Adjournment 9.10 z y ";\ \ TOTAL P.01 ,L 1 • CITY OF PALM BEACH GARDENS EDUCATION ADVISORY BOARD OCTOBER 13, 1999 The October 13, 1999, Regular meeting of the City of Palm Beach Gardens Education Advisory Board was called to order at 7:30 P.M. in the Council Chambers of the Municipal Complex located at 10500 North Military Trail, Palm Beach Gardens, Florida. Leslie Millar introduced two new students, Shewanna Manning and Christine Nelson, and a guest, Vickie Middlebrook, Palm Beach County School District Volunteer Coordinator for Area 5. The roll was called and the following members were found to be in attendance: Chair Wayne Anderson, Anne Berg, Ilene Gerber, Leslie Millar, George Mastics, Jan Porter, Ron Sadaka, Charlotte Schiff, James Panoch and Scott Blake. City Council Liaison Eric Jablin was also present. Anne Berg requested correction of the spelling of her name and that her name be added to the last paragraph on page 3 as one of the members appointed to work on a public • forum for legislative candidates. George Mastics noted that he had been present at the meeting, but had arrived late. Anne Berg made a motion to approve the minutes of the September 8, 1999 meeting as amended. Motion was seconded by Ron Sadaka and carried by unanimous vote. Guest Speaker Dr. Cynthia Pino, Principal of Allamanda Elementary School, explained the new programs she had instituted and her plans to benefit the teachers and students. Dr. Pino discussed the role of handicapped students within the school, and described building improvements. Dr. Pino answered questions from members of the Board covering a wide range of educational issues, including gifted programs, funding, vouchers, and transportation. Vickie Middlebrook explained her duties in her new position as Volunteer Coordinator for Area 5, and invited members of the Board to call her with ideas or if she could provide help. Volunteer programs and incentives were discussed. Committee Reports • Public Liaison - There was no report from the Public Liaison Committee. F0 • City of Palm Beach Gardens Education Advisory Board October 13, 1999 Page 2 Boundaries - Ron Sadaka reported the committee had discussed the newspaper article regarding the multi agency approach for schools, dividing the district and working more closely with municipalities on issues such as concurrency. Discussion ensued. Chair Anderson reported that Grove Park Elementary would be added to the list of schools watched over by the Educational Advisory Board, and that Leslie Millar had volunteered to be the SAC representative. Curriculum - Anne Berg reported on her efforts to find volunteers for Palm Beach Gardens Elementary and Allamanda, where volunteers were accepted enthusiastically. Chair Anderson announced that future Curriculum Committee meetings would be held at 7:05 p.m. School Board Forum - Jim Panoch reported nothing significant at the meeting he had • watched, and that everyone seemed to agree. Partnership - Leslie Millar reported her school was going to do a pancake breakfast with the American Legion Post 12. Leslie Millar described a Palm Beach Post program which allowed children to give their opinions on new books, which she and Jan Porter planned to institute in two elementary schools. Wayne Anderson described a Kiwanis Club book drive which would include reading books at the elementary schools and donating the books to the schools. SAC Member Signup Allamanda Elementary - Meeting scheduled for October 20. Palm Beach Gardens Elementary - Anne Berg reported the new principal was received well, and everyone had introduced themselves to the principal. Items discussed were the needs assessment survey, school improvement, funds requests for teacher training workshops, and a bonus received for this "A" school. City Council Liaison Jablin reported the City's Director of Public Works and the school principal would work • together to get a sidewalk in front of the school. Charlotte Schiff objected to the way the State was giving money to "A" schools. Chair Anderson responded that he had • City of Palm Beach Gardens Education Advisory Board October 13, 1999 Page 3 contacted Area 5 to object and they had explained no money was taken from "D" and "F" schools. Ms. Schiff expressed her opinion that was untrue. Discussion ensued. Timber Trace Elementary - Ron Sadaka reported a discussion of the District Policy regarding FTE budget, which had been missed by three students, and reported their media specialist would not be replaced and that two classes would be merged. A full - time media center volunteer was needed. Vern Crawford, a lobbiest, was scheduled to speak at the next SAC meeting. A letter to the Governor had been written requesting additional information regarding test score results. Grove Park Elementary - No meeting had been held. Meeting scheduled for 4th Wednesday monthly. • H. L. Watkins Middle - No report was made since the representative was not present. Watson B. Duncan Middle - No one had volunteered to attend SAC meetings for this school; however, Leslie Millar reported she and City Council Liaison Eric Jablin had gone to the school and met the new principal. School of the Arts Middle - Jan Porter reported the school had a good principal, that new officers had been elected, and that discussion had included dress code, construction, portables, deregulation of certification, air conditioning, and lunches being provided by outside vendors. Palm Beach Gardens High - No one had volunteered to attend SAC meetings for this school. William T. Dwyer High - No report was made since the representative was not present. Suncoast High - Jim Panoch and the students were the volunteers. One of the students • reported they were trying to get more school - oriented activities. Both students described achievements they were working toward. r s • City of Palm Beach Gardens Education Advisory Board October 13, 1999 Page 4 Alexander W Dreyfoos Jr School of the Arts - Scott Blake reported he had brought the school improvement plan. Jan Porter reported the school had a new principal, and that items discussed had been enrollment, class size, starting time, a professional fund raiser, and public relations. North Tech - No one had volunteered to attend SAC meetings for this school. Old Business Chair Anderson commented the "A" school bonus had been discussed. Chair Anderson expressed his opinion that the forum for legislative candidates was a great idea and all the board members should become involved, but that the Board • should not support any particular candidate. During discussion, it was suggested that the same format be used that had been used for the School Board candidates. Motion was made by Anne Berg that the Educational Advisory Board work on this project. Charlotte Schiff seconded the motion. During discussion it was pointed out that Anne Berg, Jan Porter, Charlotte Schiff, Ilene Gerber and Eric Jablin had volunteered to work on this project at the last meeting, and anyone else who was interested was invited to join them. Motion carried by unanimous vote. Chair Anderson stated he would join the committee. City Council Liaison Jablin commented that all the issues needed to be learned and that Adelphia would be contacted. Information regarding the middle school policy requiring tests after 5 days of excused absence was requested, which Mr. Jablin indicated he would provide. Chair Anderson indicated he would also check on this with Area 5. • New Committee Chairs for 1999 -2000 year - Chair Anderson requested a volunteer • City of Palm Beach Gardens Education Advisory Board October 13, 1999 Page 5 for Chair of the Curriculum Committee. Charlotte Schiff volunteered to serve as Chair. Information was to be provided regarding SAC requirements. Ilene Gerber described the STEP program, which would be discussed at the next meeting. It was recommended that no guest speaker be scheduled for the next meeting to hold an open forum for the members to present ideas to make a difference in the schools. The next meeting was announced for November 10, 1999. Member Comments is Ron Sadaka commented a couple of years ago there had been complaints about rewarding failure, and now excellence was being rewarded, but what should be done about failure should also be discussed. Scott Blake reported monies received by his school was restricted to be used for teacher incentives. Discussion ensued. Eric Jablin asked the members of the board to think of questions for the forum. Mr. Jablin announced the City's 40th Birthday celebration to be held on Saturday, October 15. Chair Anderson announced Mr. Smith would be retiring in January and Phil Sorensen would be retiring in June from Area 5, and their replacements were as yet unknown. Mr. Anderson reported he had been selected to be on the selection committee for Palm Beach Gardens Elementary and commented that the principal had done an extremely good job on her interview. It was reported that Middle School of the Arts was not going to have that type of process, which was discussed briefly. Adjournment The meeting was adjourned at 9:30 p.m.
