The meeting took place in the Council Chambers of the City of Palm Beach Gardens on
Thursday, December 28, 2006 and started at 9:05 a.m.
Purpose of the Meeting
This Development Review Committee was held at the request of Donaldson Hearing,
Cotlure & Hearing, on behalf of Mennin Development Companies to request
Developmental Review Committee certification for an amendment to Downtown at the
Gardens, to delete certain conditions of approval related to contingency parking, building
a second parking garage and request time extensions for building an approved bridge
connecting the subject site with the East side of Lake Victoria, and an elevated public
stage.
Comments
Judy Dye provided a memo regarding Downtown at the Gardens Request to modify the
approved Site Plan SPLA- 06 -11- 000002
Brian Chequis stated that he's in compliance with the timeline until Landmark is finished.
James Mahrer stated that the garage design is 90% complete. Dan Clark stated that work
should start in March 2008 and finish by November 2008 so as not to go into the
holidays. Dan Clark shared concerns of project going past the 12 month timeframe and
requested an interim update from James Mahrer in order to stay within the 12 month
timeline. Dan Clark requested that notification letters be sent to all businesses who'll be
effected by the construction in the area.
Officer Jules Barone provided a memo regarding Downtown at the Gardens PUD
Amendment Petition #3 and discussed concerns of poor lighting in the stairwell for the
cameras to pick up images of individuals. He also stated that alarms should be installed
that would sound when someone exits an emergency exit door at the bottom of the
stairwells. Officer Barone suggested metal stairs and open stairwells for better visibility
of patrons. He suggested a mirror on the wall of the elevator for incoming visitors.

Dan Clark and Martha Carter left the meeting at 9:30 am.
Officer Barone requested cameras on the pedestrian bridge and lobby area of the garage.
He raised the concern of upkeep of painted letters and identification markings. James
Mahrer stated that their Maintenance Department will handle fading letters. Officer
Barone requested that the East and West garages be identified in order to respond to calls
properly.
Captain Al Wesenick and Officer Jules Barone left the meeting at 9:40 am.
Talal Benothman, Planning and Zoning Planning Manager, provided a memo regarding
the Downtown at the Gardens Planned Community Development Amendment, during
discussion the grease interceptor was pointed out on the site plan.
Ray Caranci provided a memo regarding Downtown at The Gardens, #3 Parking Garage,
during discussion the Florida Power & Light transformer box was pointed out on the site
plan.
With no further items to discuss, the meeting was adjourned at 10:05.

A Development Review Committee meeting has been scheduled for Thursday, December
28, 2006, at 9:00 a.m. in the Growth Management Conference Room at City Hall to
review the following development application:

Don Hearing of Codure Hearing, on behalf of Mennin Development Companies, is
requesting DRC certification for an amendment to Downtown at the Gardens to delete
certain conditions of approval related to contingency parking, building a second parking
garage, and request time extensions for building an approved bridge connecting the
subject site with the east side of Lake Victoria, and an elevated public stage.

We offer the following comments on your transmittal dated November 16, 2006 concerning the
referenced project.
1. The applicant needs to revise the site plan and landscape plans to show the platted PPAE.
2. The applicant indicates that a five -foot utility easement along the western portion of the
proposed parking garage will be relocated, however the proposed location of the new easement
is not shown on the site plan or landscape plans.
3. The applicant needs to revise the site plan to show the location of the grease trap for the Bing
Crosby restaurant.

I have reviewed the above referenced Petition, and provide the following comments:
1. In accordance with Section 78 -315 (g) of the LDR, multilevel parking garages
shall have planters installed to permit installation of trees on the top level of the
structure. The top parking area shall have trees as required in section 78 -313. The
landscape plan submitted does not indicate the number or placement of the
planters and trees, although it does include a detail of the sub irrigated pots.
Please revise the landscape plan to show the number, placement, species and size
of the trees and the planters.
2. The private water main indicated on the landscape plan is relocated from its
present location. Please indicate all landscaping that will be affected by this and
indicate a limits of construction line around the proposed project.
3. There is an area on the landscape plan at the northeast corner of the proposed
LL parking garage where an existing F box is located, and not
shown on this plan. Please indicate whether this will stay in its present location
and be screened from view, or where it will be moved to.
4. Based on the heavy landscaping to screen the building, and the limited space
available to do so, there is concern that utilities may affect the placement of some
of the landscaping. Please provide a letter of assurance from the utilities that the
landscape plan will not change due to conflicts with said utilities.
Also, please understand that additional information may be requested, and staff may have
additional comments as the review process continues.

