ADJOURNMENT *Date of Next Advisory Board Meeting • CITY OF PALM BEACH GARDENS 4404 BURNS ROAD • PALM BEACH GARDENS, FLORIDA 33410 -4659 MINUTES PARKS AND RECREATION ADVISORY BOARD MEETING SEPTEMBER 13, 2000 The City of Palm Beach Gardens Parks and Recreation Advisory Board met Wednesday, September 13, 2000, in the City Council Conference Room at the City Hall, 10500 North Military Trail, Palm Beach Gardens. The meeting was called to order at 7:00pm. Members present included: Charles Torrey, Councilwoman Lauren Furtado, Tory Buckley, Brian McLaughlin, Assistant Director/Parks and Recreation, and Cheryl McQuiston, Administrative Secretary/Parks and Recreation. Not present: Chris Holmes, Alt., Ed Oliver, Michael Simon, Jim Maynor, Co- chair, Susan Miller, Director/Parks and Recreation. I. APPROVAL OF THE MINUTES: • The minutes from the March 8, 2000 meeting of the Parks and Recreation • Advisory Board were not submitted this meeting due to absence of members. Will be submitted at next Parks and Recreation Advisory Board Meeting. 11. DIRECTOR'S REPORT: • Donna Broesmer, resident of Palm Beach Gardens presented her view on the proposed Teen Center and offered a possible location at the movie cinema at Loehman's Plaza on RCA Blvd. Councilwoman Furtado also suggested the old Albertson's on NorthLake Blvd. • Brian McLaughlin stated that the City would soon submit application to the FRDA Development Assistance Program to obtain a grant to assist in the development of the District Park. The grant would be used for development fees, architecture fees, etc. related to the project. Board members endorsed this application. • Two grants in the amount of $262,000.00 were awarded to the City to be used for Westminister Park and the Plant Drive Roller Hockey Park. • Presentation of the H & R Block Cancer Survivor Park - $1 million is scheduled to be given to the City by this organization to be used over the next 4 years for the park which will be located in the Westminster Park. • • • Riverside Linear Park Plan is going forward with the placement of landscape and park benches along the canal walkway. • The widening of Burns Road will begin some time during February, 2001. There will be a sidewalk going along Burns Road connecting to Riverside Linear Park. Also proposed is an under -the -road walkway connecting Burns Road Community Center to the Gardens Park. III. CONCERNS AND RECOMMENDATIONS: • Tory Buckley inquired if there were additional grants available to make improvements at the Lake Catherine Softball Complex. Councilwoman Furtado indicated a grant writer may be hired within the next 30 days and this request will be explored. • Applications for Parks and Recreation Advisory Board members have been received and will be reviewed. • The Parks and Recreation Advisory Board Recognition Dinner will be held at the Doubletree Hotel on September 28, 2000. • • The Grand Opening of the City Municipal Complex will be held on October 22, 2000. IV. ADJOURNMENT: The meeting was adjourned at 8:35 P.M. C MINUTES PARKS AND RECREATION ADVISORY BOARD MEETING MARCH 8, 2000 The City of Palm Beach Gardens Parks and Recreation Advisory Board met Nk'ednesday, March 8, 2000 in the Art Gallery at the Burns Road Community Center, 4404 Burns Road, Palm Beach Gardens. The meeting was called to order at 7:00 p.m. Members present included: Susie Kendall, Chairperson, Jim Maynor, Co- chair, Ed Oliver, Mike Simon, Charles Torrey, Tory Buckley, and Vice Mayor Lauren Furtado. Not present: Chris Holmes, Alt., Brian McLaughlin, Assistant Director/Parks and Recreation. I APPROVAL OF THE MINUTES: *The ►minutes frorm the January 11, 2000 meeting of the Parks and Recreation Advisory Board Nvere approved as written. II DIRECTOR'S REPORT: *Ann Booth and Jim Harvey of Urban Design, master planners of the Golf Digest project, presented their conceptual plan including: amenities, pathways, bike paths and shared facilities with Palm Beach Count}' School Board planned schools; a school analysis to determine area needs, by age of residents, however, may purpose schools only in Abacoa and not in Golf Digest. Park amenities, as presented, include lighted baseball field, basketball courts, tot lot; pavilion, multi -use field; track, and parkin;. Anticipate 2,000 residencies, with park completion prior to the 500`y certificate of occupancy or a quarter completion,of the Golf Digest development. *Skate Park at Plant Drive Park status update projects completion of project this fiscal year; \\orking with Tim Payne on the design, South Florida Water Management on drainage and are read\ to proceed. * 'N'orth County District Park status update: WCI proposes to sell the propem by April 30, 2000 With the County and City working out the interlocal agreement for this purchase. operating costs and development costs with council appro,, at on April C. • II BOARD RECOMMENDATIONS: � S *Major concerns having one softball field vs two multi -use fields and need for a track produced . much discussion. Track was tied in to the anticipated schools, but without the schools, the track is non- essential. "Golf Digest must get with school board for direction and a clear response for design of this park. *Revised plan after evening presentation and discussion include: no track, possibly two multi use fields, more open space and additional parking.
