5 The Community Aesthetics Board (CAB) met on Wednesday, September 5, 2007. The
6 meeting was called to order by Chair William Olsen at 5:30 p.m. in the Council
7 Chambers of the Municipal Complex located at 10500 North Military Trail, Palm Beach
8 Gardens, Florida.

33 4. APPROVAL OF MINUTES
34 • Motion was made, seconded and carried unanimously, 5-0, to accept the meeting
35 minutes of June 6, 2007.

37 5. ITEMS BY COUNCIL LIAISON
38 • Jody Barnett, Councilmember, Council Liaison, conveyed that the City Council
39 has approved the project to green the outside of City Hall. This project is possible
40 through a donation from Menin Corporation. Concrete and drainage work will be
41 done, outer rings will be greened and a veterans memorial will be added. Each
42 branch of the armed forces will be represented.
43 Plans for art are unknown at this time.

1 6. ITEMS BY STAFF UASION
2 • Mark Hendrickson, City Forester, Staff Liaison, addressed Board membership and
3 term expirations.
4 o William Olsen, Chair, was offered a 2 -year extension of his membership.
5 He will advise Mr. Hendrickson of his decision.
6 o Gail Vastola's, Vice Chair, membership is expiring.
7 o Other Board memberships are valid through 2008.
8 o Fran Heaslip, Bent Tree, an applicant for Board membership is present in
9 the audience.

11 7. OLD BUSINESS
12 • Review of photos for Paloma, Midtown, McArthur Boulevard, Legacy Place,
13 Gardens Mall and PGA Commons.
14 o Paloma PUD
15 ■ Divided into three sections.
16 ■ Hardscapes and landscapes must be finished before the first
17 certificate of occupancy is issued.
18 • Buffers are complete.
19 • Certificate of occupancy has not yet been issued.
20 o Midtown (F.K.A. Borland Center).
21 • New landscaping, sidewalks and parking lots are shown.
22 ■ Hardscapes show trash containers and light poles.
23 ■ Foundation landscaping in an urban environment.
24 ■ Shady Lakes buffer shown.
25 ■ Art is under construction.
26 o PGA Commons.
27 ■ Each of the Commons is built similarly.
28 ■ Rear entrances, art, restaurants, elevators, drive aisle and parking
29 lot are depicted.
30 a Residential area to the South and business on the second level.
31 v Channing Corp. used brick pavers for the drive aisles and parking
32 lots.
33 ■ Benches, potted plants, awnings depicted.
34 ■ Workout stations along PGA Blvd.
35 ■ Vegetation maturing well.
36 o Legacy Place.
37 ■ Art in Public Places chose the obelisk.
38 ■ Ten different varieties of palm trees.
39 ■ Some plants will grow up the palm trees.
40 ■ Publix Greenwise was issued its certificate of occupancy.
41 ■ Project was designed for walking.
42 ■ Large trucks have difficulty maneuvering the turns.
43 ■ Signage is well done.
44 ■ Artist's rendition of a 45 rpm record.
45 a Landscaping is not complete, but is significantly complete so a
46 certificate of occupancy could be issued.

I Everything in the store is designed to be environmentally friendly.
2 All Publix stores in Palm Beach Gardens have had generators
3 installed.
4 o Gardens Mall.
5 ■ As one drives around the mall most of the drive lanes take you to
6 the entrances and, unless you are going to a service area, you will
7 not notice them.
8 • The cleanliness at the Gardens Mall is exemplary.
9 ■ Heavy landscaping including palm trees and tasteful signage.
10 ■ Various service areas are depicted.
11 ■ The service areas do not have gates.
12 o McArthur Boulevard.
13 ■ Boulevard runs North -South with Howell Watkins Middle School
14 on the East and Lake Catherine on the West side.
15 ■ Landscaped with crepe myrtle and sable palms.
16 ■ Complaints received about the odor of the society garlic.
17 Seasonally it has an aroma, but also has flowers and does not grow
18 very high.
19 ■ The City of Palm Beach Gardens, Palm Beach County School
20 Board, Lake Catherine community and the Banyan Tree PUDs all
21 came together to make the school project successful.
22 ■ Karen Marcus, Palm Beach County Commissioner, helped procure
23 funds for the road.
24 ■ MacArthur Banyan is the only historical area in the city. The
25 radius of the trees is 200 feet. The present design will protect the
26 two banyans forever. Brick pavers have been added as an
27 enhancement. Stakes have been added to allow the ficus aerial
28 roots to root themselves in the ground and structurally support the
29 branches of the tree. The tree will continue to grow and remain a
30 City landmark.
31 • Mark Hendrickson inquired if the pictorial presentation was adequate in place of
32 field trips.
33 • Gail Vastola felt that pictures taken by a photographer may not be representative
34 of what the Board wants to see.
35 • Mark Hendrickson offered to prepare a PowerPointTM presentation with pictures
36 from any Board member so they can be shared for all to see.
37 • Roadway beautification is a code requirement that developers understand when
38 they come to the City. Central Boulevard is maintained by the bordering
39 communities. Mirasol will landscape the PGA median West to the turnpike.

41 S. NEW BUSINESS
42 • Greening of the plaza can be added to the next meeting agenda.

44 9. COMMENTS BY THE PUBLIC
45 • Fran Heaslip, Bent Tree, complained about the news racks at the end of the canal
46 on Central Boulevard.

• Staff will research the property ownership.
• Mark Hendrickson said that there is an ordinance that covers news racks.
He will discuss the situation with Code Enforcement and report back.
• Question raised regarding the status of the art on the Alt Al A flyover.
o Councilmember Barnett explained that the City had its own engineer
review the project. A letter was sent to the artist advising that she has 30
days to respond to the City. Two weeks remain and her reply has not yet
been received. If we do not receive a satisfactory reply, further action will
have to be taken.
