HomeMy WebLinkAboutMinutes Council 062507 City Manger BudgetI CITY OF PALM BEACH GARDENS 2 CITY COUNCIL/CITY MANAGER 3 MEETING 4 June 25, 2007 5 6 The June 25, 2007 meeting of the City Council and City Manager of the City of Palm Beach 7 Gardens, Florida, was called to order at 11:00 a.m. in the Council Chambers of the Municipal 8 Complex, located at 10500 North Military Trail, Palm Beach Gardens, Florida, by Mayor Russo, 9 and opened with the pledge of allegiance. 10 11 ROLL CALL: The Municipal Services Coordinator called the roll and the following elected 12 officials were found to be in attendance: Mayor Russo, Vice Mayor Levy, Councilmember Jablin, 13 Councilmember Valeche, and Councilmember Barnett. 14 15 Also in attendance: 16 Ron Ferris, City Manager; Christine Tatum, City Attorney; Dan Clark, City Engineer; Stephen 17 Stepp, Police Chief; Jack Doughney, Community Services Administrator; Eric Holdt, Information 18 Technology Administrator; Patricia Snider, City Clerk; Allan Owens, Finance Administrator; 19 Mary Anderson Pickle, Deputy Finance Administrator, Pete Bergel, Fire Chief, Kara Irwin, 20 Growth Management Administrator; Sheryl Stewart, Human Resources Administrator, Stacy 21 Rundle, Assistant to the City Manager. 22 23 Mayor Russo opened the meeting by stating that the purpose of today's meeting was to have a 24 Council/City Manager workshop and to discuss the budget information received by Council. This 25 meeting also will ensure that the City and Council are moving in the right direction with the 26 proposed budget. The actual line -by -line review of the budget will take place at the meeting on 27 Thursday, June 28, 2007. Mayor Russo commended the City and stated that he felt the budget was 28 a good one and thanked the staff for all of their hard work. Vice Mayor Levy echoed the 29 statements of Mayor Russo and commended the staff for all of their hard work, felt the budget was 30 done fairly. He suggested that the Council eliminate their $8000 travel budget and all travel 31 requests come before Council for approval. Mayor Russo suggested that not all Council members 32 attend Palm Beach County Days and also noted that contrary to what was written in the newspaper 33 over the weekend, more was being done than just the elimination of vacant positions within the 34 City. The City Manager has eliminated certain positions and transferred people from other 35 positions as needed. Councilmember Valeche thinks that the staff's proposed budget cuts should 36 be accepted. However, he does feel that the Honda Classic should be placed back into the budget 37 since it does provide an economic benefit to the City. Councilmember Valeche suggested looking 38 at all the City's events separately and determining the cost of each with it's attendance in order to 39 make a better determination as to what events may be able to be reincorporated back into the 40 budget. This would allow important events such as the City's 50th Birthday to be held. 41 Councilmember Jablin made a suggestion that the City seek sponsorships from local businesses for 42 upcoming City events. Councilmember Barnett asked that she be provided with an organization 43 chart for the City which would include departmental positions, employees and salaries. City 44 Manager Ferris stated that he would provide her with any information she requested. 45 Councilmember Barnett also had some questions regarding line items in the budget and it was 46 decided to address her questions at Thursday night's meeting.