Parking Garage
Parking garages are high priority security areas. Parking garages
comprise a large area with relatively low levels of activity; with this in mind
the Police Department makes the following comments:
1) Lighting is universally considered to be the most important security in
a parking garage and serves as an excellent deterrent to potential
criminal activity. Lighting recommendations are as follows:
➢ Shall adhere to the IESNA (Illuminating Engineering Society of
North America) standards for garages.
➢ Design shall incorporate both vertical and horizontal luminance.
➢ Lighting shall extend into parking stalls and over vehicles rather
than just into driving aisles.
➢ The exterior of garage shall be well lighted on all sides.
➢ Metal Halide lighting shall be used for the interior of garage.
➢ Position light fixtures to minimize glare to drivers and enhance
depth perception, and should be vandalism resistant.
2) Ground level pedestrian exits that open into non - secure areas should
be emergency exits only, fitted with panic bar hardware and install
"local" alarm that activates if ground level door is opened (when exit is
intended for emergency use only).
3) Stairwells shall be designed to be completely visible from either
interior or exterior.
➢ Stairwells shall have open metal handrails and steps. Areas
beneath stairways at ground level shall be fully enclosed or access
to them limited.
➢ Interior doors to stairwells shall have fire light glass doors - vision
panel of one hundred square inches with a minimum 5" width.
➢ Convex mirrors and video surveillance cameras shall be installed in
each stairwell.
4) Elevators with at least one shaft wall exposed to the exterior shall have
clear glazing installed in the one wall to provide visibility into the
elevator cab or one or more of the following: video camera shall be
installed in each elevator cab, install shatter resistant mirrors, equally
reflective material so placed as to make entire cab interior visible to
entering visitors.
5) Applicant shall install a video camera on the second floor pedestrian
walkway /bridge and lobby area to capture pedestrians walking to or
from rear of cinema.
6) Applicant shall install a video camera at exit /entry to parking facility
to capture in /outbound vehicle traffic.
7) Applicant should assign parking facility a specific identifier displayed
at main entrance using numbers /letters of twelve inches in height and
of contrasting color.
8) Directional signage, including floor designation and section, shall be
provided to expedite movement through facility. Signage shall be
displayed not less than 60 inches from parking surface and highly
visible from within any portion of the facility.

Certification Issues
The following comments relate to the applicant's requested modifications to
the approved plan.
1. The applicant proposes to revise the performance stage into an interchangeable
entertainment area. The applicant is requesting an extension of time to complete
the installation of this revised space. However, the applicant has not provided
any details of the proposed changes. The applicant shall provide plans and other
documents to substantiate their request.
2. The applicant proposes to alter Condition #6 of Resolution 120, 2005 to allow
for an extended deadline for installation of the pedestrian bridge. Condition #6
requires that the bridge and performance stage be completed by November 10,
2006. The applicant proposes a revised completion date of May 31, 2007 for the
pedestrian bridge, with the performance stage being completed no later than
November 10, 2007, along with the remaining two areas of the lake
improvements on the east side of Lake Victoria. We have no engineering
concerns, with the requested time extension to complete the bridge and
performance stage. However, the applicant shall clarify on the plans the
proposed work on the east side of the lake.
3. The applicant requests a signage waiver for the Cobb Cinema ID signage
located above the first floor. Please note we remain in support of the City's
LDR requirements.
The applicant proposes the elimination of Conditions of Approval #33, 34, 36,
37, 38 and 39 and the modification of Condition of Approval #35 that are
associated with shared parking and the associated studies and timing of
implementation of the second parking structure. The applicant wishes to make
these changes as they plan to proceed with the northwest garage at this time.
However, as the majority of the items covered by these conditions are based on
the construction of the additional parking space we recommend the following
condition of approval; "The northwest garage shall be completed within 12
months after the effective date of this development order."
The following comments relate to the plans as submitted for this review.
1. The engineering plans submitted for this review were not signed and sealed.
Future submissions shall conform to Section 78 -248 of the LDR.

