Minutes
The Community Aesthetics Board met on November 8, 2006. The meeting was called to
order by Chairperson Donna Wisneski at 5:30 p.m. in the Council Chambers Conference
Room of the Municipal Complex located at 10500 North Military Trail, Palm Beach
Gardens, Florida, and was opened with the Pledge of Allegiance.

II. APPROVAL OF MINUTES
The Board approved the minutes from the September 7, 2006 and the October 4, 2006
meeting.
III. ITEMS BY COUNCIL LIAISON
Announcements:
Jody Barnett — Introduced the new members and asked that they stand up and give a
quick introduction about themselves.
Jody Barnett — On September 14 and 16, 2006, there was an EAR evaluation report
meeting: Setting Board goals for the City, for the upcoming year. It is very important to
have everyone's input. The meeting on September 14, 2006 was with Planning, Zoning
and Appeals Board, the meeting on September 16, 2006 was a regular City Council
Meeting.

IV. ITEMS BY STAFF LIAISON
Announcements:
Mark Hendrickson, discussed two Grants that were received this past year: One from the
State and the other from the Beautiful Palm Beaches. The State has reviewed the grants
and has signed off on it. Once the paper gets submitted, the City could receive the monies
back for staking trees from the first hurricane in 2004 for the Riverside Linear Park.
Replacement of some trees that were damaged would come from the Beautiful Palm
Beaches grant. He anticipates that this will get approved and re- reimbursement will
occur.
Mark Hendrickson, announced that a presentation will be given on the artist who put up
the art on PGA Blvd. flyover near the Obilos at Legacy Place at 5:30pm on Monday
November 13, 2006. (The lighting up of the Art)
Mark Hendrickson, mentioned that the Sandhill Crane Park project did get started last
month, ground has been broken. site plan was included in the packets. It was a project
that was in association with the FPL substation a few years back. It was split in half, FPL
got the East side and the City got the West side. The Community Aesthetic Board has
been planning their annual Arbor Day celebration. Plans were brought to the City council
a few years back and budgeted for an expansion of the existing boat ramp on South
Florida's Water Managements canal, to make it more user friendly, including an
observation tower at the center and more organized parking for boats, buses, cars and
trucks. Residents can also use it for walking or biking on the sidewalk. Bettie Marks was
absent but she had contributed art work that will go in front of this. The ground has been
broken and within the next quarter, it will be completed for a grand opening and
celebration.
Donna Wisneski stated that majority of the committee was dissatisfied and is looking into
the types of landscaping that are going in with these developments. There were questions
of redevelopment as to what standards needed to be imposed or not imposed and what is
needed to go along with those types of structures. Donna asked Mark Hendrickson what
the process is? What do they need to do? She went on to say that Brad gave them an
indication last month on the point system, the landscaping plan and a question on
preferred species was addressed. The direction was to see if the list could be reviewed
and if the committee felt that some adjustments to the specifications for new buildings or
any kind of buildings in regards to landscaping and set aside needed to be considered.
Mark's response was that staff has been working on the preferred species list and the last
time this list was updated was in 1991. What he would like from the board is a non
approval or continued discussion on any changes needed for that list as a separate item
because 75% of the plans come from that list used by developers on a daily basis. This
list could be given to a resident who wants to know what they could plant in their yard or
a landscaping architect from California who wants to know the best thing to plant in Palm
Beach Gardens.

V. OLD BUSINESS
No old business was discussed.
VI. NEW BUSINESS
Donna Wisneski mentioned that at the next meeting they need to come up with a
comparison on landscaping plans. She asked that the committee members come up with
visualization to identify certain areas that they like or those that they find extravagant or
even those that needs some help for discussions. Either residential or commercial.
Donna Wisneski stated in regards to our purpose for the Community Aesthetics Board, it
says that we should, (as a Board), provide recommendation to the City Council with a
broad outlook towards present and future community improvement which aesthetically
enhance the neighborhood and open space within the City. What they would like to do is
to move the aesthetics into some of the same comments that Mark Hendrickson made in
the sense of road ways, street ways, parks, not just confining it to landscaping. She said
aesthetically, there are other issues that could be suggested to council that needs
improvements through other methods.
One member mentioned that along Burns Road, a commercial area is practically barren,
how can that be compared to PGA commons that's all landscaped. Mark Hendrickson
responded by saying that you can't compare it. The cities first landscape code existed in
1976 when landscaping codes were administered. A copy of the landscaping codes was
handed out to each member.
One member made a comment that he has been receiving complaints that the Northlake
Boulevard Winn Dixie Shopping Center is a disgrace. There are a lot of pot -holes and
water problem that he feels the City should look into. Mark says he will take the
information back to the Code Enforcement Division to take a look at the landscaping
code. He is also aware that the shopping center in question is not up to par. He spoke to
the property owner and the developer for the shopping center and the standards for the
asphalt and concrete curbing was different back when it was built compared to today.
Vice Mayor Jody Barnett mentioned that we only have less that I% of open space left in
Palm Beach Gardens. Staff is requesting that they include the golf course as part of their
open space. Without the golf course, the 1% won't be met. Mark responded that State
laws and securities are backing off of some landscaping. You have to have vistas for
securities and some budgetary consideration. There are County and State guidelines in
place.
