Summary Notes
Wednesday, January 7, 1998
Joe Royals called the meeting to order at 5:50 P.M. The following members were in
attendance: Bettie Marks, Joe Royals, Sheryl Snyder, Sally Wilks, Susan Wood,
and Dr. Baquir Syed. City Council Liaison David Clark and City Staff Liaison Mark
Hendrickson were also present.
Susan Wood asked for one correction to the December 3, 1997 B & E Committee
meeting minutes, in that the next meeting's date should be January 7, 1998. The
correction was noted and the December 3, 1997 minutes were approved.
Staff Liaison Mark Hendrickson updated the Committee on the status of the
Beautification Award sign, which is late and has not arrived yet. Mark talked about
the City Council award ceremony for the first Beautification Award given to the
Regional Center. Jeff Renault and Susan Woods was in attendance. Bettie Marks
was not informed by mistake. Councilman David Clark arrives. David asked if the
gateway sign was still up at the turnpike. Mark confirmed it was, but advised that
FDOT had red tagged it. David said the sign looked too small. The Committee
agreed. The Committee began a discussion with David about the size and location
of the "mock" sign. David repeated that the letters needed to be larger and
something needs to occur to set it apart because it gets lost in landscaping. Sally
Wilks suggests moving it to the southeast corner PGA Boulevard and Military Trail.
Mark said that he will ask City Council's permission to move the gateway sign.
Mark said he though we where very close to getting our permits for some one the
City Limit signs on State Roads. The signs on 1 -95 will say "Palm Beach Gardens
City Limit." The other State road signs will say "Welcome to City of Palm Beach
Gardens."
Previously, Mark was asked to research the timing for City news letter. He advised
that they are printed quarterly. Mark is working on a list of all the Beautification
Award winners the City has previously had. Bettie Marks wants Mark to find the old
plaque that the Park & Recreation Department had at one time. The Tree City USA
recertification was sent to the Arbor Day Foundation.
Joe Royals opens up old business with a question about finalizing the field trip to
look at projects for the next award. Susan Wood suggested Sunday February 22,
1998 for the field trip. The time was set at 1:00 p.m., and everyone would meet at
City Hall. The alternate date for the trip is March 1, 1998. Sherly Snyder requested
a phone call reminder by staff.
New business is opened up by Joe. Mark Hendrickson brings up the point that
normally, at the beginning of very year, committee's have the option to re -elect the
chair persons, and establish new goals. He mentions possible projects like Arbor
Day, Tree City USA, getting involved in an environmental project at Frenchman's
Forest. A small discussion about Frenchman's Forest occurred. The Committee
was interested and wanted more information. If the Committee wants to discuss a
budget, then they need to request budgetary items for City Manager, and City
Council's review and approval now for next year. Bettie Marks wants MacArthur
Boulevard median beautified. Mark suggests that the Committee could get more
evolved with the different beautification grants that are available. Mark also advises
the Committee that in February the new City Hall landscape plans may become
available for the Committee to review. Mark had just learned that the City is
interviewing consultant Landscape Architects for various projects. This may help the
B & E Committee in the future.
Salk Wilks asked who was responsible for putting the trees in the medians within
Northlake Boulevard west of Military Trail. Mark advised that Palm Beach County
did so under their "Trees Only" Program. Mark also advised the Committee that
there is now a Northlake Boulevard Task Force in place to review and make
recommendations to beautify Northlake Boulevard from Military Trail to US1. This
Task Force is made up of people from Palm Beach Gardens, Lake Park, North Palm
Beach and Palm Beach County.
Susan Wood, with the Committee's approval, requested that Mark ask Bobbie
Herakovich for another award's sign for environmental projects. Mark suggest
waiting until we see the first sign. That was OK.
Joe suggested that for the next meeting the Committee set the goals for 1998, a
plan of action to meet the goals, and suggest sites to visit for the environmental
award. The next meeting may be longer than one hour. The Committee tabled any
discussion about a new Chairperson until the next meeting.
