HomeMy WebLinkAboutMinutes B&E 060700CITY OF PALM BEACH GARDENS BEAUTIFICATION AND ENVIRONMENTAL COMMITTEE JUNE 7, 2000 The June 7, 2000, Regular meeting of the City of Palm Beach Gardens Beautification and Environmental Committee was called to order at 5:42 P.M. in the Council Chambers of the Municipal Complex located at 10500 North Military Trail, Palm Beach Gardens, Florida. The roll was called and the following members were found to be in attendance: Chair Joe Royals, Jeffrey Renault, Connie Premuroso, Sally Wilks, Jack Hughes, and Donna Wisneski. City Council Liaison David Clark and Mark Hendrickson, City Forester, were also present. Consideration of approval of the minutes of the May 3, 2000 meeting was postponed. Old Business The Committee had expressed concern that they had not been involved in recent beautification projects on City property, and had requested that City Forester Mark Hendrickson write a Public Projects Landscape Plan Review and Approval Letter to the City Council for their approval so that the Committee would be included in such projects in the future. The City Forester reported that the letter had not been finalized because changes in the Ordinance governing responsibilities of the Beautification and Environmental Committee had been changed to require the City Council to request the Committee to oversee certain projects, which would include beautification projects on City property. City Council Liaison David Clark explained that all the Ordinances governing advisory committees had been changed in an effort to make them consistent, and that this had been a part of the general cleanup. Discussion ensued. Members of the Committee questioned the Committee's purpose. City Council Liaison Clark encouraged the Committee to make comments on the conceptual landscape plan for the Municipal Complex, which Mr. Henderson had been requested to bring to the meeting. Mr. Clark stated that at the next City Council meeting he would tell the other members City of Palm Beach Gardens Beautification and Environmental Committee June 7, 2000 Page 2 of the City Council that he had asked the Committee to comment on the plan, and stated he was sure there would be no objections. The Committee's desire to participate in public as well as private projects was discussed. City Council Liaison Clark stated that he could propose to the City Council that they issue a directive to the effect that beautification projects involving City properties ought to be presented to the Beautification & Environmental Committee prior to being presented to City Council, which would establish a procedure. Mr. Hendrickson commented on several projects that would be upcoming. The chain of command was discussed for public projects and private projects. Mr. Hendrickson commented that reviewing public projects would be more difficult that a private project since the cost would come out of taxpayers' pockets. City Council Liaison Clark expressed his opinion that the Committee did not need to write a letter since he would bring this issue before the City Council. The Committee discussed the fact that they would need to be flexible in order to fulfil their responsibility to make timely decisions in order not to delay public projects. Mr. Hendrickson announced that the City gateway sign was going forward; and that the City Manager had approved the t -shirts which the Committee desired. The improved landscaping at the banyan tree on MacArthur Boulevard at Northlake Boulevard was discussed. Mr. Hendrickson announced that uplighting on the banyan tree would be installed, and that the aerial roots of the tree would be directed by supports to the outside side of the road to create a tunnel over the roadway. This would be the first individual tunneled tree in the area, which would be a unique feature for the City, and the additional tree trucks would provide support for the large branches, making the tree more stable in hurricanes. Future traffic circulation proposed for the Crossroads shopping center and plans for the center after Albertson had moved to the Northmil center were described by Mr. Hendrickson. New Business Review of New City Complex Landscape Plan - City Forester Hendrickson described City of Palm Beach Gardens Beautification and Environmental Committee June 7, 2000 Page 3 the changes contemplated from the previously installed landscaping, which would simplify maintenance, highlight the large oaks, and create a more tropical look with upscale varieties of palms rather than sabal palms. The littoral plantings and fountain proposed in the lake area, landscaping at the corner of the Military Trail and Burns Road intersection and to the fire station, and landscaping on Johnson Dairy Road were described. The Committee made no comments regarding the plan. Adjournment There being no further business to discuss, the meeting was adjourned at 6:45 p.m
