REGULAR MEETING
CITY OF PALM BEACH GARDENS
July 20, 1995
The Regular Meeting of the Local Planning Agency of the City of Palm Beach
Gardens, Florida, was called to order by Mayor Russo at 9:30 P.M. in the
Assembly Room of the Municipal Complex, 10500 North Military Trail, Palm
Beach Gardens, Florida.
ROLL CALL The Deputy City Clerk called the roll and present were Mayor Russo, Vice Mayor
Furtado, Councilwoman Monroe, Councilman Jablin, and Councilman Clark.
APPROVAL OF MINUTES Motion was made by Councilwoman Monroe, seconded by Vice Mayor Furtado,
to approve the minutes of the June 1, 1995 meeting. Motion carried 5 -0.
PUBLIC HEARING Mayor Russo declared the Public Hearing open, which was duly advertised 7/6/95
and 7/13/95 and held on the intent of recommendation to the City Council for
Consideration of Transmittal of Amendment to the Comprehensive Land Use
Plan/Map of the City of Palm Beach Gardens to Florida Department of Community
Affairs for their Determination of Compliance /Consistency with Statutory
Requirements (95 -2 Round of Amendments) re: Future Land Use Element Policy
1.1.1.4, 1.1.1.5, and Housing Element Policy 3.1.4.3. After review by staff,
discussion by City Council members included the proposed density for ACLFs, and
the need to determine ways to monitor for affordable housing bonuses; and the
unfairness of requesting that land uses be changed to bring about reduced traffic
while increasing the number of trips on Northlake Boulevard.

RAYMOND ROYCE Attorney Royce, agent for Sports and Recreation, Inc., commented on the benefits
that this business would provide to the community, and stated that the real question
should be what the use of the property was going to be, since whatever the use that
concurrency would have to be met, and that peak traffic generated was projected
to be less than under the current industrial land use. Attorney Royce suggested a
condition which could be attached to the proposed land use change to limit the
number of square feet of the facility in order to limit traffic. Mr. Robert Savoy
representing Sports and Recreation, Inc. explained that they would be willing to
make a long -term commitment by development as a PUD. Traffic Engineer Joe
Pollock addressed traffic trips. Attorney Baird advised it was not common practice
to condition plan amendments. City Council comments included a caution against
looking at projects individually instead of at the whole picture. There being no
further comments from the public, Mayor Russo declared the Public Hearing
closed. Motion was made by Councilman Jablin to recommend to the City Council
for approval the changes to Future Land Use Element 1.1.14, 1.1.1.5 and Housing
Element Policy 3.1.4.3. Motion was seconded by Councilman Clark and passed by
unanimous vote of 5 -0. Motion was made by Councilman Clark to recommend to
the City Council for approval the proposed Land Use Change from industrial to
commercial for the 8.42 acre parcel located south of Northlake Boulevard and east
of proposed Congress Avenue. Motion was seconded by Councilman Jablin and
passed by a vote of 3 -2.

ADJOURNMENT There being no further business to discuss, motion was made by Councilwoman
Monroe, seconded by Councilman Clark, and unanimously carried to adjourn the
meeting at 10:26 P.M.
