Adjournment 9:00 , �� Ot • CITY OF PALM BEACH GARDENS EDUCATION ADVISORY BOARD NOVEMBER 10, 1999 The November 10, 1999, Regular meeting of the City of Palm Beach Gardens Education Advisory Board was called to order at 7:31 P.M. in the Council Chambers of the Municipal Complex located at 10500 North Military Trail, Palm Beach Gardens, Florida. The roll was called and the following members were found to be in attendance: Chair Wayne Anderson, Anne Berg, John Gardner, Ilene Gerber, Judith Hanrahan, Murtaza Kakh, James Panoch, Jan Porter, and Charlotte Schiff. City Council Liaison Eric Jablin and student Andrea Kanner were also present. Judith Hanrahan made a motion to approve the minutes of the October 13, 1999 meeting as submitted. Motion was seconded by Ilene Gerber and carried by unanimous vote. Jim Harvey, representative of Taylor Woodrow Communities, the developer of Golf Digest, described the developer's proposed site for a school and desire to obtain School Board permission to build a school in Golf Digest. Chair Anderson reported that the School Board's five -year plan did not include a school in this location because with schools planned for Abacoa they did not see the need for a school in Golf Digest. Discussion ensued. Mr. Jablin indicated he would obtain information from the City's Planning Department that could be presented to the School Board regarding new projects and projected growth in this area. Jan Porter made a motion to allow Eric Jablin to obtain information on logistics of various projects and report back to the Board so that they could present it to the School Board. Charlotte Schiff seconded the motion, which carried by unanimous vote. Committee Reports Public Liaison - There was no report from the Public Liaison Committee. Boundaries - There was no report from the Boundaries Committee. Curriculum - Charlotte Schiff reported on efforts to obtain benchmarks to compare to tests. • City of Palm Beach Gardens Education Advisory Board November 10, 1999 Page 2 School Board Forum - Jim Panoch reported several people had spoken on problems experienced by disabled students, and that air conditioning problems were going to be handled on emergency basis. Partnership - There was no report from the Partnership Committee. SAC Member Sigmup Allamanda Elementary - Chair Anderson reported he could not attend the meeting but would receive the minutes. Palm Beach Gardens Elementary - Anne Berg reported the school was advertising for four part-time teachers, and reported that in testing minority students made no • significant gains and the school might be downgraded to a "c ". Ms. Berg reported on committee activities, attempts to involve parents, and that the school was grateful for the sidewalk. Timber Trace Elementary - No report was made since the representative was not present. Grove Park Elementary - No meeting had been held since the representative was not present. H. L. Watkins Middle - Murt Kakli reported he had been unable to attend the meeting but Anne Berg had attended. The Palm Beach Gardens Teen Center had provided refreshments. Watson B. Duncan Middle - There was no report. School of the Arts Middle - Jan Porter reported a feasibility study was in progress to see if a new school could be built; and a mentorship with Palm Beach Atlantic College was beginning. Activities of the deregulation committee were discussed. • City of Palm Beach Gardens Education Advisory Board November 10, 1999 Page 3 Palm Beach Gardens High - No one had volunteered to attend SAC meetings for this school. William T. Dwyer High - No report was made since the representative was not present. Suncoast High - Jim Panoch reported housekeeping chores including additional review of general purposes of the SAC had been discussed, as well as mentors for senior projects, allocation of equity funds, drugs, and obtaining funds from private sources. Alexander W. Dreyfoos, Jr. School of the Arts - Jan Porter's report included discussion of funds the school had received for being an "A" school, requests for additional classes, suggested summer programs, and a new program with an arts • curriculum. North Tech - No one had volunteered to attend SAC meetings for this school. Chair Anderson reported this school was changing to a high school with excellent nursing and computer programs, and a representative was needed to attend the SAC meetings. Grove Park - No representative was present. Old Business Chair Anderson provided information obtained from Area 5 regarding school ratings. Some of the items discussed were grading, bonus money, moving teachers to schools with different ratings, student - teacher ratios, use of magnet and title one funds, helping learning disabled students, proposals to obtain funds, Americore supplied teachers, that bussing did not increase scores, Higher Horizons program, and a reading program through the arts. The Forum of Legislative Candidates Committee had discussed publicity, possibilities • for panel members and moderator, and requested each member of the Board to iCity of Palm Beach Gardens Education Advisory Board November 10, 1999 Page 4 contribute questions to be asked. The area to be covered, number of questions to be asked, filming by high school students, and television coverage were discussed. Mr. Jablin volunteered to take care of obtaining a moderator, the students to film the event, a location, and Adelphia. Filing deadlines, election dates, and a date for the forum were discussed. The forum was tentatively set for August 19. Jan Porter reported problems with absentee makeup tests which had been found to be regulated by the county. Further information was to be obtained by Mr. Jablin. Mr. Jablin provided copies of a Florida Constitution article on education. New Business Problems with school nurses were discussed. Criteria and supervision information were to be obtained. The next meeting was announced for December 8, 1999. Adjournment The meeting was adjourned at 9:20 p.m. 0
