HomeMy WebLinkAboutMinutes B&E 090397Beautification and Environmental Committee Wednesday, September 3, 1997 Minutes Jeff Renault called the meeting to order at 5:45 P.M. The following members were in attendance: Jeff Renault, Bettie Marks, Susan Wood, and Joseph Royals, Sally talks. City Council Liaison David Clark and Staff Liaison Mark Hendrickson were also present. The July 2, 1997 B & E Committee meeting minutes were approved. Council Liaison David. Clark acknowledged that City Council has had an opportunity to view the mock City gateway sign, which is temporarily in front of the City Hall, and the reaction was favorable. Under old business, Jeff Renault brought two old Beautification Award signs, the discussion began about the history of the awards. Bettie Marks, being the only present member around when the signs were used, described that the award was given every month. Sally Wilks had notes on the criteria she and Donna Amado came up with for the beautification award. [ Mark Hendrickson explained that the awards and its criteria would need to be reviewed by the City Manager and City Council.] Suggested Criteria: • What is normal for the area, and how much more appealing has the landscaping made this project from the others; • The aesthetic balance of the vegetation with respect to the height and color; • Use of several accent plants appropriately positioned; • Color provided with perineals and annuals; • Cleanliness; • Uniqueness of landscape architecture; • No code violations; • With POA's, the appearance of the entries. Susan Wood suggested adding the xeriscape or water usage as a criteria. Mark suggested that he could bring the approved .landscape plan for the projects, if the committee members wanted additional information about their selections. A discussion about the size of the projects the committee members would review came up, and the general consensus of the committee was to do common open space of residential communities and commercial properties but not individual homes. Jeff expressed the opinion that the review of the landscape plan would be to time consuming, the committee members would rely on the sense of the project's merits, but not a detailed analysis. A brief discussion about code violations occurred. Jeff asked if the committee wanted to start with commercial and residential project entrances. Then asked about the number of awards per year. David Clark suggested changing the signs to something better. The property owner would get a framed certificate. The Committee felt they need two "Beautification Award" signs, and leave the sign up for at least one month. The Committee meets discuss doing the award twice a year and quarterly. Mrs. Marks suggest having a scaled down version of the new gateway sign, and Mark Hendrickson suggested that the across the top could say beautification award. Jeff Renault summarizes the Committees discussion as follows: Non - residential developments or residential common open space /entry features (not private homes); Quarterly, so we can advertize the winners in the City's news letter; Ask Council to approve the concept and approve the funding for one sign; By next meeting he ask the members to come back with three or four nominees. David Clark asked Mrs. Marks how the old certificates were handed out. She advised that the Committee hand delivered the certificates. David mentions that there is an award selection of the City Council's agenda. Advertizing the award in the newspaper seemed important to the Committee. Susan Wood makes a motion that the Committee start the Beautification Awards Program similar to Jeff Renault's summarization, including the issuance of certificates. It was seconded and approved. David Clark leaves. Discussion began on Arbor Day plans. Mark Hendrickson states that, according to County Forester Mike Greenstein, palms can be planted for Arbor Day. The present Palm Beach Gardens High School Principal was leaving, but the City Manager is in favor of everything the Committee was planning with the school as long as they will take can it the donated trees or palms. Bettie Marks raised an objection about giving the PBC School Broad System anything because her past experiences with them on maintenance. Mr. Hendrickson said he would contact the school about the Arbor Day concept and maintenance. He said the City Manager was not in favor of any demarcation for the Committees efforts for Arbor Day, unless it was a certificate or plague for display inside the school. Something needs to be done become December 13, 1997. The trees /palms would come from the nursery. Mark will contact the school. Mark states the street tree planting program is still active, and the Public Works Department coordinates that program. The next meeting will be October 1, 1997. Adjournment at 6:35PM
