The meeting started at 2:12 p.m.
There were no representatives from Northern Palm Beach County Improvement District
or Seacoast, but all of their comments were reviewed by Todd Miller. Doug Wise, City
Building Official did not attend, but his comments from his 7/26/06 memo were reviewed
by Todd.
Ross Gilmore (only attended the beginning of the meeting) of the City's GIS division told
the applicants that the name "Vizcaya Gardens" was denied by the addressing committee,
and they must submit a new name.
Mr. Miller referenced comments from a 7/20/06 memo by McMahon Transportation
Engineers and Planners regarding the Traffic Impact Analysis.
Mark Hendricksonwent over the memo of Ross Gilmore regarding landscaping issues.
He cannot recommend certification today, and item number 7 was the most problematic
as 25% of all specimen trees have to be protected in place or relocated on the site. he
also mentioned that the owners would be required to beautify Hood Road and the FDOT
asphalt drive along the west side of the site. Mr. Hendrickson recommends the applicant
notify Westwood Gardens and Westwood Lakes, and tell them about the proposed plans
for the site. He will not help the surveyor with the tree survey, but he will review the
survey and offer help if needed.
Officer Barone discussed various safety issues that were reflected in his 7/12/06 memo.
He asked that the applicant submit a security plan to the Police Department, and he
stressed the need to secure the construction site with either a gate or a screen. He also
reviewed the crime statistics in the area of this development.
Mr. Miller went over his 7/18/06 memo regarding this project, and explained each item.
He discussed staff's recommendation for 20% of the units to be "affordable housing
units ". He went over everything that needs to be reflected on the site plan. He wanted to
make sure the applicant knew that they must request a waiver to allow a PUD of less than
50 acres. A review of the development plan revealed that the proposed wall on the
perimeter would be 8' high, and City Code only allows 6'. Staff recommends there be
more "common use" space on the site. He would like a more graphic description of
"Mediterranean Revival Style" of architecture, and wants the applicant to downplay the
garage entrances. He told the applicant that the lot lines need to be shown on the plans,
and they were advised to be mindful of the setback requirements.
Judy Dye went over the comments in her memo dated July 20, 2006. She wants the
applicant to be consistent with drainage and land use issues. She reviewed everything
that must be reflected on the actual site plan. She recommends there be more detail on
which way the parking is proposed, and is looking for consistency with the LDR. She
suggested the Conceptual Engineering Plans to show the existing fence and gate, and
stated it should also show any other structures for conflicts. The applicant must provide a
flow diagram for drainage purposes. She told the applicant that HDPE piping is not
allowed. The applicant needs to revise the submitted plans to recalculate the open space
based on the required parking. She went over the non - certification issues shown in her
memo.
Pat Lawson mentioned that regarding the requirement for a written authorization from the
applicable utility agencies, Florida Power and Light will not write a letter. She gave the
FP &L representative Judy Dye's name and number, and they will be contacting her.
Mr. Miller explained that staff does not want to move ahead with the land use amendment
because there is no concurrency for the PUD. Brian Cheguis asked if staff could continue
on with the review so that the project will not be delayed once the concurrency is issued.
He requested a follow -up meeting and Mr. Miller agreed to set something up.
