HomeMy WebLinkAboutDRC - 072706 - Self StorageC Development Review Committee Meeting Petition CUMJ- 06 -05 -05 Riverside Self Storage July 27, 2006 Present at Meeting: Todd Miller, Principal Planner Mark Hendrickson, City Forester Judy Dye, City Engineer Jules Barone, Police Department Doug Wise, Building Official Terry Lessard, Architect Timothy J. Moore, Keating Moore Const. Scott Serra, Doug Winter Engineering The meeting started at 11:09 a.m. There were no representatives from Fire Dept. or Seacoast but all of their comments will be addressed per Mr. Lessard. Doug Wise reviewed his memo and stated that he needed to see a brief Building Life Safety Analysis. There was discussion about sidewalks. Mark went over the memo of Ross Gilmore regarding landscaping issues. There was discussion about the ingress /egress easement and the adjacent land owner. Since the proposed site includes modifications to the easement which is still owned by The MacArthur Foundation, the applicant will be required to work with the adjacent property owner and the MacArthur Foundation. Mark explained that the landscaping as shown on the preliminary plans is unsatisfactory and they need to follow the LDR regarding plantings. Mark also mentioned to the owner that there is no outdoor storage allowed in this location. Todd went over his 7/19/06 memo regarding this project and explained each item. He specifically stated that staff recommends the building be no higher than 3 stories. He went over everything that needs to be reflected on the site plan. The applicant must reduce the number of wall signs to one. There was discussion about which requirements could be waived if this were a PUD instead of straight zoning issues which would require variances. Jules discussed various safety issues that were reflected in his 6/29/06 memo. He explained that the police department would like to see address numbering on the back of the building. This, in case someone needed to call to report a crime, they would have the address of the property. He mentioned that he would like to see each storage unit have a security alarm because someone who may have access to the building could break into another storage unit and it would not show on the security cameras. Judy went over the comments in her memo dated July 3, 2006 about this project. She reviewed the stacking issues and explained that the code requires 100' stacking to the first intersecting movement. She reviewed everything that must be reflected on the actual site plan. They discussed what needs to be shown on the aerial photograph, including contiguous zoning districts in accordance with the LDRs. There was discussion about the need for a general permit from SFWMD and the need to include the three parcels. Judy explained her concerns about the loading spaces and specifically stated that the code requires three spaces and the proposed plan only reflects two. She explained that the perimeter berm conflicts with the flow from the bubble -up structure. She wants the engineering plan to indicate the direction of the flow. There was discussion about the size of the parking spaces required by code and how they will work to get them into compliance. Judy went over the non - certification issues shown in her memo. Todd asked that they get the legal documents sent over to the City as soon as possible, and a meeting will be set up. The applicant was told that every code issue that cannot be met will require a variance but variances are extremely had to get.
