SPECIAL MEETING
CITY OF PALM BEACH GARDENS
MARCH 10, 19 81
A Special Meeting of the City Council was called to order by Mayor
Feeney aL 7:40 P.H. in the Reception Roam of the Hunicipal Complex, 10500
North Military Trail, Palm Beach Gardens, Florida.
ROLL CALL:
The roll was called by the City Clerk a 4 present were: Mayor Feeney,
Vice Mayor Aldred, Counc.Llman Kiedis, and Councilwoman Monroe, City Manager
John Our and Attorney Willaam Brant were also in attendance.
PURPOSE:
The Special Meeting uas called for the purpose of canvassing/opening the
ballets of those that voted absentee in the General Election held this date.
CANI,ASSING OF
Referencing the County Registration Books, verification vas made as to
VOTES:
those that voted absentee were qualified electors of the City and did not
participate at the election precincts this date. A list of the names and
addresses of those that voted absentee will be forwarded by certified mail
to the County `supervisor of Liectrons to be marked as votirin in the City's
Ocneral FlecLion. the names erd addresses of those that voted absentee
were as follows:

By a unanimous vote of the founcil, %f:anvass uig Board, the ballot of Mr.
Jaf,es E. Smith , 4341 Flax Court, (Precinct 42) vas marKed "rejected as
illegal" as the requirements of Section 101.65, Florida Statutes, were
AM not satisfied by the registered voter (i.e., the reason why the elector
could not participate in person at the polls was not delineated on the
mailing envelope.) The 26 absentee votes will be included in the count
certified by Pis. Jackie Winchester, Palm Beach County Supervisor of

Elections, as the "correct count of the ballots received in the election
on March 10, 1981," and .inserted in the appropriate blanks of Resolution
18, 1981.
The City Clerk explained that while in her presence, the Clerk of Precinct
1145 accidentally closed the unreusable lock on the ballots' transfer case
without it travicellinc) through the latch on the lid. however, all used
and unused ballots are accounted for by law;the case was sealed at the
precinct with masking tape; and a Citv Prince Officer would be taking
her, along with all ballots, to the election center, for the results.
The Council /Canvassing Board had no objections to this.
