HomeMy WebLinkAboutMinutes RAB 082098• MINUTES WORKSHOP PARKS AND RECREATION ADVISORY BOARD NEIGHBORHOOD TASK FORCE CITY COUNCIL CONCERNED CITIZENS AUGUST 20, 1998 The City of Palm Beach Gardens Parks and Recreation Advisory Board attended a Workshop in conjunction with Neighborhood Task Force, City Council, and Concerned Citizens prior to the scheduled City Council Meeting on August 20, 1998 at 6:00 P.M. at Council Chambers, 10500 N. Military Trail, Palm Beach Gardens. Advisory Board Members present included: Jim Maynor, Charles Torrey, Pam Didio, Susan Miller, Director/Parks and Recreation, and Brian McLaughlin, Assistant Director/Parks and Recreation, Vice Mayor Lauren Furtado. Members not present: Susie Kendall, Michael Simon, and Bruce Fletcher. Alternates not present: Bette Bates and Chris Holmes. City Council Members present: Mayor Joseph Russo, Vice -Mayor Lauren Furtado, Councilman Carl Sabatello, Councilman David Clark, City Manager Bobbie Herakovich. Not present: Councilman Eric Jablin. David Barth of Glatting Jackson Kercher Anglin Lopez Rinehart, Orlando, Florida Community Planning firm, introduced and explained the Parks and Recreation Master Plan for the City. A power point presentation was shown to help audience visualize what the plan is, where are we, what we think, and audience dialogue was encouraged. I. SUGGESTED PLAN OF ACTION: *Objective *Vision *Existing Conditions *Needs Priorities *Master Plan *Action II. TOPICS INCLUDED IN FLOOR DISCUSSION: *Linkage missing such as sidewalks, bike path *Roads making connection tough *Parkways have been started *NEEDS audience feels important: • *Large district park in north area *Rifle range *Baseball fields • *Neighborhood parks in south area *Pedestrian linkage *Senior center *Amphitheatre *Pools *Landscape and streetscapes *Nature Centers *Reclaim Burns Road - slow down traffic III. FACTORS SHAPING LEVEL OF SERVICE PROPOSALS: *Conceptual Plan *Budget and Finance Plans to Provide Amenities *Tie up available land - top priority *Establish foundation *Seek grants - full time grant writer *Raise impact fees *County partnership IV. CLOSING COMMENTS: *More time and discussion to be allotted next meeting on financing of Park Master Plan • The workshop meeting was adjourned at 7:30 P.M. and the City Council meeting was called to order. Discussion ensued regarding taking advantage of land opportunities as they became available, A member of the Recreation Advisory Board urged that the City proceed quickly to act on the District Park land from the MacArthur p p Foundation. The City Manager responded a meeting had been held ! regarding the agreement that afternoon, Mayor Russo explained that although no commitment had been trade by the County Commission, according to Commissioner Marcus their plan was to participate, and they did not plan to establish a district park in the northern portion of the County. In response to a question by Mr, Oliver regarding possibly raising impact fees to provide park funding, Mayor Russo recommended a workshop meeting to discuss that issue because of the pressure of major growth from the MacArthur Foundation land sales, A question was asked regarding whether any State funding was available, to which the response was grant money, The possibilities of obtaining County impact fees were discussed.
