The meeting was called to order by Chair William Olsen at 5:35 p.m. in the Council Chambers Conference Room of the Municipal Complex located at 10500 North Military Trail, Palm Beach Gardens, Florida, and was opened with the Pledge of Allegiance. Also Present: Vice Mayor and Council Liaison Jody Barnett Mark Hendrickson, City Forester, Staff Liaison, Tara Patton, Planning Manager Aries Page, GIS Manager Ross Gilmore, GIS Technician IL NEW BUSINESS: MILITARY TRAIL GRANT PROGRAM: Tara Patton, Planning Manager, started the Grant presentation by giving a background on the Military Trail Grant Program. HISTORY: On November 7, 2002, the City Council approved Resolution 189, 2002, which provided for a limited 50/50 matching grant for the single- family homeowners for properties abutting the east side of Military Trail between Northlake Boulevard and PGA Boulevard. In total, ten homeowners were awarded individual grants that enabled them to make various improvements to their homes and lots facing Military Trail. Out of the ten homeowners awarded funds, only three recipients followed through with the contract which resulted in the reimbursement of only $2,386.35 of the $10,000 allotted for the Fiscal Year (FY) 2002/2003 grant. Based on the direction given by the City Council at the July 17, 2003 meeting, staff prepared another Military Trail Grant for the FY 2003 /2004, which the City Council approved with the adoption of Resolution 136, 2003. The adoption of Resolution 136, 2003 allowed the extension of the grant from PGA Boulevard up to the EPC 3 -C Canal for both the east and west sides of Military Trail, and includes multi - family developments/subdivisions as well as single- family homes. The grant also allowed for improvements within the right -of- way to serve as "Roadway Beautification' for Military Trail. Community Aesthetics Board Meeting Minutes 032907 Page 1 The 50/50 matching portion was approved at $2,000 per single - family dwelling, and $5,000 per multi- family subdivision/development per year. The budget for this project was $20,000 and was included in the budget for the FY 2003 /2004. The intent of the grant was to make marked improvements to those specific homes and multi - family developments /subdivisions visible from the right -of -way that would cause an immediate visual impact. The types of improvements include, but are not limited to, roof cleaning/repair, exterior walls, paint, landscaping, front fagade building expansion, driveway, garage door, roadway beautification including signs, and other off -site improvements, etc. Within FY 2003 /2004, twenty -five applications were received. Seven applicants contracted and received monies from the Program. Subsequently, on October 21, 2004, the City Council approved and adopted Resolution 204, 2004 to expand the matching grant to allow for a 75/25 matching grant, with the City being responsible up to 75% of the grant and the applicant being responsible for 25% of the improvements. The purpose of changing the match from 50/50 to 75/25 was to encourage greater participation, especially considering the damage that has been caused by hurricanes Frances and Jeanne. The 75/25 matching portion was approved at $3,000 per single - family dwelling, an increase of $1,000 from the previous year, and $5,000 per multi- family subdivision/development per year. The budget for that fiscal year, 2004/2005, was $20,000. Twenty -three applications were received. Out of twenty -three applicants, nine applicants completed the work and received monies from the Program. In FY 2005 /2006, twenty -three applications were received and the budget was set at $50,000. All of the modifications to the Program adopted within Resolution 204, 2004 were implemented and no further amendments to the program were made during the FY 2005/2006. Out of the twenty -three applicants, ten executed the contract and received monies. Two applicants received an extension until 2007 to complete the work. DISCUSSION= In accordance with the procedures established in previous years, the City once again sent out notices informing residents of the Military Trail Grant program for the FY 2006 /2007. This year, sixteen applications were received. One application was removed for lack of information. Once all the applications were received, the Military Trail Grant Committee was formed by City staff members to review all of the submitted applications. The Committee met several times to discuss the applications, conducted site visits to assess the existing conditions of the site, and took digital photographs of all of the areas listed for improvements on the individual applications. The 2006 /2007 Military Trail Grant is budgeted for $50,000 which was the same budget established for the FY 2005/2006. Criteria Used to Rank Applications The Military Trail Grant Committee reviewed the applications using the following criteria to rank each application: • Application is complete. • Application is clear and legible. • Applicant has attached an assessment/estimation of costs by a contractor proposed for the improvements or a detailed cost estimate if the work is self initiated. • The proposed improvements will substantially improve the visual appearance of the frontage of each home along Military Trail. • A site visit by staff has confirmed the need of improvements. • Review by Code Enforcement staff has determined that no existing fines or liens exist for the property. STAFF RECOMMENDATION Staff recommends approval of the individual applications as provided in the attached spreadsheet. APPLICATIONS FOR APPROVAL: Sabal Ridge Condo Association 100 Sabal Ridge Circle Palm Beach Gardens, FL 33418 The applicant is requesting funds to make the following improvements: