Members present included Chairman Jeff Sabin, Co- Chairman John Elsner, Ronnye Sands, Joanne Steele, Joe Kuveikis, Susan Miller, Director/Parks and Recreation, Dick Cameron, Superintendent/Parks, Brian McLaughlin, Superintendent/Recreation, Vice Mayor Lauren Furtado, Glen Roesch, Y.A.A. Vice President. Not present: Sandy Gottlieb, Bette Bates, David Panais, Y.A.A. President. I APPROVAL OF THE MINUTES: *The minutes from the December 5, 1995 meeting of the Parks and Recreation Advisory Board were approved as written. No meeting was held in January, 1996. 11 DIRECTOR'S REPORT: RECREATION *All winter programs are filled and presently in session. The Spring Gardens News is out to print and will be in the mail the week of February 19th. Registration for residents will begin on February 26th. *We have been accepting applications for summer camp and aquatics staff. *Information on Summer Camp will be out to the resident in the Summer Gardens News towards the end of April. *Special Events are having more participants than in the past with several new special events this year introduced by Katie Gibson, Special Events Coordinator. Fund raisers for parks development were suggested by council and a golf tournament at the city golf course may be organized to involve our Teen Program. PARKS *Roller Hockey rinks have been signed, sealed and delivered with bid awarded to Marks Paving. There is a pre- construction meeting on February 12th. Anticipated completion should be this spring. *Klock preliminary design being reviewed by staff presently and will go back to engineering finn and out to bid within a few weeks. Anticipated completion to be late summer. *Oaks Park shelter approved February 1 st and awarded to RCP Shelters, Inc. for a 70'x 30' open shelter. Anticipated completion to be the end of April. Tennis courts for the Oaks Park to go out for bid in April. *Plant Drive Park has park staff working diligently on projects including preparation for roller hockey rinks, high hool baseball, and teen activities. W *Lake Catherine lights are ready to go and fields will be in use for YAA Softball. Gardens Park will have Little League and PGA National Park will have T -ball. Parking at Lake Catherine will not be increased at this time since the fourth field is needed for programs. *Playscape structure replacement will be a ground -zero play structure. Structure to be in by May i st. WINNER OF THE NATIONAL GOLD MEDAL AWARD J • III NEW BUSINESS: *Frenchman's Forest, 171 acres owned by the County is being negotiated with the City for a Nature Center. The county is offering grant money to assist in its development. *Vice Mayor Lauren Furtado introduced herself as our new council liaison and expressed strong concern for Parks and Recreation Department programs and activities. She expressed her willingness and desire to help and assist the Parks and Recreation Advisory Board in any way she is able. *New format for agenda will include item IV ADVISORY PROJECT. IV ADVISORY PROJECT: * The first project that has been assigned to the board is to write Park Ordinances. At each monthly meeting, a part of the meeting will be used to analyze existing city ordinances and rewrite new ones. V MEMBERS REPORTS: *Jeff Sabin reported on the Visioning EAR (Evaluation Appraisal Report) BIue Ribbon Committee's goals in wanting to adopt a formula that would increase levels of service for Parks and Recreation. Planning and Zoning has scheduled a Visioning Town Meeting for Thursday, February 22 at 7PM to present overview to residents. North county education will also be a topic that day. *Joanne Steele made a suggestion that the Mako Sharks start again as a recreational competitive team offering stroke classes and instruction for ages 5 and up to develop interest and enthusiasm in swim team again. *John Elsner reported that the tennis program continues to grow! *General discussion included mentioning the lights on the jogging trail at Bums Road not bright enough and the need for additional handicap parking spaces at Burns Road Community Center. The meeting was adjourned at 9:15 P.M.
