CHARTER REVIEW COMMITTEE June 12, 2006 Minutes The Charter Review Committee met on June 12, 2006 at the City of Palm Beach Gardens Municipal Complex, 10500 N. Military Trail. The meeting was called to order by the Chairperson, Len Rubin at 7:01 p.m. and opened with the Pledge of Allegiance. I. Roll Call Members Present Len Rubin - Chairperson Tim Frohling - Vice Chairperson Paul Auerbach David Clark Terry Brady Members Absent Don Kiselewski Thomas Baird Warren Freedman Gary Fields II. Approval of Minutes Tim Frohling made a motion to approve the minutes from the May 8, 2006 meeting, it was seconded by Dave Clark, and the motion passed unanimously. III. Comments from the Public Pat Hughey thanked the Committee for their hard work and stated that she hopes the City Council will consider the recommendations the Committee has made. IV. Discussion Preliminary Report - Len Rubin stated the preliminary report had been composed from previous meeting minutes and his personal notes. He asked if the Committee had any comments or if there were any inaccuracies in the report. Tim Frohling made a motion to approve the report, Dave Clark seconded it, and the motion passed unanimously. Final Report - The Committee discussed the final report that is due to City Council on July 1, 2006. There was consensus among the Committee that they would use the preliminary report as their final recommendation unless they are asked by City Council to make changes. Waivers - Paul Auerbach handed out a written statement regarding the City Council's ability to grant waivers. He would like any waivers from builders that are 25% over the standard set in the City's Land Development Regulations or Comprehensive Plan to go to a referendum vote. Len Rubin asked if the Committee wanted to revisit this topic and the Committee did not want to readdress this matter. Meeting Date - The Committee discussed whether they should meet again since they had already submitted their report to the City Council. Since they had gone through the entire Charter, the Committee agreed they would not meet again unless the City Council had an issue with their report. Tim Frohling noted that he felt the charter review process was rushed and that in the future it should start earlier in the year. V. Adjournment With no further business to discuss, Leonard Rubin made a motion to adjourn the meeting at 7:15 p.m., it was seconded by Terry Brady, and the motion carried unanimously.
