The meeting took place in the Council Chambers of the City of Palm Beach Gardens on Monday, September
25, 2006 and started at 10:30 a.m.
Purpose of the Meeting
This meeting of the Development Review Committee was held to request approval of a temporary
conditional use allowing two modular units to be used as elementary and middle school classrooms for five
years prior to completion of permanent classrooms. This five -acre parcel is located at the Northwest corner
of Plant and Holly Drives. Diana Johnson -Ford gave a line -item discussion of the certifications issues as
detailed in a site plan review memorandum sent to Jackie Holloman, Planner, from Judy Dye, Engineering,
on September 12, 2006.
Certification Issues
Issue #1: The applicant agreed that the location of the proposed temporary portables is in conflict with the
location of proposed parking as approved per Ordinance 46, 1999. Diana Johnson -Ford and Mike Sanchez
agreed that parking for existing structures during construction will later be demolished.
Issue #2: Claudine Mueller asked for some clarification on the sheds. Jesse Markle replied that there had
been some inconsistencies in the approved plan about the hedging and sheds. Tom Weber stated that they
had sheds and Rick Reikenis agreed they had been included in the Master Plan.
Issue #3: Rick Reikenis stated the Conceptual Engineering Plan was included in the Master Plan.
Issue #4: Diana Johnson -Ford stated that there were no problems with drainage and that it had been
provided as requested. Jesse Markle said there was a lack of knowledge about the water quality system.
Rick Reikenis stated they would use the existing system with no proposed changes.
Issue #5: not discussed.
Issue #6 : Claudine Muller said drawing 46G was included with the site plan application. Diane Johnson -
Ford and Jesse Markle discussed the sidewalks and administrative comments.

Issue #7 and #8: not discussed.
Issue #9: The slope of the proposed deck and ramp will be added to the architectural drawings per Jack
Petrekus.
Issue #10: Tom Webber asked to what extent the lighting plan should be. Jesse Markle replied it should be
per the code for the existing site. Officer Barone said the level of lighting should be raised. Whit Winfrey
asked if they should do a study on the entire site. Diana Johnson -Ford said the exterior of the buildings will
be lit and they can add more lights on Holly Drive. Rick Reikenis said the whole area will be lit up and he
does not yet have a photometric study that he needs before taking it to the Planning & Zoning Advisory
Board to get a development order from the City. He said plans were just for the buildings, not for the
parking lot.
Issues #11 - #12: These have been satisfied per Jesse Markle.
Issue #13: Traffic impact analysis, per Diane Johnson -Ford, verified that the increase in traffic to and from
the school will remain less than 100 trips per day.
Plans have been issued to Seacoast for bond certification.
Claudine Mueller inquired about the doors and strike plates in the existing buildings and Officer Barone
asked if the fenced areas would be locked at night. Rick Reikenis said the strike plates and doors would be
in compliance and that the fenced areas would be secured. Daniel Siemsen stated nothing would obstruct the
windows.
Ray Carancil explained the landscaping plan. A discussion followed about where the location of a
maintenance gate should be. It was suggested the gate be close to the maintenance shed for ease in moving
mowing equipment, and the proposed location would be in the corner. Landscaping can be relocated
appropriately per Ray Carancil.
Jackie Holloman will send out appropriate notices as required to further implement the project. Rick
Reikenis will have a PowerPoint CD generated that will be presented to the City Council showing the
existing site, what they are doing and why, and showing the elevations. Jack Petrekus inquired what the
approximate timetable would be. Mike Sanchez replied that it generally takes 3 weeks to a month, then a
first reading before the City Council takes about 5 weeks, with all things considered it would take
approximately 3 months to submit to Planning and Zoning and get permits.
With no further items to discuss, the meeting was adjourned at 11:10 a.m.