2. The applicant shall revise the Waiver Request table on the site plan to include
the waivers requested with this submission per Section 78 -46 of the LDR.
3. The applicant shall revise the photometric plans for conformance with
Ordinance 26, 2006 and Section 78 -182 of the LDR to show a minimum 1.0
foot candles (fc) for all pedestrian use areas, as noted in Table 1 of Ordinance
26, 2006.
4. The applicant shall revise the photometric plans for conformance with
Ordinance 26, 2006 and Section 78 -182 of the LDR to show a minimum 1.5
foot candles (fc) for all vehicular use areas, including the full area of parking
stalls, as noted in Table 1 of Ordinance 26, 2006.
5. The applicant shall provide a signed and sealed photometric plan for the
proposed garage conforming to Ordinance 26, 2006 and Section 78 -182 of the
LDR.
6. The applicant shall clarify the limits and type of work under this project per
Section 78 -46 of the LDR. The site plan and engineering plan are not consistent
in showing the areas of proposed work and the work to be completed. The
applicant shall clarify the existing facilities and proposed facilities on all plan
sheets. We suggest that the applicant "ghost" the existing and label the
proposed facilities.
7. The applicant shall revise the plans for consistency per Section 78 -46 of the
LDR. The applicant shows the right turn lane and eight -foot sidewalk, on
Gardens Boulevard, are part of the work on this proposal as they are labeled
"Proposed" on the site plan (SP Sheet 2 of 7). However, they are shown but not
indicated "Proposed" on the engineering plan (EP Sheet 3 of 7) and landscape
plan (SP Sheet 5 of 7).
8. The applicant shall clarify what, if any, work is proposed for the west parking
lot per Section 78 -46 of the LDR.
9. The applicant shall show, label and dimension, all existing and proposed (utility
and drainage) easements, on all of the plans per Section 78 -46 of the LDR.
10. The applicant shall label the existing and proposed curb types on all plan sheets
per Section 78 -46 of the LDR.
11. The applicant shall label match points for improvements, such as the match
points of proposed curb, gutter and sidewalk to existing facilities per Section
78 -46 of the LDR.
12. The applicant shall provide "complete horizontal control of the project
sufficient to construct the project and determine the dimensions of all proposed
site improvements" in accordance with Section 78 -448 of the LDR.

13. The applicant shall revise the engineering plan and site plan for consistency per
Section 78 -46 of the LDR. The site plan shows a proposed sidewalk running
diagonal from the southeast corner of the garage to the street walk (SP Sheet 2
of 7). However, the engineering plan shows the walk with a different alignment
(EP Sheet 3 of 7).
14. The applicant shall provide a handicap ramp on the north end of the north/south
crosswalk at the west parking lot entrance per Section 78 -46 of the LDR.
15. The applicant shall provide a handicap ramp on the north end of the north /south
mid -block crosswalk, on the south side of the garage per Section 78 -46 of the
LDR.
16. We recommend that the applicant consider the use of detectable warnings for
the sidewalks that connect to the valley gutter, conforming to ADA
requirements, as noted in Section 11 -4.29 of the 2004 Florida Building Code.
17. We suggest the applicant show pedestrian crossing signs for the east/west
crosswalk at the northwest corner of the theatre per Section 78 -46 of the LDR.
18. The applicant is advised that per MUTCD Section 3B.16 - Stop and Yield Lines
- Guidance: "If used, stop and yield lines should be placed 1.2 m (4 ft) in
advance of and parallel to the nearest crosswalk line, except at roundabouts as
provided for in Section 3B. 24. " The stop bar shown for the exit from the west
parking lot should be relocated to conform to the MUTCD (Site Plan (SP) Sheet
2 of 7) (Eng Plan (EP) Sheet 3 of 7).
19. The applicant shall show a stop sign /stop bar for the exit from the parking
garage per Section 78 -46 of the LDR.
20. The applicant shows stop signs and stop bars on the site plan (SP Sheet 2 of 7),
which are not shown on the engineering plan (EP Sheet 3 of 7). The applicant
shall revise the plans for consistency per Section 78 -46 of the LDR.
21. The applicant shall provide a detail and show the location of the signage, for the
"turn around stall" in the garage, to prevent the utilization of the stall for
parking per Section 78 -46 of the LDR.
22. The applicant shall add the following note to the Landscape Plans per Section
78 -46 of the LDR, "All trees and landscaping will be field located to avoid
conflict with the existing utility, light poles, drainage lines and lake
maintenance easements."

