HomeMy WebLinkAboutMinutes P&Z 030700• CITY OF PALM BEACH GARDENS PLANNING AND ZONING COMMISSION March 7, 2000 MINUTES The Special Meeting of the Planning and Zoning Commission of the City of Palm Beach Gardens, Florida, was called to order by Chair Joel Channing at 6:30 P.M. in the Assembly Room at the Municipal Complex, 10500 North Military Trail, Palm Beach Gardens, Florida, and opened with the Pledge of Allegiance to the Flag. ITEMS BY GROWTH MANAGEMENT DIRECTOR Growth Management Director Roxanne Manning extended a welcome to the first workshop held in the new building and announced that the permanent audiovisual system would be installed and that the podium would be moved. Workshop Petition TXT- 99 -11- Land Development Regulations A request by City staff f�'to adopt revised land development regulations (Articles VI -VIII of the draft land development regulations dated November 9, 1999 are scheduled to be reviewed) Consultant Marty Hodgkins explained that the intent of the off - street parking and loading section was that the required parking was also the minimum and the maximum, which Mr. Solomon questioned. Mr. Glidden expressed his opinion that the current code was deficient in most cases regarding parking and recommended a relationship between extra green space and parking so that for every percent above the code requirement more green space would be provided. Mr. Glidden volunteered to look at specific examples. Discussion ensued. Parking for large retail stores and for mixed use was discussed. The cap • of 10% on office parking was believed to be a problem. A suggested solution was to establish basic • Planning & Zoning Commission Minutes March 7, 2000 standards stating that additional parking spaces could be requested based on parking demand studies as a part of an application. Criteria for a hardship to allow granting a waiver by the Zoning Board of Appeals were discussed. Mr. Cruz stated he was not opposed to setting a maximum cap on parking, and a 10% cap would provide criteria for variance requests. Chair Channing stated he had never heard of too much parking and recommended looking at parking lot design rather than capping parking if an applicant believed their customers needed the parking, and relating open space to parking. Mr. Glidden agreed. Mr. Norquest suggested size criteria for parking lot coverage, using Palm Beach Mall as an example where much of the parking lot was empty except for rare occasions. Mr. Glidden volunteered to look at Gardens Mall to compare its green space to a 4 -acre strip center that met code but provided only minimum landscape because they had built more square footage on the site. Double striping for reduced size parking spaces was discussed. Mr. Glidden recommended using specific footage for parking spaces. Grass parking was discussed, which was stated worked best at sites where it was not used daily, such as stadiums or churches. 9' office and 9'6" retail parking spaces were recommended with the additional space gained to be provided in "X" percentage of green space to be used within the parking areas, with maximum areas of parking separated by landscaping. Individual parking requirements were discussed. Chair Channing clarified that in shopping centers parking would be based on each use, that restaurants would require more parking than other uses, and a point would be reached at which a restaurant could not go in because there would not be enough • parking. Mr. Solomon discussed cross parking agreements. Chair Channing commented there could be a separate plat for parking for a specific parcel. A recommendation was made that a master plat with multiple projects could have total cross parking arrangements but the developer could also be allowed to make a case for why he might want to exclude certain portions. Mr. Hodgkins directed attention to items beginning with page 273 that had basically stayed the same. In Article 8 dealing with non- conformities, Mr. Hodgkins explained that the one major change had been to extend the time period for non-conformities which had been due to expire in the year 2001, and that a change would be made in the Comprehensive Plan to allow this extension. Mr. Hodgkins commented that page 304, enforcement section, explained how the City used the Code Enforcement Board. The final section contained definitions. The definition of an assisted living facility, as opposed to a condominium, was discussed. It was clarified that a way to demonstrate that banners were a good idea would be provided. Mr. Hodgkins was requested to check on density guidelines for commercial and explore whether to use FAR's for that purpose. Mr. Cruz expressed his opinion regarding page 204 that drive thrus should provide covered pickup windows. Mr. Cruz commented questioned the amount of buffering and screening of RV vehicles (page 216) and noted that limiting screening height to 6 feet did not screen such a vehicle. Mr. Hodgkins responded he would look at the condition to assure that screening from all sides was clear. Mr. Cruz commented that environmentally significant areas referred to vegetative material rather than animals, and Mr. Hodgkins explained that animals were addressed in another section of the code, and a preserve for wildlife could be included within a subdivision to be noted on both site plans and master plans. Mr. Cruz questioned whether the code addressed responsibility for who would establish wetland jurisdictional • 2 �a • Planning & Zoning Commission Minutes March 7, 2000 boundaries and for environmental assessments, which was confirmed. Mr. Cruz requested section 206 be looked at to include general language regarding the detrimental effect the requirements listed might have on existing streets, and discussed an example within the City. Chair Channing suggested finding an option to the back - lighted signage required in the PGA Overlay of another type of signage that could have subdued lighting that would work better at night. Discussion ensued, and a suggestion was made that such a provision could be based on illumination levels. It was noted that an upcoming meeting was scheduled at which signage would be addressed. Mr. Norquest inquired whether the current multi- family residential requirement of one parking place per bedroom worked well. Discussion ensued regarding different situations. Chair Channing recommended 1 -1/2 for one bedroom, 2 per unit for 2 bedrooms and 3 per unit for 3 bedrooms, plus guest requirements. Mr. Glidden recommended 1 per 1 unit in an adult independent living facility. Concern was expressed that adult communities said not affect schools could mean insufficient schools after a generation when things changed. Mr. Glidden recommended on page 206 that queuing and stacking be set at 90', with the wording regarding five cars deleted, and on page 248 to make a similar change but with the length to be 100'. Mr. Glidden recommended looking at Boynton Beach code for guidelines regarding stacking. Mr. Glidden discussed parking awnings and received clarification that the material could be vinyl and metal and that a concrete awning would not be limited to 5 %. Mr. Glidden referred to page 210, screening dumpsters, and reported meeting with Waste Management and getting exact dimensions for their larger dumpster enclosures. • • 3 • Planning & Zoning Commission Minutes March 7, 2000 �J ADJOURNMENT There being no further business, the meeting was adjourned at 9:30 p.m. The next regular meeting will be held March 14, 2000.
