EDUCATION ADVISORY BOARD
DECEMBER 13, 2000
The December 13, 2000, Regular meeting of the City of Palm Beach Gardens
Education Advisory Board was called to order at 7:10 P.M. by Chair Scott Blake in the
City Manager's Conference Room of the Municipal Complex located at 10500 North
Military Trail,_ Palm Beach Gardens, Florida.
The roll was called and the following members were found to be in attendance: Chair
Scott Blake, Wayne Anderson, Anne Berg, Ilene Gerber, Judith Hanrahan, Nancy
Krause- Laurie, James Panoch, Jan Porter, and Ron Sadaka. City Council Liaison Vice
Mayor Eric Jablin arrived at 7:30 p.m.
Motion was made by Wayne Anderson, seconded by Jan Porter, to approve the minutes
of the November 8, 2000 meeting as submitted. Motion carried by unanimous vote.
A guest speaker discussed exceptional student education for gifted students in Palm
Beach County and reported research from other areas. A basic flaw in the philosophy
of the County's. system was pointed out, which was that a group of gifted students
could not all be treated the same and all expected to excel, and a move was in progress
to change the program. Wayne Anderson suggested each school should have a gifted
program to in order maintain higher test scores, to which the guest speaker responded
that had been brought up by many people, but expressed his opinion that students who
were ahead of their age peers in most subjects should still be sent to a gifted center
with a full -time program. Discussion ensued, which included among other items
qualifications for teachers, school -based decisions, boundary change hearings, new
schools to be opened, programs that should be based on student need rather than on
population, and requirements for gifted programs in Plan A and Plan B, which
addressed four groups — African American, Hispanic, students with a native language
other than English, and students who qualify for free or reduced lunch. The guest
speaker thanked the group for the issues they had raised and noted that his phone
number was included on materials provided. Discussion on various issues took place

SAC Meeting Reports
Allamanda Elementary - Wayne Anderson provided a report, thanked members of the
Board for their support during a recent death in his family, and reported an award
which was won by his wife.
10 Palm Beach Gardens Elementary - Anne Berg provided a report.
Timber Trace Elementary - Ron Sadaka provided a report.
Grove Park Elementary There was no report.
H. L. Watkins Middle - There was no report.
Watson B. Duncan Middle Judy Hanrahan provided a report.
School of the Arts Middle - Jan Porter provided a report.
Palm Beach Gardens High - There was no report.
William T. Dwyer High - Nancy Krause Laurie provided a report.
Suncoast High - Jim Panoch provided a report.