Roof cleaning for 23 buildings and the clubhouse in order to remove mold and dirt. The application was reviewed by the Board and approved 7 -0. Community Aesthetics Board Meeting Minutes 032907 Page 3 Regine Ambroise 9482 N. Military Trail Palm Beach Gardens, FL 33410 The applicant is requesting funds to make the following improvements: Replace fencing which faces Military Trail and replace shutters. The driveway also needs to be painted and sealed. The Board approved this 6 -1. Donna Wisneski opposed the proposed improvements. Edgemere HOA c/o Charles Gilbert 6011 Edgemere Ct. Palm Beach Gardens, FL 33410 The applicant is requesting funds to make the following improvements: Replacement of shadow boxes on the corner or Military Trail and Elm St. Replace Edgemere sign on the comer of Military Trail and Elm Street. The Board approved this 7 -0. Golf Estate Villas HOA Joyce Kelleher, Director 10115 N. Military Trail Palm Beach Gardens, FL 33410 The applicant is requesting funds for the following improvements: Roof cleaning and cleaning front of the structure. Signage for identification of the complex. No sign currently exists. The Board approved this 5 -2. The proposed improvements were opposed by Donna Wisneski and Cable Neuhaus. Bradley C. Gregg 9508 N. Military Trail Palm Beach Gardens, FL 33410 The applicant is requesting funds for the following improvements: The replacement of awning over the car in front of the house; pressure cleaning of the driveway; and repair of sprinkler system with new control valves and a covers. Installation of new impact -rated garage door The Board approved this 7 -0. Adelaide Lawson 9496 N. Military Trail Palm Beach Gardens, FL 33410 The applicant is requesting funds for the following improvements: The replacement of five windows located in the front of the house. The new windows are impact windows; the replacement of shutters. The Board approved this 5 -2. The proposed improvements were opposed by Gail Vastola and Sherry Levy. Manson Condominiums #2 Elaine Holmes, President 10290 N. Military T rail Palm Beach Gardens, FL 33410 The applicant is requesting funds for the following improvements: The pressure cleaning of soffits, walls, fascia and sidewalks; Caulking of all doors and windows with patching of cracks; Finishing of all trim work and soffits with 100% Acrylic trim; Prime all stucco walls and finish coat on all walls with 100.16 acrylic; Finish stairs and walkways with one coat of porch and deck enamel with skid -tex and anti -skid. The Board approved the proposed improvements 7 -0. Manson Condominium Associations #3 10330 N. Military Trail #7 -A Palm Beach Gardens, FL 33410 The applicant is requesting funds for the following improvements: The painting and pressure cleaning of the pool house. Military Trail Palm Beach Gardens, FL 33410 The applicant is requesting funds for the following improvements: The replacement of the entire roof with repair of the eaves around the house; New screen and door replacement with painting and patching of existing masonry wall around the house. The Board approved the proposed improvements by 7 -0. Stella C. Mlecz 9760 N. Military Trail Palm Beach Gardens, FL 33410 The applicant is requesting funds for the following improvements: A new front door, new lights and a new trellis. The Board approved the proposed improvements by 7 -0. Ambrocia Sun 9334 N. Military Trail Palm Beach Gardens, FL 33410 The applicant is requesting funds for the following improvements: The replacements of all three segments of windows facing N. Military Trail with French windows. These are impact windows. The Board approved the proposed improvements by 7 -0. John Sun 9272 N. Military Trail Palm Beach Gardens, FL 33410 The applicant is requesting funds for the following improvements: The replacement of two segment of windows facing Military Trail. Military Trail Palm Beach Gardens, FL 33410 The applicant is requesting funds for the following improvements: Landscaping maintenance program of the surrounding area of the club house. Military Trail Palm Beach Gardens, FL 33410 The applicant is requesting funds for the following improvements: The painting of the exterior of the house; replacement of the front door and staining of the new door; installation of pavers on the walk way leading to the front door area and adjacent walk way. The Board approved the proposed improvements 7 -0. W.CON VIENT ES BY THE PUBLIC: Lynn Metcalf, 1701 -H Sable Ridge Circle, Palm Beach Gardens, FL 33418. She stated the need for improvements at Sable Ridge Condominiums. She also praised the City for offering this type of grant to homeowners. Ellen Tucker, 1045 Shady Lakes Circle, Palm Beach Gardens, FL 33418. She asked a why the Home Owner's Association (HOA) did not use their funds to make improvements. She does not feel the City should pay for what the HOA could pay for. She does not agree with the funding. Lindy Hughey, 9120 Reed Drive, Palm Beach Gardens, FL 33418. She commented that rental properties are not written into the Ordinances and they should not be included in the funding. She felt that landlords should not be given any funding, only applicants who actually live in the homes. She also commented that the Ordinance did not include properties north of PGA Blvd. Carolyn Chaplik, Hudson Bay Dr., Palm Beach Gardens, FL 33418. She commented the grant was amended and she still cannot utilize it because she is north of the divided line and she feels all of Palm Beach Gardens should be included. She feels there are other areas in the City that need improvements also. Eartha Markland, 9148 N. Military Trail Palm Beach Gardens, FL 33410. She explained to the Board that she could afford her share of the roof repairs which was $8500.00.