NOTE: All engineering/infrastructure plans are considered conceptual during
the planning and zoning review phase and are subject to further review during
the final construction review. These non - certification comments shall be
satisfied prior to construction plan approval and the issuance of the first land
alteration permit.
1. The applicant shall provide a drainage plan, with spot elevations and flow
arrows, to show how the drainage will be rerouted after the garage is
constructed and the existing inlets, within the garage, are abandoned.
2. The applicant shall provide pipe size calculations for the proposed storm sewer
to support the pipe sizes shown.
3. The applicant shall provide a detail showing filter fabric, wrapped around all
pipe joints, a minimum two feet wide on center and overlapped by two feet per
FDOT Index 280.
4. The applicant shall provide a typical paver walk section detail on the plan.
5. The applicant shall revise the designation of the handicap sign shown on the
Standard Parking Stall detail (EP Sheet 6 of 7), which indicates a FTP -25 sign,
to agree with the detail next to stop sign, which correctly shows the handicap
sign to be a FTP- 22 -04.
6. The applicant shall add a note to the engineering plan regarding the City's
requirement for the taking of test to certify the minimum compaction
specifications. The City's specifications shall apply, except where the specific
requirements of contract documents or Seacoast Utility Authority are greater.
The note shall read, "Density Tests for trenches shall be taken in maximum one
(1 ) foot lifts, measured from the top of pipe. The tests shall be taken, at a
maximum spacing of every 300 feet measured from the structure, or at least one
test at the center of the pipe segment between two structures if less than 300
feet. Tests shall also be taken, on alternating sides of the structure with each lift
tested. The test location at the structure shall be within five (5) feet of the
structure. The location and depth of all tests shall be clearly indicated in the
description area on the test report and/or on a location map which shall be
attached to the test report. Required testing at utility structures shall include all
manholes, vaults, or valves within any paved area." The applicant is further
advised that the testing lab or engineer -of- record shall certify, on the test report,
the lift thickness for all subgrade, base and pavement tests taken for
construction.
While the applicant has provided similar notes (Backfill notes #5 & #7) (EP
Sheet 6 of 7), the applicant shall revise the text to agree with the "minimum"
requirements indicated above.

7. The applicant shall revise specification #5 of the Backfill Notes (EP Sheet 6 of
7), which indicates that testing shall be done for "compacted lifts (1 foot
minimum)" it should indicate compacted lifts to be "1 -foot maximum ".
8. The applicant shall add a note to the plan indicating that "All structure rim
elevations shall be set to finished surface grade, unless otherwise specifically
noted on the plan. " Where the design proposes that the structure rim shall be
set above or below the finished surface grade, the applicant shall show and
label both the pavement/surface & rim elevations clearly on the plan view.
9. The applicant shall revise the specifications shown (EP Sheet 6 of 7) to
reference the 2006 or 2007 FDOT Standard Specifications, or the current

