5 The Art In Public Places Advisory Board convened on October 16, 2007 in the Council
6 Chambers of the Municipal Complex, located at 10500 North Military Trail, Palm Beach
7 Gardens, Florida. The meeting was called to order by Lee Bickford, Chair, at 5:35 P.M.
8 Cable Neuhaus, 2nd Alternate, will sit on the board as a regular member for the meeting.
9 A quorum was declared.

33 V. APPROVAL OF MINUTES

36 VI. ITEMS BV COUNCIL LIAISON
37 • William Leizman, Vice Chair, inquired if there was an update on the PGA
38 Flyover art.
39 • Eric Jablin, Councilmember, Council Liaison, stated resolution of the surface
40 rust issue has not yet been determined. When further information is available
41 he will update the board.

43 VII. Update by Staff Liaison
44 • Nina Nikolova, Staff Liaison Alternate, informed the board that for future
45 meetings they hope to have speakers on the subject of art in public places.
46 • Eric Jablin, Councilmember, Council Liaison, inquired of the status of the
47 City Hall art work that is supposed to go in the lake. He stated the money for

artwork does not come from tax money, but from donations made to the City

for this specific purpose.

Nina Nikolova stated the art for the City Hall lake has been suspended until
4
the PGA Flyover art issue has been resolved.

Lee Bickford, Chair, inquired if it is possible to have a five -year plan for the
6
board to follow. She suggested a less formal venue where anyone could
7
present their ideas.

Eric Jablin suggested a sculpture garden.

•
Myra Davis inquired as to the possibility of a cultural center.

Eric Jablin stated that he inquired about a specific piece of property for a
11
cultural center, but after speaking to Karen Marcus, County Commissioner, he
12
is not hopeful. He then stated that a cultural center could be considered in the
13
future.

Discussion ensued about a suitable area.

William Leizman, Vice Chair, suggested the possibility of an artist's colony.

Eric Jablin stated that he did not believe there would be support for such a
17
project within the City.

Eric Jablin suggested rotating exhibitions where artists can display their work
19
within the City at no cost to the City.

Eric Jablin suggested the board place their suggestion for a sculpture garden
21
on the next City Council meeting agenda, November 1, 2007, to which Lee
22
Bickford, Chair agreed.

VUL Old Business

Lucy Keshavarz, President, Art & Culture Group, Inc., discussed the sculpture
26
planned for the Gardens Commerce Center located on the West side of
27
Riverside Drive.

•
William Leizman, Vice Chair, asked several questions regarding the sculpture.

Ms. Keshavarz answered Mr. Leizman's questions and stated that the artist
30
has an excellent reputation.

Discussion ensued regarding the sculpture.

Motion made to approve the Gardens Commerce Park sculpture, seconded and
33
carried by a 4 -1 vote with William Leizman voting against.
