Minutes
The Art in Public Places Advisory Board met on December 19, 2006 in the Council Chambers of
the Municipal Complex, located at 10500 North Military Trail, Palm Beach Gardens, Florida. The
meeting was called to order by Chairperson Linda Oliver at 5:30 p.m. and opened with the Pledge
of Allegiance.

IL APPROVAL OF THE MINUTES
The Board approved the minutes from the October 17, 2006 meeting — all approved, except Lee
Bickford and Diane Cappella, they arrived late:
Patricia Snider, City Clerk, asked the chairperson for a moment to swear in the two alternates into
office, Chairperson said yes and Patricia swore them in.
III. UPDATE BY STAFF LIAISON
A. The City Forester conducted a landscape inspection for the Bascom Palmer Art and noted that
they exceeded the landscape plan requirements. The applicant informed staff that they are
looking to put some benches around the art.
B. Staff contacted the artist for the Legacy Place and was informed that the bolts on the obelisk are
essential to maintaining the integrity of the structure and keep it sound.

IV. OLD BUSINESS
Lighting issues are to be discussed in 03/2007. This is the projected date of completion.
A pedestal was not proposed for the Bascom Palmer Art and staff inquired the applicant as such,
but was informed that the art will remain as approved.
The AIPP Advisory Board inquired as to the color of the "Contiguous Currents" art piece..Angela
will find out when the next painting is due and talk with the artist concerning the color.
Lucy Cashabars, Art and Culture Group - Recommendation to the City Council
Proposed public art for Garden Station and Palm Beach Gardens:
Location was decided on Garden Station east and a flag poll would go across on Garden Station
west.
Review: April 19, 2005: Artist, Charles Parton was reviewed. A patriotic theme was requested by
the developer. January 17, 2006, art concept workshop was done and subsequently the bench was
moved to the East side. The developer wanted to do a flag. July 18, 2006, an art concept workshop
was done again. At that time, response was made to the Art and Public Places Board, over the
United States Veteran's concern about it being a flag. After a survey of veterans, the design was
changed to no striping or flag representation. Escrow is $51,426 and our estimated cost is going to
be above that. The timeline is the same.
There was conversation back and forth about what would be an appropriate and attractive artwork.
Linda asked for motion. William Leizman made a motion to deny the artwork that is in question
and Lee Bickford seconded it, and the motion passed 6 -1 to deny.

The Board discussed two choices, 1) to withdraw the art and select another piece, and 2) the Board
had a recommendation and they chose to deny the recommendation. You can move forward to City
Council with the Art Board recommendation of denial.
Lakeside Art — Semifinalist Selection
It was decided to contact Joel Straus concerning the art consultant for the art. The board will make
special meetings if necessary to make the April 2007 deadline.
William Leizman will keep Board informed as the committee on Cultural Art.