shall have planters installed to.pemit installation of trees on the top level of the
structure. The top parking area shall have trees as required in.section 78 -313. The
landscape plan submitted does not indicate the number or placement of the
planters and trees, although it. does include a detail of the sub .irrigated pots.
Please revise the landscape plan to show the number, placement, species and size
of the trees and the planters. +
2. The private water main indicated on the landscape plan is-relocated from its
present location. Please indicate all landscaping that will be affected by this and
indicate a limits of construction line around the proposed project.
( 3.) There is an area on the landscape plan at the northeast corner of the proposed
parking garage where an existingL_ transformer box is .located, and not
shown on this plan. Please 'indicate whether this will stay in its present location
and be screened from view, or where it will be moved to.
4. Based on the heavy landscaping to screen the " building, and the limited space

parking structure.
Certification Issues
The following comments relate to the applicant's requested modifications to
the approved plan.
1. The applicant proposes to revise the performance stage into an interchangeable
entertainment area. The applicant is requesting an extension of time to complete
the installation of this revised space. However, the applicant has not provided
any details of the proposed changes. The applicant shall provide plans and other
documents to substantiate their request.
2. The applicant proposes to alter Condition #6 of Resolution 120, 2005 to allow
for an extended deadline. for installation of the pedestrian bridge. Condition #6
requires that the bridge and performance stage be completed by November 10',
2006. The applicant proposes a revised completion date of May 31, 2007 for the
pedestrian bridge, with the performance stage being completed no Iater than
November 10, 2007, along with the remaining two areas of the lake
improvements on the east side of Lake Victoria. We have no engineering
concerns, with the requested -time extension to complete the bridge and
performance stage. However, the applicant shall clarify on the plans the
proposed work on the east side of the lake.
3. The applicant requests a signage waiver for the Cobb Cinema ID signage
located above the first floor. Please note we� remain in support of the City's
LDR requirements.
The applicant proposes the elimination of Conditions of Approval #33, 34, 36,
37, 38 and 39 and the modification of Condition of Approval #35 that are
associated with shared parking and the associated studies and timing of
implementation of the second parking structure. The applicant wishes to make
these changes as they plan to proceed with the northwest garage at this time.
However, as the majority of the items covered by these conditions are based on
the construction of the additional parking space we recommend the following
condition of approval; "The northwest. garage shall be completed within 12
months after the effective date of this development order."
The following comments relate to the plans -as submitted for this review.
1. The engineering plans submitted for this review were not signed and sealed.
Future submissions shall conform to Section 78 -248 of the LDR.

2. The applicant shall revise the Waiver Request table on the site plan to include
the. waivers requested with this submission per Section 78-46 of the LDR.
3. The applicant shall revise the photometric plans for conformance with
Ordinance 26, 2006 and Section 78 -182 of the LDR to show a minimum 1.0
foot candles (fc) for all pedestrian use areas, as noted in Table 1 of Ordinance
26, 2006.
4. The applicant shall revise the photometric plans for conformance with
Ordinance 26, 2006 and Section 78 -182 of the LDR to show a minimum 1.5
foot candles (fc) for all vehicular use areas, including the full area of parking
stalls, as noted in Table 1 of Ordinance 26, 2006.
5. The applicant shall provide a signed and sealed photometric plan for the
proposed garage conforming to Ordinance 26, 2006 and Section 78 -182 of the
LDR.
6. The applicant shall clarify the limits and type of work under this project per
Section 78 -46 of -the LDR..The site plan and engineering plan are not consistent
in showing the areas of proposed work and the work to be completed. The
applicant shall clarify the existing facilities and proposed facilities on all plan
sheets. We suggest `that the applicant "ghost" the existing and label the
proposed facilities.
7. The applicant shall revise the plans for consistency: per Section 78 -46 of the
LDR. The applicant shows -the right turn lane and eight -foot sidewalk, on
Gardens Boulevard, are part of the work on this proposal as they are labeled
"Proposed" on the site plan (SP Sheet 2 of 7). However, they are shown but not
indicated "Proposed" on the engineering plan (EP Sheet 3 of 7) and landscape
plan (SP Sheet 5 of 7).
8. The applicant shall clarify what, if any, work is proposed for the west parking
lot per Section 78 -46 of the LDR..
9. The applicant shall show., label and dimension, all existing and proposed (utility
and drainage) easements, on all of the plans per Section 78 -46 of the LDR.
10. The applicant shall label the .existing .and proposed curb types on all plan sheets
per Section 78-46 of the LDR..
11. The applicant shall label match points for improvements, such as the match
points of proposed curb, gutter .and sidewalk to existing facilities per Section
78 -46 of the LDR.
12. The applicant shall provide °complete horizontal control of the. project
sufficient to construct the project and determine the dimensions of all proposed
site improvements" in accordance with Section 78 -448 of the LDR.

