Having no further business, the meeting was adjourned at 11:29 a. m.
