Summary Notes
Wednesday, September 6, 2000
The September 6, 2000, regular meeting of the PBG B &E Committee has called
to order by Joe Royals at 5:35 P.M. in the Growth Management Department -
meeting room of the Municipal Complex located at 10500 North Military Trail,
Palm Beach Gardens, Florida. The following members were in attendance:
Joe Royals, Jeff Renault, Betty Marks, Jack Hughes and Donna Wisneski. City
Staff Liaison Mark Hendrickson was present.
Approval of Minutes
Jack Hughes asked to strike the comment on the Gardens of Woodberry wall.
A motion to approve the August 2, 2000 minutes was made and seconded.
Motion unanimously carried.
Items by the City Council Liaison and Staff Liaison
Mark told the Committee about getting their pictures taken that evening for the
Advisory Board Dinner September 28, 2000 at the Double Tree Hotel. Mark
asked the Committee members to attend the September 21, 2000 City Council
meeting when the B &E Award will be presented. Mark asked Betty Marks to
have the Gardens of Woodberry HOA President give him a call. Betty Marks
showed the Committee a newspaper article about the small community sign,
which is a reduction of the gateway sign. She and Joe were upset that the
B &E Committee did not get recognition for the design. Jack felt that the B &E
Committee should have been notified about the event on Arbor Way. Joe
pointed out that the PGA Boulevard/Turnpike Gateway sign was under
construction. [Pictures taken] Mark advises the Committee that the Citizen
Services Specialist has requested recommendations from the Committee
about a "hero board."
Old Business
Joe announces again about having members showing up at the B &E Award
presentation on September 21, 2000. Mark is getting the plaque. The old
Award's sign that Betty likes will be given to the Community to display
because the new sign was stolen.
New Business
Mark introduces City Principal Planner Jim Norquest to discuss the City Wide
Roadway Beautification Plan. Jim begins with a little history of roadway
beautification. The concept of the City wide plan is to provide developers with
a uniform guideline for landscaping medians. The City is divided into different
road types. The handout shows the different median types, a plant palette
indicated preferred species, and the Master Plan map demonstrates the
location of various themes "A through F." Some of the City medians are
already planted. This plan would apply to roadways adjacent to new
developments.
Jim states that the process to approve this Plan is to begin with the B &E
Committee first. Than input from Councilman's Sabatello, P &Z Commission
member Craig Kunkle, and City Manager will be collected prior to going to the
P &Z Commission, and then for final review and approval by City Council. Jeff
asked Jim about what would occur on roadways adjacent to existing
developments. Jim states that is a problem. Jim suggests that in coming
years the City Council may have to budget for beautification projects. Grants
are good ideas. Betty suggests HOA's contribute towards these projects.
Donna states that there is State grants. Mark states that the City has used
DOT Grants in the past. Jack asked Jim about the PGA Boulevard area next to
Golf Digest. Marks states that they have to come back with a plan for City
approval. If this Master Plan is in place, they will need to apply the concepts
to their design. Jack asked if Golf Digest is required to do anything to the
west of Ryder Cup? Yes, their entire frontage will be planned. Donna asked
who will own the extension of Ryder Cup through Golf Digest? Palm Beach
County will review the beautification standards being a County road.
Mark shows the Committee that the Master Plan indicates that the PGA
Boulevard concept will be palms and flowering trees. Donna asked how will
maintain the vegetation if it dies. Jim states that there will be maintenance
standards developed City wide. Craig Kunkle is helping staff on this item.
Jack asked about water requirements. Jim states yes, and Mark adds a
comment about electrical requirements. Jim states that City Manager Martinez
wants street lamps. Sally asked about Northlake Boulevard. Mark and Jim
refer to a new development on Parcel 16 would be required to landscape
Northlake. They look at a map and discuss the Turnpike interchange and
Parcel 16 development.
Jim repeats the process the Master Plan will go through for approval, and
please do not get your feelings hurt if some of the comments are not adopted.
Jim will take the Committee's comments to the next level. The Committee has
a discussion on went they may be able to meet again to finish the review of
the plan. Joe Royal suggests Wednesday September 13, 2000. Jeff suggests
staff finding a way for developers on both sides of a road sharing landscaping
costs. Jim is looking into this issue with the City Attorney. Maintenance is
shared. A conference call was suggested and agreed upon for September 13,
2000 at 5:30. A few people could meet in the Growth Management meeting
room and be part of the conference call.
Motion to adjourn was made and seconded. Meeting ended around 6:45 p.m.
The next meeting will be October 4, 2000.