13. The applicant shall revise the engineering plan and site plan for consistency per
Section 78 -46 of the LDR. The site plan shows a proposed sidewalk running
diagonal from the southeast corner of the garage to. the street walk (SP Sheet 2
of 7). However, the engineering plan shows the walk with a different alignment
(EP Sheet 3 of 7).
14. The applicant shall provide a handicap ramp on the north end of the north/south
crosswalk at the west parking lot entrance per Section 78 -46 of the LDR.
15. The applicant shall provide a handicap ramp on the north end of the north /south
mid -block crosswalk, on the south side of the garage per Section 78-46 of the
LDR.
16. We recommend that the applicant consider the use of detectable warnings for
the sidewalks that connect to the valley gutter, conforming to ADA
requirements,, as noted in Section 11 -4.29 of the 2004 Florida Building Code.
17. We suggest the applicant show pedestrian crossing signs for the east/west
crosswalk at the northwest corner of the theatre per Section.78 -46 of the LDR..
18. The applicant is advised that,per MUTCD Section 31.16 - Stop and Yield Lines
- Guidance: "If used,' stop and yield lines should be placed 1.2 m (4 ft) in
advance of and parallel to the nearest crosswalk line, except at roundabouts as
provided for in Section 3B.24." The stop bar shown for the exit from the west
parking lot should be relocated to conform to the MUTCD (Site Plan (SP) Sheet
2 of 7) (Eng Plan (EP) Sheet 3 of 7).
19. The applicant shall show a: stop sign /stop bar for the exit from the parking .
garage per Section 78 -46 of the LDR.
20. The applicant shows stop signs and stop bars on the site plan. (SP Sheet 2 of 7),
which are not shown` on the engineering plan (EP Sheet 3 of 7). The applicant
shall revise the plans for consistency per Section 7846 of the LDR.
21. The applicant shall provide a detail and show the location of the signage, for the
"turn around stall" in the garage, to prevent the utilization of the stall for

NOTE: All engineering/infrastructure plans are considered conceptual during
the planning and zoning review phase and are subject to further review during
the final construction review. These non- certification comments shall be
satisfied prior to construction plan approval and the issuance of the first land
alteration permit.
1. The applicant shall provide a drainage plan, with spot elevations and flow
arrows, to show how the drainage will be rerouted after the garage is
constructed and the existing inlets, within the garage, are abandoned.
2. The applicant shall provide pipe size calculations for the proposed storm sewer
to support the pipe sizes shown.
3. The applicant shall provide a detail showing filter fabric, wrapped around all
pipe joints, a minimum two feet wide on center and overlapped by two feet per
FDOT Index 280.
4. The applicant shall provide a typical paver walk section detail on the plan.
5. The applicant shall revise the, designation of the handicap sign shown on the
Standard Parking Stall detail (EP Sheet 6 of 7), which indicates a FTP -25 sign,
to agree with the detail next to stop sign, which correctly shows the handicap
sign to be a FTP- 22 -04.
6. The applicant shall add a note to the engineering plan regarding the City's
requirement for the taking. of test to certify the minimum compaction
specifications. The City's specifications shall apply, except where the specific
requirements of contract documents,.or Seacoast Utility'Authority are greater.
The note shall read, ".Density Tests for trenches shall be taken in maximum one
(1') foot lifts, measured from;, the top of pipe. The tests shall be taken, at a
maximum spacing of every 300 feet measured from the .structure, or at least one
test at the center of the pipe•segment between two structures if less than 300
feet. Tests shall also be taken, .on alternating sides of the structure with each lift
tested. The test location at the structure shall be within five (S') feet of the
structure. The location and -depth of all tests shall be.clearly indicated in the"
description area on. the test mart and/or on a location man which shall be
attached to the test retiort., Required testing at utility structures shall include all
manholes, vaults, or,valves. within any paved area." The applicant is further
advised that the testing lab or engineer -of- record shall certify, on the test report,
the lift thickness for all subgrade, base and pavement tests. taken for
construction. t
While the applicant has ,provided similar notes (Backfill notes #5 & #7) (EP
Sheet 6 of 7), the applicant shall revise the text to agree with the "minimum"
requirements indicated above.

