Summary Notes
Wednesday, March 4, 1998
Jeff Renault called the meeting to order at 5:50 P.M. The following members were
in attendance: Jeff Renault, Joe Royals, Sheryl Snyder, Sally Wilks, Susan Wood,
Connie Premuroso. City Staff Liaison Mark Hendrickson was also present.
Jeff submitted Donna Amado's letter of resignation. Jeff asked for approval of the
February 4, 1998 B & E Committee meeting minutes. The motion was made to
approve the minutes, it was seconded and passed.
Mark advises the Committee that the City received the 1997 Tree City USA
recognition. That makes the tenth year for the award. The City also received the
permits for the City limit signs on FDOT streets, and gateway sign. Mark displayed
the small gateway mock sign, built by Designer Mark Fuller, and began a discussion
on the changes purposed by City Council, which included a backing behind the
leaves and larger letters.
Bobbie Herakovich joins the Committee's meeting. Bobbie interjects that City
Council needs a strong recommendation from the B &E Committee and she will
deliver any messages the Committee has on the - gateway sign. The Committee
members are in favor of the top band. The Committee continued to support the
artistic design rather than suggesting going to a more conventional ground sign
design. The Committee felt that there may be a location where the sign may not
need a back, but in most cases the back will help make the sign more noticeable.
Joe felt the backing would lend itself better for lighting. Bobbie agreed. The
supported the back and the larger letters.
Jeff suggested that maybe the City could make small plaques in the design of this
sign for awards. Bobbie liked that idea. Mark stated that Bobbie had approved
additional funds for the Committee's Environmental Award sign. Sally stated that
the non - backed sign was appealing from the rear angle, but the sign with a back is
less appealing. Bobbie agreed. Bobbie leaves the meeting. Than the Committee
suggests that landscaping can be installed in the rear of the sign to screen the back.
The Committee moves on to the review of the past Beautification Award winners.
Mark has not been able to find the B &E plaque of past winners.
Jeff asked for any comments on the draft 1998 goals and events calender. Jeff
would like to see the clean -up date promoted more. Sheryl asked if a date has been
selected for the clean -up. Mark did not know, but would find out and update the
calendar. Susan asked that the goals include Arbor Day, enough though it is part of
Tree City USA. Sheryl asked that the goals include Earth Day. Sheryl suggest that
the Committee could do a group letter in support of the Nature Center at
Frenchman's Forest.
Jeff begins the discussion about the draft application for the environmental Award.
At first glance, the Committee really likes the draft application. Sheryl advises Mark
that on the second page the word recycling is misspelled. Sheryl will be contacting
the Solid Waste Authority for criteria used in ranking environmental projects. Sheryl
and Susan talk about getting t -shirts made for the B &E promoting the big "E" for the
environment. Susan wood states that she expects the City Council or challenges
City Council to vie for an environmental award with the building of the new City Hall.
The Committee decides to wait until next meeting to finalize the application.
Susan Wood asked if Staff had looked into the Burns Road leak. Mark had not
followed up on that issue. Jeff suggests that it could just be a high water table.
Mark said he would have an answer by next meeting, and he will have City road
maps for the Committee.
The Committee enjoyed the City tour. The pictures that Sally took were reviewed.
The vote is taken for the Beautification Award for a residential area. Joe nominates
Ballenlsles from the list of Ballenlsles, Town Oaks, Frenchman's Creek, Bent Tree,
and the Sanctuary. Susan seconds the motion. Jeff comments that Ballenlsles may
not be the most environmentally sensitive, but it is the prettiest. Ballenlsles wins the
award.
Jeff asked about picking a new chairperson. Sheryl suggests tabling the
chairperson vote to the next meeting. Jeff states that the code requires a
chairperson and secretary. Jeff suggests that he would like to step down as
Chairmen. Joe restates that the Committee should put this item on the next agenda.
The next meeting will be April 1, 1998.

Beautification and Environmental Committee
1998 Goals
Traditional Goals:
• To follow the established duties as outlined in Division 2, entitled
Beautification and Environmental Committee, of the City's Code of
Ordinances. (Attached)
• Support the City's yearly recertification of Tree City USA designation,
including the Arbor Day celebration.
• Support the City's annual clean -up day, including the Earth Day celebration.
• To complete special assignments as directed by City Council or City Manager.
• To coordinate the Beautification Awards.
New Goals:
• To monitor the progress of the various City gateway and City limit signs
through the permitting and installation process.
• To coordinate a new Environmental Awards program.
