BUDGET OVERSIGHT COMMITTEE
January 25, 2007
MINUTES
The Budget Oversight Committee met on January 25, 2007, in the Council Chambers in
the Municipal Complex, located at 10500 North Military Trail, Palm Beach Gardens,
Florida. The meeting was called to order by the City Clerk, Patricia Snider, at 8:36 AM.
I. Roll Call

II.COMMITTEE RE- ORGANIZATION:
Harvey Goldberg, appointed Chairperson by a unanimous vote of 5 -0. Marc Cohn,
appointed Vice Chairperson by a unanimous vote of 5 -0. City Clerk, Patricia Snider,
acted as Chairperson for the Reorganization Meeting until the above appointments were
made.
III. APPROVAL OF MINUTES:
The minutes from November 30, 2006, were approved unanimously, 5 -0.
IV. OVERVIEW OF BUDGET PROCESS:
Allan Owens, Finance Administrator, addressed the Committee: An overview of the
budget process was outlined. There are six phases used in making the budget
determinations. These phases are: Policy strategy; the developmental phase; the review
phase; adoption phase with two public hearings and the monitoring phase. In regards to
revenue projections for the upcoming year, all the contributing factors which determine
how the budget is prepared and explained to the Committee. Allan stated he was
confident with the projections of last year which were 0% growth and an estimated
$380,000,000.00 for new construction would still remain for the upcoming year.
Building permits and impact fees were discussed. Allan explained this is a significant
revenue source. The formulation for these fees are based upon a five -year average. To
estimate the current year, a review of a five —year period is made taking into consideration
any significant known economic factors. The State prepares an estimate of State revenues
and they are reviewed along with the projections as a guide for the budget planning.
Mary Anderson - Pickle, Deputy Finance Administrator gave a presentation on the
departmental guidelines for budgets and expenditures. Employee salary and benefits are

the largest expenditure. This covers Cost of Living Allowance (COLA) and merit
increases, Life and Health insurance, Worker's Compensation, longevity costs and
pension .plans. Each department may access their budget worksheet and obtain details of
their final budget. The Finance Department has made this available online for employee
access on the City of Palm Beach Gardens website. Packets are sent to each department.
The finance department then meets with each department to discuss their budget
proposals. A working document is then created by Finance and submitted to Council for
review. The final budget document is available for employees and residents as well on
line.
The contract with Chevron has not been signed yet. It is still in review with the City's
attorneys. A decision has yet to be reached. Allan will provide the Committee with the
first quarterly update for the fiscal year at the next meeting.
IV. FUTURE TOPICS FOR DISCUSSION:
The idea for an Audit Committee was briefly discussed and will be looked into in the
future if deemed necessary.
