HomeMy WebLinkAboutMinutes RAB 0305961] PARKS & RECREATION DEPARTMENT 4404 BURNS ROAD PALM BEACH GARDENS, FL 33410 PHONE (407) 775 -8270 • FAX (407) 775 -8280 CITY OF PALM BEACH GARDENS SUSAN MILLER Director MINUTES PARKS AND RECREATION ADVISORY BOARD MEETING MARCH 5, 1996 The City of Palm Beach Gardens Parks and Recreation Advisory Board met Tuesday, March 5, 1996 at 7:30 P.M. at the Burns Road Community Center. Members present included Co- Chairman John Elsner, Ronnye Sands, Sandy Gottlieb, Joanne Steele, Susan Miller, Director/Parks and Recreation, Brian McLaughlin, Superintendent/Recreation, Dick Cameron, Superintendent/Parks, and Vice Mayor Lauren Furtado. Not present: Chairman Jeff Sabin, Joe Kuveikis, Bette Bates, David Panaia, Y.A.A. President. In the absence of Chairman Jeff Sabin, Co- chairman John Elsner conducted the meeting. The meeting began without having a quorum, due to a few Advisory Board members who had other commitments prior to this meeting and were arriving late. APPROVAL OF THE MINUTES: *The minutes from the February 6, 1996 meeting of the Parks and Recreation Advisory Board were approved as written, after a quorum was in attendance. II DIRECTOR'S REPORT: RECREATION *'Battle of the Wings" will be March 10th at PGA National. It has been difficult getting vendors to participate in this event. This will probably be the last year that this event will be held • by our department. Other events are being considered for the spring to take its place. *Other spring events include, "Treat with the Bunny" and "Egg Hunt ". Summer events WINNER OF THE NATIONAL GOLD MEDAL AWARD planned include "July 4th Celebration in the Gardens" and "Under -the -Sea Jamboree ", the isummer grand finale for the campers and their families. PARKS UPDATE: *Plant Drive Roller Hockey Rinks and the high school baseball fields, the completion dates are on schedule. *Lake Catherine lighted fields, everyone is "loving it ", at last! *Klock property development is waiting on the final plans from the engineering firm and will go out to bid March 25th. This project will not be completed for the fall soccer season that begins in August, but will be completed before the end of the year. *Playscape at Burns Road, new structure will be installed and completed during the month of May. The structures consist of five play areas with a "ground zero" concept and ADA accessible. " *Oaks Parks pavilion, completion will be in April, 1996. *PGA ballfield and lights, adjacent to existing park, need field designs. III OLD BUSINESS: *Co- chairman John Elsner acknowledged that it was very gratifying to see "things happening" in our parks that seemed to take years to accomplish. The Advisory Board's determined efforts have paid offl. This is what the board is all about! *The up- coming bond issue was discussed and the need for additional and relocation of recreational land is our priority. The church property at Military and Burns is very desirable; a senior cultural center was one of the possible uses mentioned for the property. IV PROJECT REPORT: *It was established that the Project Report would be first on the agenda, after the approval of the minutes from the previous month's meeting. The aim of the board is to complete the Parks Ordinances project before we recess for the summer. V MEMBERS REPORTS: *Vice Mayor Lauren Furtado re- iterated her willingness and her ability to bring to city council the concerns of our board. She thinks it is a good idea to have all city advisory boards present themselves before city council annually. A procedure to arrange this can be investigated. *Joanne Steel had questions about the swim team and competitive stroke swim classes for ages 5 and up. Re- building the swim team is a major concern to residents. She suggested banners be used to inform the public the pool is year round now, since some of the contributors for the heater did not know the pool had been heated. i*Joanne Steele would like to see a hardtop surface in our Playscape play area, for a mini- 0 basketball spot for very young children; this is very popular with grammar school children. *Sandy Gottlieb supported the idea of all boards going before the city council once a year. *Co- chairman John Elsner reported the increased tennis fees have not hurt participation. He also indicated that the jogging trail at Burns Road is in need of new clay. *Ronnye Sands requested that Susan Miller approach Chairman Jeff Sabin about passing on the chairmanship to John Elsner, since he has had to conduct many of this season's meetings in Chairman Jeff Sabin's absence. She praised Jeff for all his extraordinary efforts and for the enormous amount of time he has spent on all city committees and boards. *Ronnye Sands suggests rocking structures that accommodate two children be considered when ordering future play structures. *Susan Miller, Director is inviting Kathy Specker, Aquatics Coordinator, to attend our next board meeting to fill us in on all her new plans for our heated municipal pool. This meeting will be held on the second Tuesday of the month due to the public school spring break schedule. •
