7 The Regular Meeting of the Parks & Recreation Advisory Board of the City of Palm Beach
8 Gardens, Florida, was called to order at 7:03 P.M. in the Council Chambers of the Municipal
9 Complex, 10500 North Military Trail, Palm Beach Gardens, Florida, and opened with the
10 Pledge of Allegiance.

29 2. APPROVAL OF MINUTES:
3o The minutes for the meetings of December 18, 2006, January 22, 2007 and February 26, 2007,
31 were approved, 8 -0.

33 3. ITEMS BY STAFF LIAISON:
34 Charlotte Presensky, Staff Liaison, announced that on Thursday, April 26, 2007, at 5:00 p.m.
35 the annual "Weather the Storm" event will take place at the Burns Road Recreation Center.
36 The focus of the event will be on preparation for any type of an emergency. This will go
37 beyond hurricane preparedness. The City has purchased an AM radio station. The channel is
38 AM 1670 and the announcer will be Dan Reidy, Operations Director, Public Facilities.The
39 station will operate throughout any storm providing up -to -date information to City residents.
40 The City will be broken down by a color- coding system. Each color will represent a
41 community and specific information will be given during a storm using this color -coded
42 system. This will enable residents to obtain specific information about what is happening in
43 their neighborhood.

3 OLD BUSINESS:
4 PGA Park Master Plan: Charlotte Presensky had the Geographical Information System (GIS)
5 Department draw up a plan depicting an aerial view of the park. This view shows the impact
6 of the park on the existing space. The plan shows that the parking areas are enlarged but
7 multipurpose fields do not change at all. The tennis courts and basketball courts have not
8 been moved. The old playground and pavilion will be removed. Charlotte stated that when an
9 architectural design is purchased a re-use clause is built into the contact. This clause enables
10 the City to re-use a design structure again by paying a small fee to the architect. This will be
11 applied to certain aspects of this design project. The next step would be to announce this plan
12 to the public at the next Parks and Recreation Advisory Board meeting in order to get
13 feedback. Once this feedback is obtained, a design will be formulated to present to City
14 Council.

16 Public Environment Master Plan: Charlotte informed the Board that this was formerly known
17 as The Parks and Recreation Master Plan. This was renamed to bring the focus of the plan
18 away from just parks alone. The firm of Calvin & Giordano has been retained to formulate a
19 proposal which will be an assessment of all of the "Green" land in the City. This plan is
20 being designed in order to make residents aware of their environment and all that is available
21 to them as residents. This plan is being reviewed by staff to ensure that the concepts are
22 accurate. Charlotte would like the Board's feedback on this proposal also. A separate
23 workshop will be held tentatively for the third week in May. At this time, the Board will
24 review the proposal and present their feedback and pose any questions they may have.

26 Lakeside Art Project: This will be addressed at the Arts in Public Places Meeting tomorrow
27 night which Charlotte will attend. Charlotte will give the Board an update at next month's
28 meeting.

30 6. NEW BUSINESS:
31 There was no business to discuss.

33 7. PARKS UPDATE:
34 Justin Lucas, Superintendent Parks Division, provided an update to the Board on upcoming
35 park closings. On April 30, 2007, the Plant Drive Park basketball courts will be closed for
36 two weeks for resurfacing. The dog park will be closed from April 30, 2007 through
37 May 11, 2007, in order to replace the sod. The Great American Clean -up will take place on
38 Saturday, April 21, 2007, at Plant Drive Park from 8:00 -5:00 p.m. Charlotte Presensky stated
39 that demolition of the water treatment plant located across from the Plant Drive roller hockey
40 rinks will take place in order to provide more parking.

42 8, RECREATION UPDATE:
43 Tim Kasher, Alternate, Interim Recreation Director, Staff Liaison, provided an update to the
44 Board on the Burns Road Facility. Registration for camp takes place this Saturday,
45 April 21, 2007, at 8:00 a.m. This year on -line registration has been added in order to lessen
46 the lines for registration in person. If anyone has recently signed up for any activities they

I would be registered in the system already. For those who need to register, household
2 registration forms are available. The new playground equipment for the Burns Road
3 Recreation Center will be arriving this Wednesday. Demolition of the old equipment will
4 begin in a few weeks. The pool filters are being replaced in May on the older pool, which
5 will be closed during this repair. All the other pools will remain open during this time. Earth
6 Day is Friday, April 20, 2007, from 9:00 -11:00 a.m. at the Burns Road Recreation Center.
7 All are welcome to attend. Charlotte Presensky stated that there will be an area added to the
8 spray playground pool area geared for younger children. This will take place in the fall.

10 9. GOLF UPDATE:
11 Charlotte Presensky, filling in for Dan Reidy who was not present, gave the update. The
12 underground fuel tank is in the process of being removed and should be completed in the
13 near future. Golf rounds for the month of March have increased from previous years by 634
14 rounds. Landscaping and drainage improvements are continuing. The new golf cart fleet has
15 arrived and is operational.

17 10. COMMENTS BY PUBLIC:

20 11. COMMENTS BY BOARD:
21 Bert Premuroso attended the Easter Egg Hunt and said it was wonderful. Philip Milton
22 attended the Tai -Chi class and recommended it to everyone.
