HomeMy WebLinkAboutMinutes EAB 120899CITY OF PALM BEACH GARDENS EDUCATION ADVISORY BOARD DECEMBER 8, 1999 The December 8, 1999, Regular meeting of the City of Palm Beach Gardens Education Advisory Board was called to order at 7:35 P.M. in the Council Chambers of the Municipal Complex located at 10500 North Military Trail, Palm Beach Gardens, Florida. ` The roll was called and the following members were found to be in attendance: Chair Wayne Anderson, Anne Berg, Ilene Gerber, Murtaza Kakli, Nancy Krause- Laurie, George Mastics, Leslie Millar, James Panoch, and Jan Porter. City Council Liaison Eric Jablin was also in attendance. Anne Berg made a motion to approve the minutes of the November 10, 1999 meeting as submitted. Motion was seconded by Ilene Gerber and carried by unanimous vote. It was noted that this meeting was being held at City Hall rather than at the Riverside • building as previously announced. Committee Reports Public Liaison - Nancy Krause -Laurie reported she had been unable to contact student Andrea Kanner in order to meet; however, Andrea was sending thank -you notes to the guest speakers. Boundaries - Boundaries Committee Chair Ron Sadaka was absent. Chair Anderson reported that he and City Council Liaison Eric Jablin had met with School Board member Linda Heinz, who expected an approximate 20% drop in the Palm Beach Gardens school population upon completion of the new Riviera Beach school, which could help Timber Trace but might hurt Palm Beach Gardens Elementary and Allamanda. Curriculum - There had been no Curriculum committee meeting, and Chair Charlotte Schiff was not present. City of Palm Beach Gardens Education Advisory Board December 8, 1999 Page 2 School Board Forum - Jim Panoch reported he had watched the meeting. Discussion ensued regarding the action taken to fire the Superintendent, and continuing efforts of the City Council to meet with the School Board. Mr. Jablin commented there would be more of a relationship between City Planners and School Board Planners when concurrency began. Partnership - Leslie Milllar reported Lenscrafters at Gardens Mall had provided glasses for 30 underprivileged students, and urged that other schools participate in this program, which Lenscrafters would do annually. Ms. Millar reported that R. J. Gators and the American Legion had been sent welcome back letters and information. SAC Member Signup • Allamanda Elementary - Chao- Anderson reported the Principal had relocated and the teachers would be meeting to establish guidelines for the type of new Principal they wanted the School Board to hire. Palm Beach Gardens Elementary - Anne Berg reported that parents were very active and attended SAC meetings. The guest speaker at the SAC meeting had stated that Riviera Beach students who wished to continue attending Palm Beach Gardens schools after the Riviera Beach school was completed would need to provide their own transportation. Chair Anderson commented that the Principal would be invited to be a guest speaker at a future meeting. Timber Trace Elementary - No report was made since the representative was not present. Grove Park Elementary - There was no report since the representative had not been able to attend the SAC meetings. H. L. Watkins Middle - Murt Kakli reported he had been unable to attend the meeting. City of Palm Beach Gardens Education Advisory Board December 8, 1999 Page 3 Watson B. Duncan Middle - There was no report. School of the Arts Middle - Jan Porter reported there had been no meeting. Palm Beach Gardens High - No one had volunteered to attend SAC meetings for this school. William T. Dower High - Nancy Krause -Laurie reported a nice turnout at the meeting, and that 400 students were now involved in the Community Service program. Items discussed were review of graduation requirements, college entrance procedures, how the parents could get help on the internet, how to access the internet and get helpful study materials, an awards program, and their mission statement. It was reported that the Principal was very helpful. Chair Anderson and Mr. Panoch reported attending a • function at Dwyer for all schools in the area where the schools had booths and presented what they were doing, and a panel of Principals and Department Heads answered questions from the audience. Suncoast Hiah - Jim Panoch reported he had been unable to attend the meeting, but had attended the school's open house. Alexander W. Dreyfoos Jr School of the Arts - Jan Porter reported the meeting had been cancelled. North Tech - There was no report. Old Business Representation in the legislature was discussed. Mr. Jablin commented that an individual from the district was needed to be an advocate on the School Board. Chair Anderson reported he had contacted Area 5 regarding the school nurse problem in Area 3 which had been discussed at a previous meeting, and had learned that Area 5 was working with Health Care to try to resolve a similar problem. 4VCity of Palm Beach Gardens Education Advisory Board December 8, 1999 Page 4 Chair Anderson reported Area 5 had provided information on FCAT and State and County benchmarks which he had sent to Ms. Schiff, who had planned to make a report; however, she was sick and unable to attend. Chair Anderson announced he would have copies of the information sent to everyone so that this could be discussed at the next meeting. Mr. Jablin suggested that the Board create a list of criticisms of the "A" school bonus program with alternatives solutions, and request the City Council to include these criticisms and solutions in a Resolution to be sent to the Governor, and also to ask the other municipalities in the County to look at the Resolution and also send it to the Governor. Mr. Jablin reported the Forum of Legislative Candidates Committee had not met • during the past month but would become active during the spring and summer. Chair Anderson stated this item would be placed on the March meeting agenda. Other items in progress were discussed. During discussion of the voucher system , Mr. Panoch explained why he believed the basic principles of this system were wrong. New Business Mr. Jablin questioned how the City could get involved in School Board boundaries. Chair Anderson suggested an agenda be obtained of the ABC Committee meetings so that if there was an item with which the Educational Advisory Board disagreed they could communicate their opinion to the Committee with an alternative solution. George Mastics announced that he would be stepping down because of his busy schedule, and stated he would miss being a member of the Board. The next meeting was announced for January 12, 2000.
