MINUTES
PARKS AND RECREATION ADVISORY BOARD MEETING
APRIL 12,1999

The City of Palm Beach Gardens Parks and Recreation Advisory Board met Tuesday, April 12,
1999 at 7:00 P.M. at Burns Road Community Center, Art Gallery, 4404 Burns Road, Palm Beach
Gardens.
Members present included: Jim Maynor, Co- chair, Mike Simon, Ed Oliver, Charles Torrey, Pam
Didio, Susan Miller, Director/Parks and Recreation, and Vice Mayor Lauren Furtado. Not
present: Susie Kendall, Chairperson, Tory Buckley, Chris Holmes, Alt., Bette Bates, Alt., and
Brian McLaughlin, Assistant Director/Parks and Recreation.
I APPROVAL OF THE MINUTES:
*The minutes from the March 30, 1999 meeting of the Parks and Recreation Advisory
Board were approved as written.
II DIRECTOR'S REPORT:
*Attended Art and Culture in PBG meeting in Council Chambers this evening and
interest in the urban mall park concept was expressed. Agreement for the necessity of a
"gathering place" in PBG for cultural activities was evident. Urban Mall Park concept will
receive their support.
*Discussion was opened with David Barth of Glatting Jackson Kercher Anglin Lopez and
Rinehart and the Advisory Board members on the urban mall park concept.
*Developers of this parcel will comply with city requirements of 25% set aside.
*City must require guidelines that will tell developers what we expect; criteria laid out
with clear vision for future of PBG.
*The development of this urban mall park will be as good for developer as for the City.
The concept will be a draw to consumers and serve as a marketing tool for retailers, commercial
entities and adjacent residential units.
*The following elements and principles that should be incorporated into developer's site
design, in City's best interest, were voted on by board: Connections via public streets, sidewalks
and bike paths; views and vistas to lake and park entrances; access to public transit; mix uses

around lake; public access to park; playground and tot lot; public art; fountains;
• amphitheater /public gathering place; capacity to have special events (art shows, July 4t'
celebrations, etc.); vendors; public restrooms; all elements in keeping with high standards of City
in quality building material and site amenities; verification of number of acres dedicated for
public /park use in the Development Order (D.O.); verification in adequate acreage for City's
vision. Board unanimously agreed.
*David Barth to prepare letter, indicating elements Parks and Recreation Advisory Board
members feel are needed to complete the vision for the urban mall park, for presentation to City
Council as Sign of Urgency at meeting on April 22nd
