Summary Notes
Wednesday, February 4, 1998
Susan Wood called the meeting to order at 5:35 P.M. The following members were
in attendance: Sheryl Snyder, Sally Wilks, Susan Wood, Connie Premuroso and Dr.
Baquir Syed. City Council Liaison David Clark and City Staff Liaison Mark
Hendrickson were also present.
Susan Wood asked for one correction to the January 7, 1998 B & E Committee
meeting minutes, in that the next meeting's date should be February 4, 1998. The
correction was noted and the January 7, 1998 minutes were approved.
Staff Liaison Mark Hendrickson advised the Committee that the Beautification Award
sign still has not arrived. Also, there has not been any word on the FDOT permitting
of the City limit and City gateway signs. The wheels are still turning. The City
Council did discuss the "mock" gateway sign at PGA Boulevard and the Turnpike, as
the Committee suggested. The Council still wants to work with that corner, but the
sign will need to be modified so that it works with that intersection. The sign design
remains satisfactory, but the problem is more about the size of the letters and the
leaf artwork is not as noticeable when there is vegetation around it. The City is
going to get the sign designer Mark Fuller back to address the problems. Mark
continues to anticipate that the "mock" sign will be moved to the intersections of
PGA and Military Trail, and PGA and Highway US 1, so the City can get a feeling
about the sign's design at those locations.
David Clark arrives and the gateway sign discussion continues. David restates that
City Council wants to make the sign more visible by widening the sign to make the
lettering larger, and having a solid back ground to make the leaves on the sign stand
out more than the surrounding vegetation. As far as a time frame for moving the
mock sign to the next location, Mark suggested that it probably could occur when the
permit is issued. Mark said there was not a landscape plan associated with the sign,
but does anticipate groundcover planted around the base.
Sally Wilks voices that more people will see the mock sign, and we may get more
feedback from residents, if the mock sign was located at PGA Blvd. and Military
Trail. David agreed. David said if that intersection was just a site for public input on
the mock sign, City Council would not have a problem, but more discussion is
needed at the City Council level for picking that area for a permanent sign location.
Mark interjected that the PGA site has money earmarked for it already. Mark also
mentioned that there is a large concrete utility pole that is beside the mock sign, and
has a concern that a wider sign may conflict with that existing pole.
Susan Wood asked want needs to be done to get the sign out to where people can
see it. Mark said it would be just a matter of asking Bobbie Herakovich, and getting
a FDOT permit. It was noted that the permitting for all the proposed signs was
taking a long time. Mark said he had learned that Bobbie has asked Ed Tombari, in
Planning and Zoning, to look into a sign on the south end of 1 -95 to say something
like "Palm Beach Gardens next three exists ".
Susan Wood opens up new business with the discussion of the Commitee's goals
for 1998. The topic of Chairmen was tabled. Mark was asked about the list of past
Beautification award winners. Mark stated he had a partial list and is still working on
it, and should be able to finish it this month. To date, Mark has not been able to find
the Awards plaque-that Bettie Marks has spoke about. The Committee is still
interested in doing something in the environmental area, but is not clear on what
level or criteria they should be looking at. Susan Woods suggests that an award
could be given for an act, as well as for a site. The Committee agreed. Sally asked
how we could announce to the community that such an award is available. David
said the Cit fine could have a notice, suggested that people could nominate
candidates. The criteria could be very broad. Sheryl Snyder said we should
compile a application form. The Committee asked Mark to put together a draft
Environmental Award application for their review. David said he has already advised
City Council about the Committee's interest in the environmental arena. Susan
Wood suggested quarterly awards. The Solid Waste Authority should be a good
source of information. The Committee expects to continue the Tree City USA
project every year. David suggests that it would be useful to the Committee, if Mark
could circulate a draft list of goals and what has been traditionally done by the B &E
Committee. At the next Committee meeting, they could ratify their goals.
Sally Wilks noted that some of the new trees the County planted west of Military
Trail in the Northlake Boulevard medians have blown over, and some of the Pines
have died.
Sheryl brought up that the Frenchman's Forest tour was coming up this month on
the 21st. The next day (February 22, 1998) the Committee will go out on a tour for
the residential Beautification Award.
The next meeting will be March 4, 1998.
