BEAUTIFICATION AND ENVIRONMENTAL COMMITTEE
APRIL 5, 2000
The April 5, 2000, Regular meeting of the City of Palm Beach Gardens
A—dAi-s-er-y Bow was called to order at 5:45 P.M. in the Council Chambers of the
Municipal Complex located at 10500 North Military Trail, Palm Beach Gardens,
Florida.
The roll was called and the following members were found to be in attendance: Chair
Joe Royals, Jeffrey Renault, Sally Wilks, Jack Hughes, and Donna Wisneski. It was
noted that City Council Liaison David Clark had been unable to attend because of a
conflict with another event.
The minutes of the March 1, 2000 meeting were approved as submitted.
Old Business
City Forester Mark Hendrickson presented the completed Environmental
Recommendation Letter, which was discussed briefly. Motion was made and
seconded to adopt, execute, and forward the Environmental Recommendation Letter
to City Council. The motion was unanimously approved. Mr. Henderson advised that
the letter would be useful to staff and the City Council in upcoming discussions.
New Business
It was noted that Bettie Nimin had been dropped as a member of the Committee
because of three unexcused absences. Mr. Hendi commented that any suggestions
for new members would be appreciated.
The Great American Cleanup was announced, and it was suggested that Mr. Royals'
secretary call all the Committee members on Thursday before the Saturday event to
remind them.

Mr. Henderson announced that City Manager Nabar Martinez would attend the next
meeting of the Committee.
Mr. Henderson announced that he would be bringing the revised landscape plan for the
municipal complex to the Committee. Mr. Henderson explained that Building Official
Jack Hansen was coordinating the final details to finish the project, including both
interior and exterior items. Mr. Henderson noted that Councilman Carl Sabatello had
provided a lot of input for the revised landscaping, in which the large oaks would remain
but the other landscaping would be more tropical with a variety of palms, planting beds
to make maintenance easier, utilities would be hidden, specimen plants would enhance
the roadways, porte cochere, and commons, and a fountain feature would be added.
The landscaping would contain an increased number of plants with much more color.
Littoral zone plantings would be placed at the edge of the pond, with backdrop plantings
of royal poinciana, weeping willow, evergreen trees, and palms. A landscaping
backdrop would also be provided for the post office kiosk. A new buffer between
Johnson Dairy Road and Tanglewood was planned. Mr. Henderson explained that there
was still bond money for these improvements, and that target completion for the
complex was summer of 2000.
One member commented on how nice the Lake Catherine area looked. Another member
questioned who controlled the irrigation in the median island on PGA Boulevard west
of the turnpike, which was getting cars wet, and was advised to contact the PGA
National POA, Iron and other contaminants in water was discussed.
A future field trip to Christ Fellowship Church view their landscaping for a possible
award was discussed. Other areas which had improved their landscaping were
discussed. It was suggested that the beautification and environmental awards be
presented as the occasion arose rather than having a schedule of quarterly or semiannual
awards.
Mr. Henderson requested that the Committee members bring up items at the next
meeting that they would like to ask the City Manager. One member indicated he would
like to know why all commercial projects did not have to come before this Committee
for landscaping approval prior to going to the Planning and Zoning Commission.
