HomeMy WebLinkAboutMinutes RAB 041597y� tl MINUTES PARKS AND RECREATION ADVISORY BOARD MEETING APRIL 15, 1997 The City of Palm Beach Gardens Parks and Recreation Advisory Board met Tuesday, April 15, 1997 at 71-00 P.M. in the Art Gallery at the Burns Road Community Center. This was an introductory meeting for the newly appointed Parks and Recreation Advisory Board. All newly appointed board members were present. There remains one vacant seat on the board and one alternate seat. The agenda was introductory and informal. The board consists of some members who have previous experience on city boards and some members who do not. Nominations for chair and co -chair were made and Susie Kendall accepted chairperson and Laura • Hasse accepted co -chair of the newly appointed board. Members present included: Chairperson Susie Kendall, Co- chairperson Laura Haase, Ed Oliver, Mike Simon, Alternate Charles Torrey, Susan Miller, Director/Parks and Recreation, Brian McLaughlin, Superintendent/Parks and Recreation, and Vice Mayor Lauren Furtado. Others present: Ray Ludwig, Y.A.A. representative. I APPROVAL OF THE MINUTES: *No minutes were read at this meeting. The last meeting of the advisory board was December 10, 1996 and a copy of the minutes is attached for review. II DIRECTOR'S REPORT: INTRODUCTORY HANDOUTS *Analysis of the Existing and Proposed Levels of Service (LOS) for Recreation Needs of the Recreation Needs of the City of Palm Beach Gardens *Ordinance 1 - 1997- City of Palm Beach Gardens Parks Ordinance passed and adopted by the City Council on February 20, 1997 OVERVIEW PARKS AND RECREATION BOARD *Parks Ordinances that were handed out to members were reviewed and select areas were discussed with emphasis on Section 7, Chapter 46, Article II entitled "Recreation Advisory Board" including Sec. 46 -33, Terms of Office and Sec. 46 -35, Duties. WINNER OF THE NATIONAL GOLD MEDAL AWARD *Need for more park space and development of same as indicated by the LOS was explained. The Bond Referendum and its effect on the master plan development for Gardens Park was a topic of discussion. PARKS AND RECREATION PROJECT PRIORITIES *Gardens Park Baseball Complex rendering was displayed. The design and amenities changing the multi - purpose fields to a state of the art baseball complex with tot lot playground area is projected for completion by January, 1998, according to ADG and Design Build. Klock soccer fields will be ready for programs this summer. *Frenchman's Forest Nature Center rendering was displayed. This property consists of approximately 170 acres where an environmental educational nature center will be developed on approximately 12 pre - disturbed acres. The county bought this environmental sensitive property within Palm Beach Gardens city limits and will assist in its development with funds for trails. The City will maintain and staff the nature center. Meetings are underway with EARM and NAMAC where there are concerns for reasonable solutions towards future development of this property. *Golf Digest project will give 27.5 acres for impact to the City. The present tennis facility will need to be relocated in the future due to the Master Plan for City Hall and the Police Station. Golf Digest's property is being considered as a site for the City to relocate the present tennis complex. Negotiations are ongoing. *Regional Park is a goal of the City. III MEMBER'S COMMENTS: • *Time frame for Gardens Parks clearing and development appears tight making January 1998 completion questionable. *Availability of the bond money, and stipulations of use, must be researched. *Recommendation made supporting concept of an environmental educational type project on small portion of Frenchman's Forest. *Recommendation made that a letter be sent to City Council supporting the development of an environmental education nature center on the pre- disturbed 12 acres of Frenchman's Forest only, having a reasonable accommodation for parking, with all other environmental sensitive land remaining undisturbed.