7), which indicates that testing shall be done for "compacted lifts: (1 foot
minimum)" it should indicate compacted lifts to be "1 -foot maximum ".
The applicant shall add a note to the plan indicating that "All structure rirn
elevations shall be set to finished surface grade, unless otherwise specifically
noted on the plan. " Where the design proposes that the structure rim shall be
set above or below the finished surface grade; the applicant shall show and
label both the pavement/surface & rim elevations clearly on the plan view.

Parking Garage
Parking garages are high pr oritysecurity areas. Parking_ garages
comprise a large area with relatively low levels of activity, with this in mind
the Police Department makes the'following comments:
1) Lighting is universally considered to be the most important security in
a parking garage and serves as an excellent deterrent to potential
criminal activity. Lighting recommendations are as follows:
➢ Shall adhere. to the IESNA (Illuminating Engineering Society of
North America) standards for garages.
➢ Design shall incorporate both vertical.and horizontal luminance.
➢ Lighting shall extend into parking stalls and over vehicles rather
than just into driving aisles.
➢ The exterior of garage shall be well lighted on all sides.
➢ Metal Halide lighting shall be used for the interior of garage.
➢ Position light fixtures to minimize glare to drivers and enhance
depth perception, and should be vandalism resistant:
2) Ground level pedestrian exits that "open into nowsecure areas should
be emergency exits only, fittedwith panic bar hardware and install -
"local" alarm that activates if ground level door is opened (when exit is
intended for emergency use only).',
3) Stairwells shall be designed to be completely visible from either
interior or exterior.
➢ Stairwells shall have open metal handrails and steps. Areas
beneath stairways at ground level shall be. fully enclosed or access
to them limited.
➢ Interior doors to stairwells shall have firelight glass doors- vision
panel of one hundred square inches with a minimum 5" width.
➢ Convex mirrors and video surveillance cameras shall be installed in
each stairwell.
4) Elevators with at least one shaft wall exposed to the exterior shall have
clear glazing installed in the one wall to provide visibility into the
elevator cab or one or more of the following: video camera shall be
installed in each elevator cab, install shattef resistant mirrors, equally
reflective material so placed as to make entire cab interior visible to
entering visitors.
5) Applicant shall install a video camera on the second floor pedestrian
walkway /bridge and lobby area to capture pedestrians walking to or
from rear of cinema.
6) Applicant shall install a video camera at exit /entry to parking facility
to capture.in /outbound vehicle traffic.
7) Applicant should assign parking facility a specific identifier displayed
at main entrance using numbers /letters of twelve inches in height.and
of contrasting color.
8) Directional signage, including floor designation and section, shall be
provided to expedite movement through facility. Signage shall be
displayed not less than 60 inches from parking surface and highly
visible from within any portion of the facility.

A Development, Review Committee meeting has been scheduled for Thursday, December
26, 2006, at 9:00 a.m. in the Growth Management, Conference Room at, City Hall to
review the following development application:
SPLA- 06- 11 -02: Downtown at the Gardens Site Plan Amendment,
Don Hearing of Codure Hearing, on behalf of 'Mennin Development Companies, is
requesting DRC certification for an amendment -to Downtown at the Gardens to delete
certain conditions of approval related to contingenc} parking, building a second parking
garage, and request time extensions for .building an approved bridge connecting the
subject site with the east side of Lake Victoria, and an elevated public stage.
