The following members were in attendance: Joe Royals, Jeff Renault, Bettie Marks, Sally Wilks, Jack Hughes, Connie Premuroso and Donna Wisneski (all members present). City Council Liaison David Clark and City Staff Liaison Mark Hendrickson were present. Approval of Minutes The September 13, 2000 minutes are tabled until the next meeting so that Mark can listen to the tape and fill in the blanks. Mark will also try to have the November meeting minutes available. Items by the City Council Liaison and Staff Liaison Mark was asked to follow up on the reappointment of members. Old Business Mark presented The Burns Road Community Center Plan. This plan showed the Burns Road median landscaping. It appeared to be similar to the Burns Road concept that the Committee reviewed during the City Wide Roadway Beautification Plan. New Business Joe tells the Committee about his new job and that he may not be able to attend many meetings. Bettie suggests nominating a Vice - chair. Joe nominates Donna Wisneski. It was seconded and approved. Donna asks two questions: What ever happened to our suggestions to the Beautification Master Plan? Mark stated that it is going to Planning & Zoning Commission; then to City Council early next year. Secondly, Divosta was offering the City $21,000 to buy out of their Environmental 1.14 acre set aside requirement. Mark explained that City Council will be discussing a land in lieu of or money in lieu of on -site preservation at their next meeting. Both Councilman Clark and Mark repeated that the City's policy for developers to follow is to first try and save land on -site, then buy land off -site and the money in lieu of option is last. Staff is making deals with developers but only City Council can approve mitigation options. Mark said he could discuss some of the proposed deals with the Committee at the next meeting. The meeting was adjourned at 6:25 p.m., and Mark invited everyone to attend the City's Christmas Tree lighting ceremony immediately after the meeting. The next meeting will be January 3, 2001.
